Rodent Pest Control for Commercial Properties: Best Practices

A practical guide to preventing and controlling rodents in commercial buildings through a documented, site-specific IPM program.

Effective rodent control in a commercial property is an ongoing integrated pest-management (IPM) program—not a one-time baiting visit. Inspect and identify the activity, remove food, water and shelter, block entry points, use controls suited to the site, and record whether they work. The building owner or manager remains responsible for repairs, sanitation and follow-up, even when a pest-management professional is involved.

Build a site-specific rodent IPM plan

Start with a written plan that gives management, maintenance, cleaning staff, occupants and any pest-management professional clear responsibilities. EPA’s Integrated Pest Management in Buildings guidance describes how to apply IPM in commercial buildings. CDC’s IPM overview frames the approach as preventing pests, keeping them out and, when activity is confirmed, removing them with the safest effective methods.

A useful program follows a repeatable cycle: inspect and monitor, identify the pest, decide what level of activity requires action, use more than one suitable control measure, then evaluate results and adjust. The threshold should reflect the property’s use, potential health effects, damage risk and evidence—not an assumed universal number of rodents. Control also depends on identification: roof rats and Norway rats, for example, can require different approaches.

  • Assign roles: specify who inspects, reports signs, cleans, repairs openings, maintains traps and coordinates contractor visits.
  • Set monitoring locations and cadence: prioritize areas with food, water or shelter, and inspect them routinely.
  • Define notification and escalation: tell staff how to report signs and when persistent or widespread activity requires a professional.
  • Keep records: log dates and locations, signs observed, likely species if known, contributing conditions, corrective work, trap or service findings and follow-up status.

Maintenance, electrical, plumbing and building trades staff can be especially helpful because they routinely enter service areas that are easy to miss during a general walkthrough.

Inspect the places rodents can enter or find resources

Walk the building perimeter and interior, looking for access points as well as food, water and shelter. Pay particular attention to exterior walls, doors and windows, vents, utility penetrations, loading areas, refuse zones, kitchens, food stores, basements, mechanical rooms, custodial closets and rarely used spaces. EPA’s building guidance also highlights kitchens, storage areas and other vulnerable locations for monitoring.

EPA’s housing-manager resource, Pest Control: Resources for Housing Managers, gives practical examples: mice can pass through an opening as small as a dime, and door gaps should be below one-quarter inch. Treat these as EPA guidance examples, not substitutes for applicable building codes or a site-specific assessment.

Close access and reduce harborage

  • Repair openings around pipes, cables, vents, doors and windows with materials appropriate to the location; use suitable mesh and sealant where needed.
  • Correct door gaps and maintain door sweeps and seals, especially at loading and service entrances.
  • Reduce clutter and stored materials that provide hiding places, including in utility and storage spaces.
  • Keep exterior areas around the building and waste containers orderly so they do not provide shelter or easy access.

Remove food and water

  • Store food and ingredients in pest-resistant containers and keep storage areas clean.
  • Secure refuse in suitable containers, keep lids closed and manage waste so it does not accumulate around the building.
  • Clean spills and food residues promptly, including in kitchens, break areas, loading zones and storage rooms.
  • Repair leaks and remove standing water or other persistent moisture sources.

These measures address the conditions that sustain activity; traps or pesticide applications alone will not resolve an ongoing supply of food, water, shelter or access.

Monitor activity and document corrective work

Monitoring turns scattered observations into evidence the facility can act on. Inspect high-risk and service areas on a defined schedule, and make it easy for staff to report droppings, gnawing, nesting material or a live or dead rodent. The CDC’s Controlling Wild Rodent Infestations guidance discusses rodent signs and prevention.

For each observation, record the location and date, the sign found, likely species if identifiable, nearby food or water, suspected entry routes, and any repair or sanitation work. If traps or a contractor are used, record placement or service findings and the date for follow-up. Review the records to see whether activity is declining, recurring in the same place or appearing in new areas; use that pattern to adjust inspections and corrective work.

Choose controls for the species and setting

Control options are not interchangeable. A trap captures rodents, exclusion work closes access, and professional IPM brings inspection, planning and follow-up services. Select measures based on confirmed or suspected species, activity evidence, food and occupant exposure, non-target risks, maintenance capacity and applicable rules. Pair any trapping with sanitation, exclusion, reduced harborage and follow-up rather than treating it as a complete program.

Option Role in the program What to assess
Mechanical traps Capture rodents at selected activity locations. Species and placement fit, access by occupants or non-targets, inspection and servicing responsibilities, and safe handling procedures.
Exclusion repairs Close openings and door gaps that permit entry. Whether the repair addresses the route, whether materials suit the location, and whether the work meets applicable building requirements.
Professional IPM service Support inspection, identification, control planning and follow-up. Documented findings, prevention and exclusion scope, service and reporting cadence, follow-up evaluation, relevant licensing and experience.

EPA guidance discusses snap traps and bait stations as equipment categories but does not rank brands or establish a universally best commercial rodent snap trap. If pesticide use is considered, follow the product label and applicable federal, state, tribal and local requirements. Requirements and applicator licensing vary by jurisdiction and facility type.

Use extra caution in food-service and storage areas

For food areas, EPA’s 2021 Integrated Pest Management Toolkit for health-care facilities says rodenticides pose a significant cross-contamination risk and recommends mechanical or glue traps in those areas. It says traps should be inaccessible to children, checked daily and captured rodents disposed of within 24 hours.

This is guidance from a toolkit aimed at health-care facilities, not a universal rule for every commercial site. The toolkit says it does not supersede more specific or stringent federal, state, tribal or local requirements. Food-service and storage operators should check the rules and procedures governing their facility before choosing a control method or setting a monitoring schedule.

Clean rodent signs safely

Rodents can spread disease directly or indirectly to people. Do not sweep or vacuum droppings or nests: EPA’s housing-manager guidance directs building managers to follow CDC cleanup instructions instead. Use the CDC’s rodent infestation guidance for the complete cleanup procedure rather than improvising one.

Know when to bring in a pest-management professional

Contact a qualified professional when activity persists despite corrective work, appears in multiple or difficult-to-access areas, the species is uncertain, or pesticide decisions are being considered. Ask for a documented inspection and findings, an explanation of the proposed controls and their site-specific rationale, any recommended exclusion work, and a defined plan to check results. Verify applicable licensing and experience for the work and jurisdiction.

Keep facility staff involved: a contractor cannot substitute for repairing entry points, securing food and waste, addressing leaks, reducing clutter and reporting new signs. Review service records alongside the facility’s own inspection log so recurring activity leads to a changed plan rather than repeated visits without a clear measure of progress.
