The Netherlands’ construction sector will need about 73,000 additional workers between 2027 and 2030, according to an estimate by the Economisch Instituut voor de Bouw (EIB). That total covers both growth and replacement hiring; defence expansion is not the source of the whole shortage, but it adds competition for scarce technical workers.
How many workers does Dutch construction need by 2030?
The EIB estimate is about 73,000 workers over the four-year period from 2027 through 2030. It combines people needed to expand construction activity with replacements for workers leaving the sector. NLnow reported the EIB figures on 22 October 2026; MorningDutch also summarised the headline estimate and its training-and-recruitment split.

The EIB’s calculation assumes construction output grows by about 3% a year while labour productivity rises by about 2% a year. Because output is projected to grow faster than productivity, more workers are needed to deliver it. The larger share of the estimate, however, is replacement hiring rather than expansion.
Why does defence expansion make the shortage harder to solve?
Defence expansion and growth in the defence industry increase demand for workers with technical skills that construction also needs. The EIB estimates that this competition affects about 1,100 construction workers a year, particularly in mechanical, electrical and machine-operation roles.

This annual estimate describes pressure on construction’s available workforce; it is not an additional component that should simply be added to the 73,000 total. The central challenge is that defence, housing, infrastructure and work to make the built environment more sustainable may all need workers from an already constrained pool.
Can vocational training supply the 73,000 workers?
The EIB expects vocational education to provide about 52,000 entrants during 2027–2030. That would leave more than 21,000 people to be recruited through career changes and other entry routes. The training contribution is substantial, but it does not cover the full requirement.
In the Netherlands, mbo is secondary vocational education that combines classroom instruction with workplace placements. Construction-related mbo enrolment rose 4% in the previous year, a positive sign for the pipeline. At the same time, the broader pool of technical students is expected to decline, which may limit the number of future entrants available across construction and other technical sectors.

How many workers must switch careers or enter by another route?
More than 21,000 people beyond the expected vocational-training contribution are needed to meet the EIB’s estimate. Career changers are one potential source, alongside other routes into the sector; the figure is the gap after the anticipated 52,000 training entrants, not a separate estimate of how many people will actually make a career switch.
Recruitment conditions matter as employers compete for the same people. EIB director Taco van Hoek said, “You will have to offer the conditions to get people to come here.” That points to the importance of attracting applicants as well as training them, though the estimate does not specify a particular wage, benefit or working-condition target.
How tight is the construction labour market already?
The EIB reported 74 vacancies per 1,000 construction jobs in the first half of 2026, a rate above the national average. That vacancy measure captures pressure already present before the full 2027–2030 staffing requirement comes into view.

The sector also faces a limited assumption about overseas recruitment. NLnow’s account of the EIB report describes a net outflow of about 1,000 foreign construction workers in 2026 and says strong future inflows cannot be taken for granted. The report links the recent decline partly to stricter enforcement against bogus self-employment, noting that many foreign construction workers are self-employed. This is a reported net outflow, not a count of all foreign workers in the sector.

The estimate indicates that delivery depends on more than construction output or training alone: employers must replace departing workers, recruit beyond the education pipeline and compete for technical skills with defence-related employers. The figures do not establish that any particular project will be delayed. They do show why workforce availability is a material constraint when housing, infrastructure, sustainability and defence plans are pursued together.
The EIB director’s description of the labour pool was concise: “The pool is shrinking a little.” Rising construction-related mbo enrolment offers one countervailing signal, but the projected decline in the wider technical-student population, existing vacancies and uncertain foreign-worker inflows make it difficult to assume that training or international recruitment alone will close the gap.
