Residents say sections of newly laid black-topping on a road in Kaliabor, Assam, began peeling within 24 hours. The allegation concerns the roughly two-kilometre Shensowa–Puwathariya village link, which is being reconstructed by the Public Works Department (PWD). The reported failure and its cause had not been independently verified when India Today NE published its account on 3 October 2026.
What residents reported
India Today NE reported that the Shensowa–Puwathariya road was under reconstruction after remaining in poor condition for nearly a decade. Residents said patches of the fresh bitumen surface started peeling soon after black-topping and could be lifted with minimal pressure.

Residents attributed the problem to what they described as inadequate cleaning of dust and sand from the road before the bitumen layer was applied. That is their allegation, not a confirmed account of the construction method or a technical finding about why the surface peeled.

The report explicitly said the allegations had not been independently verified and that no response from the PWD or contractor was available at publication. It did not report an independent inspection, laboratory test, official finding, or subsequent repair.

The Assam Public Works (Roads) department describes its remit as including rural roads, but its departmental website provides no specific inspection record or response about this road in the information reported here. The report also does not name the contractor or give a contract or project identifier.
What would clarify the complaint
Residents called for inspection of the road and verification of the materials and workmanship used in its reconstruction, according to the report. Establishing what happened would require findings beyond the visible condition described by residents: an inspection could document the extent and nature of the peeling, while appropriate checks could assess the materials and construction work. No such results are reported in the available account.
