The Idaho Transportation Department (ITD) plans to widen State Highway 44 between State Highway 16 and Star Road near Star, Eagle and Middleton. The project is in Planning & Design. ITD currently projects utility work for fall 2026, widening and paving from spring 2027, and completion in fall or winter 2027; those dates are estimates and may change.
Where the project begins and ends
This project covers SH-44 from near Moyle Avenue, where the SH-16/SH-44 interchange project has widened the highway, east to Star Road. ITD’s project page is the source for the current limits and planned work: ITD: SH-44 Widening, SH-16 to Star Road.

It is separate from ITD’s longer-term project for SH-44 from Star Road to West State Street. That corridor has its own planning and environmental review; its limits, schedule and scope should not be combined with the SH-16-to-Star Road project. See ITD: SH-44, Star to State.
What ITD plans to build
- A five-lane roadway, with two travel lanes in each direction and a center turn lane.
- Replacement of the existing roadway surface.
- A connection to pedestrian pathways on the south side of SH-44.
- Relocation of utilities.
ITD says the work is intended to add capacity and improve travel conditions. DEQ’s notice describes the purpose as accommodating travel demand and improving safety between Star Road and West State Street. These are agency-stated goals, not reported results: the reviewed sources do not establish post-construction changes in congestion or safety. ITD expects the widened roadway to open around the time the SH-16/SH-44 interchange opens. These are projections, not guaranteed dates. What drivers and nearby businesses should expect
ITD anticipates traffic pattern shifts and lane closures managed with flaggers. Daytime work is planned, with some nighttime work possible. ITD says one lane in each direction will remain open during the day and that full closures are not anticipated; partial overnight closures may occur. Night work may bring construction noise and backup alarms. ITD says access to local businesses will remain open.
