The first phase is planned to include 1,000 residential units. A later milestone came in September, when ORA Iraq reportedly signed a construction works contract with CRC Dorra after POWERCHINA completed earthworks and ground preparation.
What “construction begins” means
ORA Iraq’s July 19 announcement describes commencement of construction activity following equipment arrival and team mobilization. It does not document completed homes or quantify progress. The announcement is the developer’s account, not an independent construction-progress audit. ORA Iraq’s commencement announcement

How the first-phase work has progressed
| Date | Milestone | Party and scope |
|---|---|---|
| April 21, 2026 | ORA Iraq announced the phase-one contractor selection. | POWERCHINA was selected for a first phase comprising 1,000 residential units. |
| July 19, 2026 | ORA Iraq announced commencement after equipment arrived and teams mobilized. | On-site construction activity was reported underway; the announcement did not specify completed buildings or a measured progress level. |
| September 2026 | ORA Iraq reportedly signed a construction works contract with CRC Dorra. | Reporting says this followed POWERCHINA’s earthworks and ground preparation. ORA’s listing dates its announcement September 28; Iraqi News published its report October 1. |
These are distinct stages rather than interchangeable descriptions of one award: mobilization and commencement were reported first, site preparation followed, and the CRC Dorra construction works contract came later. The available reporting does not establish that the later contract replaced every earlier contractor scope. Iraqi News report on the CRC Dorra contract

What is known about cost and schedule
Iraqi News reported prior company indications of an eight-year duration and a $10 billion estimate for the phase. It also said the contract value was not disclosed; the September contract should therefore not be presented as a confirmed $10 billion award or as having a confirmed eight-year contractual deadline. The developer’s project and construction pages reviewed do not substantiate those figures as final contract terms. Iraqi News report on the contract and reported estimates
