Blue Ridge Road Underpass

Road and sidewalk construction near NC State Fairgrounds remains unfinished; underpass now due spring 2027

The Blue Ridge Road Underpass Project was not finished during the October 15–25, 2026 North Carolina State Fair. The latest official estimate puts completion in spring 2027, nearly four years after its original July 2023 target. A separate pedestrian bridge near Wade Avenue was nearly complete but still needed fencing, so its planned November 14 city ribbon-cutting had not yet occurred during the fair.

Why the Blue Ridge Road project is still delayed

The North Carolina Office of the State Auditor’s October 16, 2026 report identifies two documented causes. Railroad right-of-entry problems delayed the start of work on railroad property, and crews found poor soil conditions after construction began. Those issues moved the projected finish from July 2023 to spring 2027.

The underpass is designed to lower Blue Ridge Road so vehicles and pedestrians can travel beneath Hillsborough Street, Beryl Road and the adjacent railroad corridor. The goal is to reduce conflicts and improve traffic movement around the fairgrounds, where large event crowds already create substantial congestion.

Funding has also increased. The estimated project cost rose from $50.7 million in 2018 to $71.6 million in 2025, a 41% increase. Those figures are the amounts cited in the state auditor’s report; they are not a new 2026 price quote.

What visitors encountered during the 2026 State Fair

The fair ran October 15–25, 2026, while both the road project and the nearby pedestrian connection remained unfinished. Drivers should therefore expect construction activity and changing traffic patterns until the underpass reaches its projected spring 2027 completion.

Overnight Hillsborough Street closure

The North Carolina Department of Transportation scheduled an overnight closure of Hillsborough Street in front of the fairgrounds on October 15 for bridge-girder installation. The announced detour routed traffic via Trinity Road and Youth Center Drive. Drivers were instructed to follow posted signs and allow extra travel time; that routing applies to the announced closure and may not describe every later construction phase.

Is the pedestrian bridge open?

The red steel-frame Wade Avenue pedestrian bridge is intended to connect sidewalks and greenway trails at the N.C. Museum of Art with the Lenovo Center, the fairgrounds and Hillsborough Street. On October 14, the city said the bridge was nearly complete but that fencing still had to be installed along the concrete path.

Because the fencing was not expected to be finished in time for the fair, the pedestrian connection was not yet complete for fair visitors. Raleigh planned a ribbon-cutting for November 14, but a ceremony date is not the same as confirmation that every approach or trail segment is open. Walkers should use only signed, accessible routes and obey any barriers until the city declares the connection open.

Underpass and bridge status compared

Project element Latest completion information Access during the fair Remaining work or traffic issue
Blue Ridge Road Underpass Estimated spring 2027; original target was July 2023 Road and pedestrian movements remained affected by construction Complex railroad-property work and poor-soil impacts contributed to the delay; construction continues
Wade Avenue pedestrian bridge Nearly complete; November 14 ribbon-cutting planned Pedestrian connection was not finished for the fair Fencing along the concrete path still had to be installed

What to do when travelling to the fairgrounds

  1. Check the latest Raleigh construction and closure information before leaving, because work schedules can change.
  2. For an announced Hillsborough Street closure, follow signed routing through Trinity Road and Youth Center Drive rather than entering a closed segment.
  3. Allow extra time for queues near the fairgrounds and do not move barricades or use an uncompleted sidewalk.
  4. If walking from the museum or greenway, follow temporary signs and use only routes marked open until the bridge fencing and approaches are complete.

Why the timeline matters

State Auditor Dave Boliek said, “North Carolinians traveling in for the State Fair have patiently waited for years on the Blue Ridge Road Underpass Project. This is a complex project and railroad issues have delayed it from the start, but the need for this underpass hasn’t gone away.” The spring 2027 estimate is the latest date identified in the October 2026 state review, not a guaranteed opening day. Completion can still depend on railroad access, subsurface conditions, final roadway work and inspections.
