Short answer: A new-build home will usually have a better Energy Performance Certificate (EPC) rating, while an older home may cost less to buy but carry more uncertainty about heating upgrades, repairs and maintenance. A government evaluation estimated a 5.5% new-build price premium for comparable properties bought between April 2013 and March 2023, but that historical figure is not a universal adjustment for a 2026 purchase. The sound comparison is property-specific: match size, type and location, then add every purchase cost, inspect condition, model energy work and read the new home’s warranty documents.
The strongest statistics below cover England and Wales for EPCs and England for retrofit and housing-condition costs. Scotland and Northern Ireland can differ in building standards, prices, grants and energy performance.

What the comparison actually needs to measure
“New build” and “older home” are broad categories. A recently completed flat, a 10-year-old estate house and a Victorian terrace have different construction, services and repair risks. Compare two specific properties with similar floor area, dwelling type, tenure, parking and location. A larger new home can be cheaper to heat than a smaller old one simply because the comparison is not like-for-like.
Use four separate totals rather than one headline price:

- Immediate works: repairs, decorating, appliances, flooring, landscaping and energy improvements needed soon after completion.
- Running cost: energy, water, insurance, service contracts and routine maintenance.
- Risk and protection: the likelihood of defects or major repairs and the practical value and limits of any warranty.
This prevents a new home’s advertised price being compared with an older home’s price while leaving out fitted extras, estate charges or a boiler replacement.
Do new-build homes cost more?
A Ministry of Housing, Communities and Local Government evaluation of Help to Buy estimated that new homes sold for a 5.5% premium over similar second-hand homes during April 2013 to March 2023. The analysis adjusted for property characteristics and postcode. It is historical evidence of an average during that period, not a current national premium, a forecast or a figure that can be applied mechanically to one local sale.
| Evidence or cost item | What it tells you | How to use it |
|---|---|---|
| 5.5% estimated new-build premium | Average difference in the Help to Buy evaluation period, April 2013–March 2023 | Use as context when investigating a local price gap; do not add 5.5% automatically to a 2026 valuation |
| Comparable local transactions | Recent prices for similar homes in the same market | Primary check on whether the particular new home is priced above, below or in line with alternatives |
| Developer headline price | May exclude upgrades, management charges or other required costs | Request a complete cost schedule before comparing with a second-hand property |
Build a like-for-like price comparison
- Find recent completed sales for similar floor area, bedroom count, property type and tenure in the same neighbourhood.
- Adjust for features that materially affect value, such as parking, garden size, accessibility, lease length, service charges and energy systems.
- Ask the developer or agent for a written list of mandatory charges, fitted items and optional upgrades. Include reservation, estate-management or service charges where they apply.
- Obtain an independent valuation through the mortgage process and challenge a price that cannot be supported by comparable evidence.
The Competition and Markets Authority has examined transparency concerns around mandatory charges and optional extras in new-home sales. Its market-study recommendations should not be treated as automatically implemented legal rules. Your contract and local disclosure requirements determine what is actually payable, so have a conveyancer identify obligations before exchange.

Extras can reverse the apparent price difference
A new home may include flooring, kitchen appliances, turf, lighting or upgraded fittings that an older home does not. Conversely, a basic specification may leave you paying for those items after completion. List each item as either included, optional or unavailable, then price an equivalent package for the older property. Keep one-off furnishing choices separate from essential building work so that lifestyle upgrades do not obscure structural costs.
Are new-build homes cheaper to heat?
They are generally more energy efficient on paper, but an EPC is an assessment rather than a promise about your bill. In Office for National Statistics EPC records, new homes reached a median score of 84 in England and 84 in Wales in the five-year period to March 2025. The figures describe England and Wales separately and do not provide a complete UK-wide statistic.
| Question | New home | Older home |
|---|---|---|
| What to check first | Actual EPC, air-source or other heating system, ventilation controls and the developer’s specification | Actual EPC, boiler or heat-pump age, insulation, windows, ventilation and evidence of damp |
| Typical efficiency signal | New dwellings had median EPC scores of 84 in both England and Wales in the ONS five-year period to March 2025 | Highly variable; age, construction type, alterations and previous upgrades matter |
| What the score does not establish | Your exact bill. Household size, thermostat settings, occupancy, tariffs, weather, floor area and energy prices all affect consumption and cost | |
Read the EPC rather than relying on its band
Download the certificate for the exact address and check the current rating, potential rating, estimated energy use, heating fuel, hot-water system, insulation assumptions and recommended improvements. A high score does not reveal whether rooms feel comfortable, whether controls are intuitive or whether a heat pump has been commissioned correctly. For an older home, a low score is a prompt to investigate—not proof that every recommendation is necessary or financially worthwhile.

Inspect the heating and ventilation system
- Identify the main heating source and its installation date.
- Check whether controls provide independent room or time-zone control and whether the seller can show operating instructions.
- Look for mechanical ventilation, extractor fans, trickle vents and signs of condensation or mould.
- Ask for service records, commissioning certificates and guarantees for boilers, heat pumps, solar equipment or batteries.
- Confirm the electricity meter arrangement and any export or tariff assumptions; do not value future savings without verifying current terms.
Two homes with the same EPC can produce different bills because one is larger, occupied by more people or kept warmer. Treat EPC as a useful screening measure, then model likely use with the actual systems and household.

The English Housing Survey estimated a mean cost of £7,320 per dwelling to improve eligible homes to energy-efficiency band C. For dwellings built before 1919, the modelled mean was £10,788 per dwelling. These are England-wide modelled averages, not quotations and not a prediction for every period property. Costs varied with age, dwelling type and existing energy rating.
The survey’s conclusion is apt: “The age and type of dwelling have a large influence on the energy efficiency of homes, and it is not surprising that the cost to bring older dwellings up to a band C was higher.” The figures should help you recognise potential exposure, not substitute for a property-specific plan.

Turn a low EPC into a staged budget
- Verify the fabric: ask the surveyor to assess roof, wall and floor construction, damp, ventilation and window condition. Traditional solid-wall buildings may need different measures from cavity-wall homes.
- Separate urgent defects from efficiency work: repair leaks, unsafe electrics, defective roofs or damp causes before adding insulation that could conceal the problem.
- Obtain specifications, not just headline prices: request written quotes for insulation, glazing, heating, controls and ventilation, including access, making-good and disposal.
- Check sequencing: insulation and airtightness changes can affect ventilation and heating design. Use a competent designer or installer for measures that interact.
- Allow contingency: older buildings can reveal hidden defects once floors, walls or roofs are opened. Keep a separate allowance rather than presenting the modelled £7,320 or £10,788 as a fixed budget.
Some recommendations may have long payback periods or be inappropriate for a protected or traditionally constructed building. Balance energy savings, moisture risk, comfort, maintenance and planning constraints.
Do older homes cost more to maintain?
Older homes often have more components near the end of their service life, but there is no reliable universal annual saving that proves every new build is cheaper to maintain. The available housing-condition statistics use standards such as “decent” homes and serious hazards; they are not a direct lifetime-cost comparison between new and older owner-occupied properties and are not a repair quote.

Assess the actual older property
Commission an appropriate survey before exchange. Ask the surveyor to identify approximate ages and remaining life of the roof, coverings, windows, boiler or heat pump, electrics, plumbing, drainage, damp-proofing, render, pointing and external joinery. Request photographs and costed recommendations where possible. A survey cannot predict every failure, but it is more useful than assuming that a building’s date alone determines maintenance.

New homes still need inspection and repairs
New construction can contain defects in workmanship, materials, drainage, finishes, doors, windows, heating controls or ventilation. “New” removes some age-related replacement risk; it does not mean maintenance-free. Budget for routine servicing, decorating, garden work and consumables, and record defects promptly after completion.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What protection does a new-build warranty provide?
The CMA describes new-build warranties as typically covering defects connected with design, workmanship or materials that were not discovered at completion. Warranty providers cited in its market study include NHBC, LABC and Premier Guarantee. Coverage, exclusions, claim routes and deadlines depend on the specific provider and policy.
Documents to obtain before exchange
- Warranty provider and policy number, including the effective start date.
- Structural cover period and any separate developer-defect period.
- Exclusions, claim thresholds, maintenance obligations and procedures for emergency defects.
- Inspection, snagging and notification deadlines, including the required evidence.
- The consumer code that applies to the builder and the complaints or dispute process.
- Details of transfer to a later owner and any registration steps.
The consumer code followed by a builder is determined by the warranty provider, so buyer obligations and protections can vary. Read the actual policy and code rather than assuming all new homes have identical protection. A warranty is not a promise that no repair will be needed, and it may not cover wear, poor maintenance, cosmetic issues or alterations made after completion.
Make a snagging and handover record
- Attend the pre-completion inspection and test windows, doors, locks, sanitaryware, heating controls, ventilation, sockets and appliances.
- Photograph and list each defect with its location and date.
- Submit issues through the builder’s stated channel and keep acknowledgement numbers.
- Follow the policy’s escalation route if a defect is rejected or not resolved.
- Keep invoices and service records; failure to maintain equipment can affect later claims.
A practical decision framework
| Priority | New-build is more attractive when… | Older home is more attractive when… |
|---|---|---|
| Upfront affordability | The complete price, including upgrades and charges, is close to comparable local sales and fits your borrowing limit | The lower price leaves enough reserve for identified repairs and improvement work |
| Energy | The EPC and installed systems are strong, controls are understood and commissioning evidence is available | The property has a realistic, affordable upgrade path and the price reflects the work |
| Maintenance risk | You value a newer roof, services and components but accept that defects and routine upkeep remain possible | A survey finds sound structure and services, or you are comfortable managing a planned replacement schedule |
| Protection | You have reviewed the named warranty provider, exclusions, claims process and consumer code | Survey evidence, seller guarantees and your own contingency fund provide adequate protection |
| Location and design | The development’s layout, transport, plot and completion timetable meet your needs | The established street, larger plot, mature setting or adaptable layout justifies any extra work |
How to compare two properties step by step
- Define the match: record floor area, bedrooms, property type, tenure, parking, outdoor space, service charges and exact location.
- Calculate the complete purchase cost: include taxes, legal and mortgage costs, surveys, reservation fees, mandatory estate charges, appliances, flooring and other required extras.
- Collect energy evidence: obtain each EPC, inspect heating and ventilation, and ask for installation and servicing records.
- Inspect condition: commission a survey suited to the building and obtain specialist checks where the survey recommends them.
- Price the first five years: list urgent repairs, routine servicing, likely replacements, decorating and energy improvements. Use quotes for the actual property; use national figures only as context.
- Check protection: read the new-build warranty and code, or verify guarantees and certificates for work already done to the older home.
- Stress-test the choice: retain a contingency for defects, higher energy use, interest-rate changes and delayed works. If the decision only works with perfect assumptions, the cheaper headline price is not the safer budget.
Common mistakes to avoid
- Applying the 5.5% premium today: it describes a 2013–2023 evaluation period, not your local 2026 market.
- Calling an EPC a bill guarantee: occupancy, weather, tariffs and system operation change real consumption.
- Using £7,320 or £10,788 as a quote: both are modelled English averages, and individual retrofit costs can be much higher or lower.
- Assuming age alone predicts repairs: an altered older home may be sound, while a new home can have defects.
- Ignoring extras and charges: compare the complete specification and contractual obligations, not an advertised base price.
- Assuming every warranty is the same: provider, code, exclusions, deadlines and claims procedures vary.
- Skipping independent inspection: a developer’s handover process or a seller’s description is not a substitute for evidence about condition.
What the available evidence can—and cannot—say
The ONS EPC comparison is limited to England and Wales records and the five years to March 2025. The retrofit estimates come from the English Housing Survey and apply to modelled eligible homes in England. Neither source establishes a Scotland-wide or Northern Ireland-wide result. The price premium is historical, and no directly comparable published series establishes a lifetime maintenance saving for new homes versus older homes.
That evidence still supports a useful conclusion: new homes usually start with stronger assessed energy performance, but buyers may pay a premium; older homes can offer value when condition is sound, yet weak fabric or ageing services can create substantial capital work. The property’s documents, survey and complete cost model should decide the purchase.
