The Brenner Base Tunnel is now scheduled to begin operations in 2034, two years later than the operating target used in an August 2026 Italian funding decision. Its owner, Brenner Base Tunnel SE (BBT SE), forecasts total project costs of €11.7 billion, up from about €10.5 billion in the previous estimate published in 2023. BBT SE attributes the change to a modernized railway-systems design, newly applicable safety requirements, additional construction and the work required to integrate railway equipment. The later owner decision supersedes the earlier 2032 and €10.524 billion baseline for current reporting.
Why is the Brenner Base Tunnel delayed?
BBT SE’s 20 October 2026 schedule revision moves the planned start of operations to 2034. The owner says the timetable has changed because the railway-systems design first developed in 2008 must be updated, current safety rules must be applied, extra construction is required and the railway systems still have to be integrated with the completed civil works.

Managing directors Umberto Lebruto and Martin Gradnitzer summarized the decision this way: “The additional construction work required and the integration of the railway systems mean more time and higher costs.” The statement describes a delivery problem extending beyond tunnel excavation: civil engineering, safety installations, signalling, power, ventilation and other railway systems must be designed, installed, tested and commissioned as one operating railway.
Why the dates in 2026 documents differ
An Italian CIPESS decision dated 4 August 2026 retained an October 2032 operating target and a €10.524 billion spending limit. That decision came before BBT SE’s 20 October revision. It is therefore an earlier funding baseline, not the latest project schedule or cost forecast.

How much will the Brenner Base Tunnel cost now?
BBT SE’s current forecast is €11.7 billion for the total project. Compared with the approximately €10.5 billion estimate issued in 2023, the increase is about €1.2 billion, or roughly 11.4%.

The 2023 total was not simply a construction contract price. It combined €8.54 billion for construction including railway outfitting, €1.092 billion for risk and €903 million for anticipated monetary adjustment. That distinction matters when comparing it with the newer all-in forecast: part of the change reflects updated scope and requirements, while the earlier estimate already recognized uncertainty and price movement.

What work remains after most of the excavation?
Excavation is advanced but does not equal a railway ready for passengers and freight. ÖBB reported that more than 206 km of the planned 230 km tunnel system had been excavated by the end of 2025. Three major construction lots were active, and railway-system planning was under way, with implementation expected to start in 2027 after civil works.

From exploratory tunnel to operating infrastructure
The 2026 release also describes converting the exploratory tunnel into a service tunnel. That change is intended to improve maintenance access, but it adds design, construction and integration work to the delivery program. The exploratory-tunnel breakthrough was reported on 18 September 2025; CINEA said 88% of excavation was complete by August 2025.
Why systems integration can extend the schedule
A base tunnel requires more than two finished bores. Track, overhead power, signalling, communications, ventilation, drainage, fire protection, emergency access and control systems must meet current safety rules and operate together. Each subsystem needs factory and site testing, followed by integrated testing, trial running and regulatory approval. Delays in one package can therefore affect commissioning of the entire route even when excavation percentages look high.
What is the tunnel intended to achieve?
The planned 64 km rail link is designed to cut the Fortezza–Innsbruck journey from about 80 minutes to 25 minutes. Its wider purpose is to move Alpine traffic from road to rail. CINEA reports that more than 2.5 million trucks, 14 million vehicles and 50 million tonnes of goods cross the Brenner Pass each year, giving the tunnel a freight and environmental role as well as a passenger benefit.

The European Union supports the project through the Connecting Europe Facility (CEF). CINEA has reported €2.3 billion in CEF co-financing. BBT’s earlier financing description put the co-financing rates at 50% for planning and exploration and 40% for construction of the main tunnel.
Is the Brenner Base Tunnel still opening in 2032?
No. October 2032 was the target recorded in the 4 August 2026 CIPESS decision. BBT SE’s later decision on 20 October 2026 moved the planned start of operations to 2034. Until the owner publishes another revision, 2034 is the operative schedule to use.
What should communities and transport operators expect next?
- Further civil works will continue while railway systems move from design into implementation.
- The service-tunnel conversion will be incorporated into the maintenance and emergency-access concept.
- Railway equipment will have to be installed, tested and integrated before authorisation to carry traffic.
- Funding records may continue to show older limits, so each schedule or cost figure should be read with its decision date.

Who owns the Brenner Base Tunnel project?
Brenner Base Tunnel SE (BBT SE) is the project owner responsible for the current schedule and cost forecast. Its 20 October 2026 decision is later than the Italian CIPESS funding decision and is the relevant source for the revised delivery plan.

How will the tunnel affect Brenner Pass freight traffic?
The line is intended to provide a lower-gradient rail route that can attract freight currently using trucks over the pass. The policy objective is a road-to-rail shift, but the eventual traffic split will depend on train capacity, operating rules, terminals and commercial services after commissioning.
Does excavation completion mean trains can run immediately?
No. Excavated bores still need lining and fit-out where required, track, power, signalling, communications, ventilation, fire and life-safety equipment, drainage and emergency systems. Those components must then pass integrated testing and regulatory approval before public operations.
