The documented response includes a road-use agreement, planned road stabilization and paving, and a 35 mph limit on one specified road segment. Public records and local reporting do not establish the heavy-haul route, delivery schedule, traffic volume, or current controls, so drivers should rely on posted signs and county updates for live conditions.
Why Union County is part of the project
The energy center site is in Adair County. At an October 22, 2025 update, MidAmerican representatives told the Union County Board of Supervisors that the project would affect Union County. The two counties’ engineers had discussed routes, construction plans, and rights-of-way with the company. The minutes also say emergency action plans were planned for construction and operation, without specifying their details. Union County Board of Supervisors minutes, October 22, 2025.

That establishes a cross-county road impact, but not its scale: the reviewed county records and local updates do not give vehicle counts, measured delays, crash impacts, or a project-specific traffic duration.
Road work and agreement recorded by the counties
Adair County minutes dated January 7, 2026 describe a road-use project estimated at approximately $1.6 million. The plan called for road stabilization and an asphalt overlay about 5.5 to 6 inches thick, followed by another asphalt lift after two years of construction to address possible cracks or imperfections associated with heavy truck traffic. The minutes describe planned work, not confirmation that every element has since been completed. Adair County Board of Supervisors minutes, January 7, 2026.

Union County Board of Supervisors minutes, January 14, 2026.
Posted speed limit on one Union County segment
Union County’s March 18, 2026 minutes record a 35 mph limit on Adair-Union Street from Orange Avenue to State Highway 25, alongside an update on the construction and paving project. This limit applies to the named segment; the record does not establish that it covers every road affected by project traffic. Union County Board of Supervisors minutes, March 18, 2026.

The available records do not establish the precise heavy-haul route, including whether deliveries will travel from Creston’s rail yard; delivery dates or hours; frequency or duration; or whether loads will require escorts, temporary closures, or other traffic controls. Those details should not be treated as confirmed without an official logistics plan or county notice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How drivers can interpret the information
- Follow posted speed limits and any temporary signs; the documented 35 mph limit is specific to the Adair-Union Street segment identified above.
- Check county road notices for current restrictions or work conditions. The dated minutes describe decisions and plans at particular meetings, not live traffic status.
- For a planned trip or a heavy-haul itinerary, seek confirmation from the relevant county engineering staff or MidAmerican. The public updates cited here do not provide a verified route or schedule.
The project’s generation figures should not be confused with road-traffic estimates. MidAmerican’s 2025 announcement describes two natural-gas-fired combustion turbines with a proposed 465 megawatts of generation and estimates operation during peak load for less than 10% of the year. These are company projections about the facility, not measurements of construction traffic. MidAmerican Energy Company, 2025.
