The New Indian Express reported on 3 October 2026 that the LDF’s scrutiny of the flyover after taking office in 2016 is now being invoked as a political parallel to a vigilance probe ordered by the Congress-led government into allegations about the Mundamveli housing project. The comparison is about political scrutiny—not proof that the projects, allegations or remedies are equivalent.
What “political tables turn” means in these cases
The phrase describes how scrutiny of public works can shift with political power. After the LDF replaced the UDF government in 2016, the Palarivattom flyover controversy became a point of criticism of the previous administration. A decade later, a Congress-led state government has ordered a vigilance probe into allegations concerning flats built under the LDF-led government’s LIFE Mission.

That parallel concerns the politics of accountability. A flyover built for transport and apartment complexes built to house families are not technically or legally interchangeable cases; the available reporting does not establish that their alleged failures or investigative records are alike.
Palarivattom: scrutiny followed by extensive repairs
The New Indian Express reported that vigilance charged five people in connection with the Palarivattom controversy, including V K Ebrahim Kunju, who was the PWD minister at the time. Demolition was discussed amid structural concerns, but the flyover was retained and extensively repaired. These are the newspaper’s account of the case and its outcome; the underlying charge sheet and engineering report are not available here to establish further legal or technical detail.

Mundamveli: reported defects and unresolved complaints
The report says 78 families moved from flood-prone P&T Colony into the Mundamveli flats. Residents reportedly complained for nearly two years about leaking roofs, defective pipes and poorly constructed septic tanks, while the problems remained. These are reported defects and resident complaints, not findings independently verified in the available account.
The newspaper says the work was awarded to Thrissur District Labour Contract Cooperative Society and attributes to sources the claim that the society had no prior experience constructing prefabricated flats. It also reports allegations involving the then chief minister’s office, former GCDA chairman C N Mohanan and other stakeholders, and says RTI activist Cheshire Tarzan raised allegations. None of these allegations should be treated as a finding of guilt.
What the reported costs do—and do not—show
The New Indian Express puts spending on the two apartment complexes at around Rs 18 crore. Citing Kochi corporation sources, it reports an estimated project cost of Rs 14.61 crore, or about Rs 3,611.18 per square foot, and says the final cost touched around Rs 4,500 per square foot. These approximate figures are attributed to sources in the report; the underlying project accounts are not provided, so they should not be read as independently audited totals.

Why the remedies are not yet comparable
At Palarivattom, the reported outcome was extensive repair after demolition had been discussed. At Mundamveli, the report says the vigilance and technical findings will determine whether the flats can be salvaged or a more drastic solution is needed. It does not report those findings, so it does not establish whether comprehensive repairs or replacement are warranted.

The difference matters to residents and public accountability alike: commuters were affected by the flyover controversy, while 78 families live in the Mundamveli flats. A decision about repair or replacement requires technical assessment; the political parallel alone cannot answer that construction question.

Political commentator A Jayasankar said LIFE Mission was a popular project whose intentions were good, but argued that it became a platform for corruption and irregular practices. He also raised the question of proposed flats in Wadakkanchery constituency after complaints by Congress leader Anil Akkara. These are Jayasankar’s comments and allegations, not conclusions established by the reported probe.
Former legislator Sebastian Paul said people would ask questions and those in power would have to take them seriously. He described the vigilance probe as bringing the LDF into political controversy, and argued that Palarivattom and Mundamveli were among public projects in Kerala that wasted public money. His remarks are political commentary; they do not determine the legal or technical outcome of either case.
What remains to be established
- The vigilance probe’s findings on the Mundamveli allegations.
- A technical assessment of the reported defects and whether the flats can be salvaged.
- The basis and reconciliation of the project cost figures, beyond the newspaper’s attribution to Kochi corporation sources.
Until those matters are reported, the sound comparison is limited: both cases illustrate how public works can become political accountability tests after a change in government, while the evidence and eventual remedies remain specific to each project.
