A ceremony marking the start of preparatory works for Phase I of Montenegro’s coastal expressway is scheduled for 5 October 2026 in Lastva Grbaljska. The Markovići–Lastva Grbaljska section, commonly called the Budva bypass, is not opening to traffic on that date; the announcement concerns preparatory works, not completion of the road. MINA reported the scheduled ceremony on 4 October.
What is scheduled for 5 October?
The announced event is a ceremony in Lastva Grbaljska for the beginning of preparatory works on Phase I. MINA’s 4 October report identifies the event and location; its full article is subscriber-restricted. The announcement does not say that the completed expressway will open on 5 October or that every element of main construction begins that day.
Where will Phase I run?
The project is the Markovići–Lastva Grbaljska section of the planned coastal expressway, also known as the Budva bypass. Monteput’s October 2025 tender describes an approximately eight-kilometre base section, beginning at Lastva Grbaljska, which connects to the M1, and ending at the Markovići interchange, connected to the M10. Monteput’s June 2026 signed-contract announcement gives approximately nine kilometres including the access road. Those figures describe different scopes: the base section versus the section with its access road.
The stated purpose is to connect the Podgorica–Budva and Budva–Tivat main routes and divert through traffic away from Budva’s urban core. Government and Monteput announcements present reduced congestion and improved road safety as intended benefits, not as outcomes already measured. The Government’s selection announcement describes the rationale.

What infrastructure is planned?
Monteput’s October 2025 tender-stage design describes a route dominated by structures:
- Four bridges with a combined length of around 1,400 metres.
- Two twin-tube tunnels with a combined length of approximately 4,300 metres.
- More than 70% of the route planned to consist of structures.

Who was selected, and what do the cost figures mean?
The Government’s 6 May 2026 selection announcement names a consortium of Briv Construction, Hering, Herc gradnja, Shandong, and IPSA Institute Sarajevo. Monteput’s later contract announcement spells the firms Briv Construction, Herc Gradnja, Hering, IPSA Institut, and Shandong Foreign Economic & Technical Cooperation. It reports that the contract was signed. The published financial figures refer to different stages and VAT bases, so they should not be treated as interchangeable:

The figures are tied to different procurement stages, and the signed-contract amount explicitly includes VAT while the tender estimate excludes it. The available announcements do not establish that the earlier offer and later contract amount share the same VAT basis.

How long is the stated construction period?
Official announcements state a 48-month, or four-year, period, but describe its starting trigger differently. The Government’s May 2026 selection announcement says 48 months from commencement of works. Monteput’s October 2025 tender describes a planned period that includes the main design and runs from the selected contractor’s introduction to the site. The announcements do not establish a verified fixed opening date; the ceremony date alone is not enough to calculate one.
