Port Polska says it had initiated 31 investment procurement procedures worth more than PLN 14 billion by the end of September 2026. That figure is the value of procurement procedures—not money already spent, contracts all awarded, or construction completed. The company’s 8 October announcement describes airport preparation, rail work and a tender for roughly 90 km of surrounding roads, with many listed amounts representing planned or basic contract scopes.
What the PLN 14 billion figure covers
In its 8 October 2026 announcement, Port Polska said it had initiated 31 investment procurement procedures worth more than PLN 14 billion by the end of September, and expected to initiate further procedures before year end. The headline amount is therefore a procurement total, not expenditure, completed work or a tally of contracts already signed.

Three separate figures in the announcement describe different things:
Recommended Free Tools
- More than PLN 14 billion: value of investment procurement procedures initiated by the end of September 2026.
- PLN 7.42 billion: expenditure related to investments and company operations, from all financing sources, reported as at 31 July 2026.
- PLN 131.7 billion: expenditure provided for by the 2024–2032 Multiannual Programme.
These figures have different dates and meanings; they should not be added together or treated as equivalent measures of construction delivered.

Where the airport project stands
Terminal and site preparation
Port Polska says trial piling for the passenger terminal is complete, with piles undergoing testing and load tests ahead of the main foundation works. Construction facilities are being established, including temporary power and water, access roads and manoeuvring areas. This is preparatory work, not evidence that the terminal’s main foundations or building are complete.
The announcement gives these airport-related basic-scope values:
| Workstream | Reported value | What the value represents |
|---|---|---|
| Terminal architecture design | PLN 788 million | Basic scope |
| Terminal design and piling | PLN 111 million | Basic scope |
| Baggage handling system: design, supply, installation and commissioning | PLN 840 million | Basic scope |
| Transport infrastructure contracts | PLN 376 million | Basic scope |
| Archaeological surveys | PLN 12 million | Company-reported contract value |
| Preparatory and demolition works | PLN 225 million | Company-reported contract value |
| Airport infrastructure design | PLN 109 million | Company-reported contract value |
| Air traffic control building design | PLN 10 million | Basic scope |
| Other operational support building design | PLN 22 million | Basic scope |
| Landside buildings and energy network upgrades | Up to PLN 176 million | Basic-scope value for a procurement portfolio including a data processing centre, cargo and service buildings, and energy upgrades |
These are values reported by the company, not independently audited amounts. Port Polska says optional scopes may add to the basic scopes.

Łódź tunnel and rail links
High-Speed Rail tunnel in Łódź
Port Polska reports that the tunnel construction chambers in Łódź are complete, all components of the tunnel-boring machine have arrived at the site, and assembly and preparations for tunnelling are under way. The planned value for the tunnel construction, chamber fitting-out and other works contract is PLN 2.44 billion. Separate planned contract values are PLN 259.18 million for the Retkinia and Fabryczna chambers and PLN 93.38 million for strengthening the foundations of the Łódź Cultural Centre.

Route planning and supporting works
The tunnel is intended to form part of a line linking Warsaw, the new airport and Łódź, with later stages extending to Poznań and Wrocław. Port Polska says it has final environmental decisions for the Warsaw–new airport–Łódź line, has submitted applications for location decisions and is conducting procedures for further route sections. It is preparing the airport rail junction’s construction design and designing a rail siding that may, among other uses, carry materials to the site. The siding’s planned design-and-build contract value is PLN 214.56 million.
The announcement also lists completed procurement procedures for design work on further rail sections. Their amounts are planned contract values, not the value of completed construction:
Rank #4
| Rail section or work | Planned contract value |
|---|---|
| Katowice–state border design | PLN 359 million |
| Pleszew–Poznań design | PLN 354.23 million |
| Warsaw–Łódź design | PLN 350.65 million |
| Sieradz–Pleszew design | PLN 337.03 million |
| Łódź–Sieradz Północny design | PLN 147.75 million |
| Sieradz Północny–Kępno design | PLN 169.75 million |
| Kępno–Czernica Wrocławska design | PLN 246.53 million |
| Power connections for three traction substations | PLN 74.70 million |
Road tender around the airport
Port Polska says it has developed a programme concept for connecting the airport to the public road system and is conducting a tender for construction and reconstruction of approximately 90 km of national, county and municipal roads. The planned network would connect with the A2 motorway, national road No. 50 and local roads.

The construction contracts have not yet been reported as signed. Archaeological excavations ahead of road construction are covered by a separately reported contract worth PLN 3.41 million gross.

How to read the contract amounts
Port Polska says the announcement’s stated amounts are net unless otherwise noted. The PLN 3.41 million road archaeology contract is explicitly gross, so it should not be compared directly with net amounts without accounting for that difference. The company says optional scopes represent approximately 10–30% of contract value and that many contracts allow similar work worth up to 50% of the basic scope; final scope and value can therefore differ from a basic-scope figure.
Across the announcement, a value may refer to a basic scope, a planned contract, a procurement portfolio or reported expenditure. Those labels matter: a planned value does not establish that a contract has been signed, and a procurement procedure does not establish that work has been completed.
What this update signals for construction delivery
The announcement points to a broad pipeline of design, engineering, construction, systems and enabling works. Its clearest physical milestones are still preparatory: trial piles are being tested and tunnel-boring-machine assembly is under way. For the roads, the current milestone is a tender rather than signed construction contracts. Port Polska says the programme may strengthen domestic market capabilities, build company experience and create jobs; those are the company’s stated expectations, not outcomes established by this announcement.
