Asphalt-shingle plants make up the dominant theme, but the pipeline also includes a PVC commercial-membrane facility, structural steel-and-foam panels, and planned metal-roofing and siding expansion. The total is an aggregate estimate rather than a public project-by-project spending ledger, and several schedules remain company or local-government plans rather than verified production dates.

GAF’s Newton, Kansas facility
GAF announced a groundbreaking on June 5, 2025. The company said the 275,000-square-foot plant would begin production in 2027, reach full production capacity by mid-2029 and create more than 130 high-skilled jobs. Those are company expectations, not a verified operating result. GAF President and incoming CEO John Barkhouse said, “This facility will not only expand our ability to meet the growing needs of our customers—it also represents our long-term investment in the people and economy of Harvey County.” GAF’s announcement contains the company’s milestone and employment details.
Owens Corning’s Prattville, Alabama plant
The City of Prattville reported on September 19, 2025 that Owens Corning selected approximately 190 acres for a plant expected to create nearly 100 skilled manufacturing jobs. IIR lists the facility at about 250,000 square feet. The city and IIR report a four-wide laminator capable of producing approximately 6 million laminate-shingle roofing squares annually. A roofing square measures 100 square feet of roof area, so this is a roofing-output unit, not a measure of factory floor space. The stated figure is an announced capability, not audited production. Atlas Roofing’s Clinton, Iowa lines
IIR reported that construction in Clinton was wrapping up, with Atlas Roofing preparing to start initial production from two shingle lines by the end of 2026 and ramp output through 2027. The public report does not state a capacity figure or provide a separate confirmation of the latest construction stage, so those dates should be read as reported targets.

The pipeline is not limited to residential shingles. SOPREMA’s Ennis, Texas project is a PVC membrane plant aimed at commercial roofing. Guardian Structural Technologies is associated with a steel-framed, foam-core SHIELD roof and wall panel system, which combines structural and enclosure functions. EDCO’s planned Chaska, Michigan expansion concerns metal roofing and siding. Are there other facility activities besides new construction?
