Primary School Building Snagging Checklist Before Handover

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A primary-school handover snagging checklist should take you room by room and across every external area, match each observation to the contract drawings and approved changes, and leave a traceable record of who will fix it and by when. It is one control in handover, not a substitute for statutory approvals, commissioning evidence, specialist assessments or the contract administrator’s decision on practical completion.

Use the checklist below with the school’s Soft Landings and building-readiness programme. Give every item a unique ID and record its location, description, photographs, priority, responsible contractor, agreed remedy, target date, reinspection date and closure evidence.

What a school snagging inspection can—and cannot—prove

Snagging is a systematic inspection of visible work and installed equipment shortly before handover. The aim is to identify incomplete, damaged, unsafe, inaccessible or non-compliant work while the contractor still controls the site. The inspection should cover the building, fixed contents, services, grounds and the information needed to operate them.

It does not prove that concealed construction is sound, that a structure is adequate, that asbestos is absent, or that a specialist system has been properly designed and commissioned. A condition survey is a visual, non-intrusive inspection by an independent qualified professional; unless opening-up is expressly included, it is not a structural survey. Suspected movement, serious cracking, deflection, settlement, structural water penetration, hazardous materials or inaccessible critical components require the appropriate specialist, not a longer visual walk-through.

DfE guidance also expects inspection data at site, block, room and element level. Reports should show priority ratings, remedial recommendations, marked-up plans, defect photographs, assumptions, limitations and access restrictions.

Prepare the inspection team and information

Do the preparation before the walk-through. Missing drawings or unclear responsibilities turn a useful inspection into an argument about what was supposed to be built.

  1. Agree the team and authority. Name the school or responsible-body representative, contract administrator, clerk of works or inspector, contractor, relevant designers and specialist commissioning personnel. Confirm who can accept a remedy and who can make the practical-completion decision.
  2. Set safe access rules. Confirm access permissions, safe routes, working-at-height arrangements, exclusion zones and required PPE. Do not enter an active construction area without the contractor’s permission and site controls.
  3. Use the current information set. Have the latest contract drawings, room data sheets, equipment schedules, approved variations, specifications and defects or non-conformance registers available. Mark up the same plan set throughout the inspection.
  4. Check technical support. The responsible body should have appropriately skilled and experienced people available and should comply with health-and-safety duties and CDM 2015 requirements. Arrange education-estate experience where the project’s complexity requires it.
  5. Review earlier defects. Every previously raised non-conformance should be closed with evidence or have a contractually controlled action, owner and date. Do not treat an old item as resolved merely because the work has been painted over.

A clipboard or tablet carrying the room schedule can make the walk-through faster, but no accessory provides compliance assurance. The evidence is the controlled record, photographs, test results and signed close-out.

Build one controlled snagging register

Use one register rather than separate informal lists that can conflict. Give each defect a permanent identifier and retain the original entry after a repair; add the repair evidence and closure decision instead of deleting the history.

Field What to record
Unique ID A code that remains unchanged through repair and reinspection.
Location Site, block, floor, room or external zone, with a drawing reference where useful.
Description The observed condition, measured or clearly located; distinguish incomplete work from damage or design deviation.
Evidence Photo numbers, marked-up plan reference, test result or commissioning record.
Priority For example, an immediate safety or statutory risk, a function or accessibility failure, or a lower-priority finish defect. Use the contract’s formal rating system if one exists.
Responsibility The contractor, subcontractor or supplier responsible for the remedy.
Remedy and date The agreed corrective action and target completion date, not just “fix.”
Status Open, in progress, ready for reinspection, rejected or closed, with the person and date changing the status.
Closure evidence Replacement photograph, test result, certificate or inspection note proving the item is resolved.

Room-by-room building and finish checklist

Roof, envelope and external openings

  • Inspect roof coverings, flashings, gutters and downpipes for damage, incomplete joints, poor falls, blockages and visible signs of water ingress.
  • Check external walls, cladding, brickwork, sealants, windows, glazing, doors, thresholds, ironmongery and weather seals. Look for open joints, damaged units, failed sealant and water marks.
  • Operate doors and windows. Check clearances, closers, locks, hold-open devices, vision panels, weather seals and the accessibility requirements shown on the approved design.
  • Record cracked panes, sharp edges, impact damage, staining, loose items and unfinished decoration. A defect that appears cosmetic can still create a hygiene, durability or injury risk.

Internal walls, ceilings, floors and stairs

  • Walk every circulation route, classroom, hall, office, storage area and plant access route. Check partitions, ceilings, floors, stairs, handrails, skirtings, joinery, paint, tiling and floor finishes.
  • Look for cracks, impact damage, uneven finishes, loose tiles or fittings, staining, trip hazards, sharp edges and incomplete decoration.
  • Check stair nosings, handrail continuity, guarding, floor transitions and thresholds. Compare dimensions and contrast requirements with the approved design rather than relying on appearance.
  • Test doors in their final positions so that furniture, radiators, sockets or joinery do not prevent the required opening, closing or escape route.

Classrooms, teaching spaces and fixed furniture

  • Verify room numbers, signs, layouts, teaching walls, display systems, pinboards, storage, worktops and fixed furniture against each room data sheet.
  • Check that furniture is secure, undamaged, stable and usable. Ensure cupboards, shelves and worktops do not snag doors, obstruct radiators, cover sockets or reduce escape widths.
  • Inspect socket outlets, data points, Wi-Fi equipment, audio-visual systems and controls with the technology supplier. Keep technology defects in the separate technology report required by the DfE framework, while cross-referencing the main register.
  • Confirm that controls are labelled and understandable to the staff who will operate them, not merely functional to the installer.

Toilets, hygiene and welfare areas

Operate every fitting rather than inspecting only a sample.

  • Test each WC, basin, tap, flush, shower, drain, trap, hot-water outlet and isolation valve. Check for leaks during operation and after the fitting has been left running.
  • Inspect sanitary fittings, grab rails, baby-changing facilities, mirrors, dispensers, privacy hardware, ventilation and slip resistance.
  • Measure accessible clearances against the approved layout. Check that doors, cubicles and grab rails can be used without clashes.
  • Obtain the responsible competent specialist’s confirmation of hot-water temperatures, water-quality records and cleaning or sterilisation requirements. Do not infer water safety from a visual check.

Mechanical, electrical, fire and life-safety systems

Require witnessed commissioning and certificates for systems installed on the project, including heating, ventilation, hot water, controls, lighting, emergency lighting, power, lifts, fire detection and alarm, smoke control, access control, security, intruder alarm and communications.

  • Check plant-room access, guards, labels, isolation points, maintenance clearances, filters, spare parts and safe operating instructions.
  • Confirm that controls, sensors and alarms are identified at the equipment and on drawings. A system that works only when the installer is present is not ready for handover.
  • Verify that the building-readiness programme includes testing, commissioning, witnessing, cleaning, training and post-completion activities.
  • Where the contract specifies it, confirm the seven-day continuous soak test of mechanical and electrical services before practical completion and retain its results.

Accessibility and safeguarding checks

Walk the complete accessible route from the site entrance to classrooms, halls, dining areas, toilets, playgrounds and evacuation points. Check gradients, thresholds, door forces, lift operation, tactile and visual signs, hearing-support systems, accessible sanitary facilities and contrast requirements against the approved design and applicable standards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect boundary security, gates, sightlines, access control, anti-climb details and separation between vehicles, deliveries and pupils. Safeguarding design can involve specialist judgements; obtain confirmation from the appropriate designer or security professional where it is outside the inspection team’s competence.

External works, play areas and playing fields

  • Inspect paths, kerbs, ramps, paving, drainage, gullies, retaining edges, fences, gates, bin stores and cycle storage.
  • Check play areas, planting, irrigation, sports surfaces and playing fields for ponding, trip hazards, unfinished surfacing, loose covers, sharp edges, unstable furniture, damaged planting and incomplete landscape establishment.
  • Confirm that covers, grilles and drainage features are secure and safe for children’s use.
  • Keep a landscape snagging report where the contract requires one. The DfE General Conditions call for an outdoor-environment readiness programme and landscape snagging report.

Witness commissioning before accepting the building

Ask to see the installed system operating, not just a certificate printed from a factory test. Witness the relevant sequences and record the date, attendees, instruments or test method, result, outstanding limitation and document reference.

Commissioning evidence should cover the systems applicable to the project and include certificates, test sheets, balancing information, cause-and-effect records, statutory inspections and user demonstrations. Resolve failed tests before acceptance or place them on a contractually binding action with a safe interim arrangement. A snagging list cannot waive a statutory approval or make an uncommissioned life-safety system acceptable.

Close defects and manage the rectification period

  1. Issue the controlled snagging report with priorities, photos, marked-up plans, assumptions, limitations and access restrictions.
  2. Agree the remedy, owner and due date for every open item. Escalate safety, statutory, security, accessibility and water-ingress risks immediately.
  3. Reinspect repaired work. Record photographs, measurements or test results that prove closure, and reject a repair that merely hides the defect.
  4. Keep the original entry and record who approved closure. Do not delete or overwrite the defect history.
  5. Continue the contractor defects register through the 12-month rectification period described in DfE Soft Landings guidance, then carry out the planned performance evaluation.
  6. Plan seasonal commissioning and operator feedback. DfE guidance describes evaluating energy, water, carbon dioxide and air temperature for 15 months after completion, so problems that appear only in winter or summer are not lost after occupation.

When to appoint a surveyor, clerk of works or engineer

Choose inspection support by independence, education-sector experience, scope, professional competence, reporting traceability, ability to witness commissioning, availability for reinspection and knowledge of the contract. The right appointment depends on the question you need answered.

Support Best use Limit
Clerk of works or independent handover inspector Detailed visible workmanship, room-by-room records, drawings, photographs and defect close-out. Not a substitute for structural or specialist system assessment unless separately qualified.
Independent qualified school-building condition surveyor Non-intrusive condition assessment with prioritised recommendations and traceable reporting. Does not establish concealed construction or structural adequacy without additional investigation.
Education-sector structural engineer Suspected movement, major cracking, deflection, settlement, structural water penetration or other structural investigation. Should not be selected merely to produce a general snagging list if no structural question exists.
Specialist commissioning or safety engineer Fire, mechanical, electrical, water, lifts, security or other systems requiring specialist tests and certification. Scope must match the installed system and the contract’s witnessing requirements.

For planning only, the Department for Education’s 2026 figures describe an average 2,000 m² gross internal floor area, one day on site and £2,000–£5,500 including VAT for a typical primary-school condition survey. These are indicative ranges that include desktop preparation, quality assurance and report writing; they are not a quotation for your project.

Stop the walk-through and escalate when necessary

  • Suspected structural movement, major cracking, deflection or settlement.
  • Water penetration that may affect structure, insulation or electrical safety.
  • Suspected asbestos or another hazardous material.
  • An inaccessible critical component, unverified life-safety system or failed statutory test.
  • A safeguarding, accessibility or fire-escape condition that cannot be judged against the approved design.

Make the area safe, preserve evidence and appoint the appropriately qualified professional. DfE recommends engineers with relevant education-estate experience for structural assessments and investigations. Do not open up, isolate or alter a suspected hazardous or structural condition without the necessary controls and authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acceptance decision

Before the school accepts the building, the contract administrator should have the evidence to decide practical completion: statutory and specialist approvals, witnessed commissioning, an indexed handover pack, trained operators, safe and accessible spaces, controlled open defects and agreed actions for anything that legitimately remains. The snagging report should minimise or eliminate defects at handover, but it should never be used to disguise missing approvals or unresolved risks.
