The two-phase project will replace more than a mile of aging cast-iron water pipeline—about 7,000 feet—with welded steel pipe. Work will begin on Marquard Avenue and portions of Second and Fourth streets, with the first phase expected to finish in late December.
What the Miracle Mile project will replace
The project addresses aging cast-iron water infrastructure beneath the corridor. Marin Water’s project description, as reported by KRON4 on October 16, 2026, puts the replacement length at about 7,000 feet, or more than one mile. The new pipe will be welded steel, replacing the existing cast-iron sections.

Replacing the line is intended to renew a major stretch of the local water system while construction crews are already coordinating work in the corridor. The published project information does not state a construction cost, pipe diameter, or a specific number of service connections.

The first phase covers three parts of the Miracle Mile area:
#1 Best Overall
- Highly Visible: The bright orange safety color and 360 degree reflective collars make the parallel parking cones visible from a long distance during day or night
- Easy to Store: This set of collapsible traffic cones can be easily folded to a height of 1.7 inches, which is very easy to store, and there is a storage bag inside, so you can stack them when you don't need to use them, which is convenient for you to carry
- Stable: The base of cones is 11.4" X 11.4" and the weight of each road cone is 1.45 lbs, meaning that they'll stay put exactly where they need to be. Whether you're trying to control driveway traffic or keep footfall in order at a festive event
- Widely Use: These road cones can collapse up to 28 inches tall, and each cone with 2 reflective collars means people are unlikely to miss them, suitable for parking lots, driving Training, building construction, warning areas
- Plastic Base: The cone part of our traffic cone is made of Oxford cloth, the base is made of plastic, and the base size is 11.4 inches X 11.4 inches. NOTE: the base is made of plastic, please be careful not to be crushed by cars when using it
- Marquard Avenue
- Portions of Second Street
- Portions of Fourth Street
The available project description identifies these streets but does not publish a block-by-block closure map. Residents and drivers should therefore rely on posted notices and on-site signs for the exact limits of each work zone as crews move.
Schedule and project phases
Phase one: October through late December
Construction is scheduled to begin Tuesday, October 20, 2026. Marin Water expects phase one to be completed in late December. That window covers the initial pipeline work on Marquard Avenue and the identified portions of Second and Fourth streets.
Rank #2
- Sturdy Material: These traffic posts are made of impact proof material, suitable for long-term outdoor use
- Weighted Base: The total weight of the post and heavy-duty rubber base weighs about 7lbs and keeps the large traffic cones in place where you place them
- Highly Visible And Tall Enough: Our large 42-inch safety post has a suitable height for drivers to see, the bright orange color and 4-inch reflective tape are visible during day and night
- Portable And Easy To Store: The orange cones and removable rubber base are two separate parts for easy to assemble and store, and the handle on the top of the pole for easy movement and carrying
- Wide Range Of Uses: Can be used for traffic control, parking lots, parking practices, garages, road construction sites, blocked off the street
Phase two: after city roadway improvements
Phase two will follow San Rafael roadway improvements. The published information does not provide a start date for that phase; its timing depends on completion of the city’s roadway work. This sequencing means the full corridor program will extend beyond the late-December target for phase one.
Parking, traffic and access during construction
Temporary parking restrictions
Temporary restrictions on street parking may be imposed inside active construction areas. Drivers should check temporary signs before leaving a vehicle and allow extra time to find parking outside the work zone.
Rank #3
- BLACK WEIGHTED BASE: These safety cones are 28 inches tall and feature a heavy duty black rubber base that ensures they stay upright and are not easily knocked over by people or cars. They also remain stable in high winds, heat, direct sunlight and other inclement weather
- 2 HIGHLY VISIBLE REFLECTIVE COLLARS: The bright orange color and 2 highly refective collars on each cone ensure high visibility during the day and night
- FLEXIBLE PVC:These construcion cones are made of sturdy, stable flexible pvc that can withstand heavy loads without deforming
- EASY STORAGE: Each cone can be stacked for compact storage, taking up minimal space in your car or garage. This makes them easy to carry and storage
- Suitable for Multiple Scenarios:This black base traffic safety cone is designed for versatile use in various settings, including roadway control, parking lots, construction sites, school zones, and event management. It can assist with vehicle guidance, temporary lane marking, hazard warnings, and crowd control, making it a practical option for both indoor and outdoor safety needs
Businesses and properties remain accessible
Marin Water and the City of San Rafael say businesses and properties along the corridor are expected to remain accessible. “Accessible” does not mean every approach will remain unchanged: lanes, curb space and turning movements can be adjusted as crews work. Pedestrians, delivery drivers and customers should follow directions from signs, barriers and flaggers rather than entering an active excavation area.
What residents and businesses should do before October 20
- Watch for local notices. Review temporary parking signs and construction updates before traveling to the corridor.
- Plan a parking alternative. Because restrictions can apply only while a crew is active, check the block when you arrive instead of assuming normal curb availability.
- Allow additional travel time. Short-term lane or access changes may make a familiar route slower.
- Coordinate deliveries. Businesses should tell suppliers about the active work areas and use the access route indicated on site.
- Keep clear of work zones. Do not cross barricades or walk through open trenches; use the marked pedestrian path provided by the project.
What is known—and not yet specified
The confirmed details are the October 20 start date, the approximately 7,000-foot welded-steel replacement, the phase-one streets, the late-December phase-one target, and the expectation that corridor properties will remain accessible. The public project information does not establish exact daily work hours, a detailed traffic-control plan, the phase-two completion date, or a final schedule for every block. Those details can change as utility and roadway conditions are confirmed.
Rank #4
- Highly Visible: The bright orange safety color and 360 degree reflective collars make the parallel parking cones visible from a long distance during day or night
- Easy to Store: This set of collapsible traffic cones can be easily folded to a height of 0.9 inches, which is very easy to store, and there is a storage bag inside, so you can stack them when you don't need to use them, which is convenient for you to carry
- Stable: The base of cones is 9.6" X 9.6" and the weight of each road cone is 0.7 lbs, meaning that they'll stay put exactly where they need to be. Whether you're trying to control driveway traffic or keep footfall in order at a festive event
- Widely Use: These road cones can collapse up to 18 inches tall, and each cone with 2 reflective collars means people are unlikely to miss them, suitable for parking lots, driving Training, building construction, warning areas
- Sturdy PVC: We construct every tall traffic cone in this 4 pieces set from orange oxford fabric and sturdy PVC. This material is a very strong type of plastic
Because construction timing and parking controls are changeable, anyone publishing or relying on this schedule after the October 16, 2026 report should verify the latest notice from Marin Water or the City of San Rafael.
