Singapore LNG Corporation (SLNG) recorded an EPC contract award for its Tertiary Jetty on 8 April 2026, naming Rotary Engineering Pte Ltd as contractor. SLNG says the project is intended to enable small-scale LNG unloading and reloading and support LNG bunkering. The official information cited here does not establish when physical construction began.
What is confirmed about the project?
SLNG’s milestone record lists the Tertiary Jetty EPC contract award to Rotary Engineering on 8 April 2026. An EPC award marks the appointment for engineering, procurement and construction work; by itself, it does not confirm that on-site construction has started or that the jetty is complete.

What is the Tertiary Jetty intended to do?
Enable smaller-scale LNG transfers
SLNG says the jetty is intended to handle small-scale LNG unloading and reloading. These functions could support transfer activity associated with LNG bunkering, but the published description does not provide a detailed operating plan or confirm which vessels or customers will use the facility.

Potentially accommodate bunker vessels and smaller LNG carriers
SLNG says it may build out the jetty’s topsides to berth LNG bunker vessels and small-to-mid-scale LNG carriers up to 80,000 m³. This is a prospective design scope, not confirmation of a final design, an operational berth limit or a throughput figure. SLNG: Looking Forward
How does it fit into SLNG’s existing terminal?
SLNG’s terminal is at the southern tip of Jurong Island. Its existing facility has two jetties and four LNG storage tanks: three with capacity of 180,000 m³ each and one with capacity of 260,000 m³. SLNG reports average gas supply capacity of 9 million tonnes per annum (Mtpa) and peak capacity of around 11 Mtpa. Those are terminal-wide figures, not the capacity of the proposed Tertiary Jetty. The Ministry of Energy, Trade and Industry also describes the terminal as having two jetties and four tanks, with around 11 Mtpa of peak send-out capacity. The ministry says natural gas accounts for around 95% of Singapore’s power generation. Why is LNG bunkering relevant in Singapore?
Singapore is a major bunkering port, and the Maritime and Port Authority of Singapore (MPA) oversees LNG bunker supplier licensing. MPA announced eight new LNG bunker supplier licences on 30 July 2026, effective from 1 September 2026 through 31 August 2031, subject to conditions. The licensees are Aramco Trading Singapore, Equatorial Marine Fuel Management Services, ExxonMobil Asia Pacific, PetroChina International (Singapore), Shell Eastern Trading, Sinopec Fuel Oil (Singapore), the TEGPA–Sembcorp Fuels joint venture, and Vitol Bunkers (S).

MPA says licensees are expected to provide end-to-end services, including supply, storage, cargo transfer and delivery to vessels, and notes upgrades to Singapore’s LNG bunkering standard. - The project’s cost, completion date and detailed final design.
- The Tertiary Jetty’s own throughput capacity or operating limits.
- Which bunker vessels, carriers or suppliers will use it.
SLNG’s existing terminal completed its first cargo reload for FueLNG Bellina, Singapore’s first LNG bunkering vessel, on 23 March 2021. That record shows an existing operational link between the terminal and LNG bunkering, but does not establish that the new jetty has started construction or that FueLNG Bellina will use it.
