“From Void to Value: Revisioning Tallinn’s Old Town” is a public exhibition of 31 proposals from the Tallinn Architecture Biennale (TAB) 2026 Vision Competition. It runs from 16 October to 12 November 2026 at Tammsaare Park Outdoor Gallery in central Tallinn. The competition examines how the open Harju Street area, on the southern edge of the UNESCO-protected Old Town, could reconnect the medieval centre with surrounding city life while supporting residents, public use and heritage conservation.

Rather than presenting one approved construction project, the exhibition shows alternative urban strategies. The winning proposal, A Place Reclaimed, imagines an incremental “city within the city”; other finalists explore geothermal systems, affordable housing, temporary resident-focused architecture and reactivated courtyards.

What is the “From Void to Value” exhibition?

The exhibition presents entries to TAB’s 2026 Vision Competition, which asked architects and urbanists to rethink an underused open area at Harju Street. The site sits where Tallinn’s historic Lower Town meets Toompea and the wider contemporary city. TAB’s brief treats the challenge as larger than filling an empty plot: proposals had to address streets, public space, existing buildings, courtyards and long-term social and urban resilience.

The exhibition is open at Tammsaare Park Outdoor Gallery from 16 October through 12 November 2026. The dates are listed by TAB’s event and programme materials and are also corroborated by an ArchDaily event listing.

Why is the Harju Street site important?

TAB identifies the area as one of the few blocks destroyed during the Red Army bombing of Tallinn in 1944. The 2026 competition brief states that one third of Tallinn’s building stock was lost in that bombing; this is the organiser’s historical account, cited as Tallinn Architecture Biennale / Estonian Centre for Architecture, 1944.

Today, TAB describes the site as one of the Old Town’s few green public spaces. It is also used seasonally as an ice rink. According to the organisation, the open area interrupts the urban continuity between Town Hall Square and Freedom Square and has repeatedly generated redevelopment debates.

The competition therefore asks a practical heritage question: how can conservation remain compatible with everyday access, contemporary activity and social sustainability? The brief asks, “What gives value to an empty plot, and which users, activities, and structures would support long-term sustainability?”

What did the competition ask teams to design?

Teams were asked to develop a coherent strategy rather than an isolated building. The scope included:

Judging criteria included response to the brief, social, economic and contextual impact, relevance to Tallinn and the Old Town, and integration of site qualities and constraints. Those criteria make the exhibition useful to anyone interested in working with historic fabric: the proposals are evaluated not only as visual objects, but also as ways to manage use, access, cost and continuity.

Which proposals won?

TAB reports 31 submissions. The results place three proposals at the top, with five additional honourable mentions.

What does the winning proposal change about the site?

The jury calls A Place Reclaimed “a highly ambitious and well-presented strategy that introduces a ‘city within the city’ behind a street-side wall: an incremental urban village with civic and community functions.” The description points to a staged approach rather than a single finished object. Passages and courtyards become connective infrastructure, while civic and community uses give the development a purpose beyond visitor circulation.

For construction and conservation professionals, the significant issue is sequencing. An incremental urban village would require decisions about which structures can be retained, how access is maintained during works, and how new interventions meet protected historic surroundings. The competition result does not constitute planning approval or a commitment to build the proposal.

How do the other finalists approach heritage and everyday use?

Reap What You Sow

The second-prize scheme links environmental systems and social infrastructure. Its combination of geothermal energy, production, affordable housing and courtyard reuse treats the Old Town as a place to live and work, not only a heritage destination. The published description does not provide engineering specifications or a delivery timetable.

Urban Home

The third-prize proposal is explicitly temporary. TAB describes it as architecture for residents intended to counter the dominance of tourist spectacle. Its temporary character raises a different construction question: whether a lighter, reversible intervention can deliver social value while longer-term decisions remain unresolved.
