The report excerpt does not provide Vohra’s verbatim words, so the comments should be treated as a reported paraphrase—not a direct quotation.
Why caution matters during ECRF construction
Rain can complicate construction by affecting water management, excavation and the ability to work in foundation areas. At Polavaram, those are not merely generic construction concerns: a December 2024 answer from the Ministry of Jal Shakti identified monsoon dewatering for continued work and seepage in the ECRF dam pit at Gap 2 among the project’s documented technical concerns.

The ministry also listed assessment and strengthening of the upstream and downstream cofferdams, foundation improvement at Gaps 1 and 2, and planning and construction of a new diaphragm wall in Gap 2 and ECRF dam areas. These were concerns recorded in the 2024 parliamentary answer; they do not, on their own, establish that a hazard is occurring now or that a particular remedial measure remains unfinished.
What technical review recommended
In its 9 December 2024 answer to Rajya Sabha Unstarred Question No. 1519, the Ministry of Jal Shakti said a four-member international Panel of Experts had been engaged. The answer recorded recommendations including:
#1 Best Overall
- 1/25 scale, skill 3, paint and cement required
- molded in yellow and silver-gray with chrome accessories
- over 300 super-detail parts
- first time available in original illustrated packaging since its first release in the early 1970s
- optional construction company decals
- Determine remedies for cofferdam seepage using test results.
- Construct buttress berms to improve cofferdam safety.
- Prepare a water-management plan and address foundation-improvement issues.
- Plan a new diaphragm wall and conduct tests to finalize the main dam design.
These are recommendations documented in 2024, not confirmation that the recommended work has since been completed or that the dam is currently unsafe.
Who executes and reviews the work
The PPA identifies Andhra Pradesh’s Water Resources Department as the executing agency, carrying out the project on behalf of the Government of India. The authority says the Central Water Commission (CWC) vets design components, while the Central Soil and Materials Research Station (CSMRS) serves as quality-control and quality-assurance consultant. These roles distinguish construction execution from design review and quality assurance; they do not imply that any one body alone is responsible for every project decision. See the PPA’s project information.

What is known about Gaps 1 and 2
On 17 September 2026, The New Indian Express reported a PPA-led review of ECRF Gaps 1 and 2, alongside an independent CSMRS quality assessment continuing at the site. Its account also described calls to accelerate work and coordinate over technical or logistical challenges. That report documents review and assessment activity; it is not proof that either gap’s construction is complete, nor a comprehensive official status bulletin.
An older audit finding must be kept separate from that later reporting. The Comptroller and Auditor General (CAG) said ECRF dam construction had not commenced as of March 2023, because treatment of the damaged diaphragm wall and excavation of the approach and spill channels were prerequisites. That dated finding is not a current progress update. The CAG performance audit and its Polavaram project overview describe the audit record. The project is intended to provide irrigation, hydropower and drinking-water supply, and transfer water to the Krishna basin; these are planned benefits, not a claim that all are already being realized.
