Demolition and site preparation are moving Washington, D.C.’s 180-acre RFK Campus toward a planned 65,000-seat roofed Washington Commanders stadium, but neighbors are pressing the District to build more than a sports venue. The wider redevelopment is intended to include thousands of homes, affordable housing, retail, parks, recreation, river access and everyday services. The stadium is targeted for 2030; the complete mixed-use neighborhood may not be finished until 2040–2042.
What is happening at the RFK site?
RFK Campus is a District-led, mixed-use redevelopment at the original RFK Stadium location. The centerpiece is a roofed stadium planned to seat 65,000 people. Demolition began in late January 2025, and the National Capital Planning Commission said the work was anticipated to finish in mid-2026. That schedule marks the shift from clearing the site and preparing infrastructure toward the next stage of design, approvals and construction.

The stadium is only one part of the campus plan. District master-plan materials describe housing, retail, entertainment, recreation, open space and infrastructure across the site. That distinction matters because a stadium opening would not mean that the surrounding neighborhood is complete.

RFK redevelopment timeline
| Milestone | Timing or target | What it means |
|---|---|---|
| Community outreach | February 2025–August 2026 | District engagement used to shape the master plan |
| Demolition | Started in late January 2025; anticipated completion in mid-2026 | Removal of existing structures and site preparation |
| Council approval and planning | Required before the next major construction phase | Allows the District and project team to advance detailed plans |
| Stadium groundbreaking | Fall or winter 2026 in the aggressive schedule described by the Associated Press | Timing remains dependent on approvals |
| Stadium completion | Anticipated in 2030 | Target for the 65,000-seat roofed venue |
| Broader mixed-use buildout | Potentially 2040–2042 | Housing, retail and other neighborhood components could follow the stadium by a decade or more |
These are planning targets, not guaranteed delivery dates. The National Capital Planning Commission supplied the demolition and 2030 completion expectations, while the Associated Press described the fall-or-winter 2026 groundbreaking sequence as contingent on council approval. D.C. Council Chairman Phil Mendelson told ABC 7/WJLA that the mixed-use development could be complete between 2040 and 2042.

What the larger campus is supposed to deliver
The Mayor’s Office says the redevelopment could produce 5,000 to 6,500 housing units, with at least 30% designated as affordable. It also projects approximately 30,000 construction jobs and 2,000 permanent jobs, alongside at least $2.7 billion in Commanders investment.
Planned uses extend beyond the stadium and its event calendar:
- Housing, including a substantial affordable component
- Retail and services for residents and visitors
- Entertainment and arts uses
- Parks, recreation and public open space
- River access and supporting infrastructure
The scale creates a central question for residents: will housing, shops and public spaces arrive early enough to make the campus useful on ordinary days, or will the first finished destination be primarily an event venue?

How neighbors are influencing pre-construction decisions
The District reported that close to 1,800 community members took part in outreach from February 2025 through August 2026. During a 45-day public-comment period in summer 2026, the District received more than 3,000 written comments. Those figures make public input part of the formal planning record rather than a single meeting held after major decisions were made.
The redevelopment law identifies the interests the engagement process is meant to consider: nearby communities, jobs for District residents, opportunities for District businesses, parks, open space, river access, community amenities, housing, and environmental and historical factors.
The comments also show why broad promises need to be translated into specific commitments. Patricia Stamper, an Advisory Neighborhood Commission representative near the stadium, put the daily-service concern plainly: “Our biggest thing is we want a grocery store. I know they want to entertain, go football, go Commanders, go team, sports capital of D.C. However, we still gotta eat.”

Stadium-first delivery versus neighborhood-first delivery
| Approach | Potential benefit | Resident concern |
|---|---|---|
| Stadium-first | Delivers the major sports, concert and entertainment anchor on the 2030 target | Housing, grocery access, retail and parks may remain unavailable for years after events begin |
| Neighborhood-first | Builds daily services, homes and public spaces while the stadium is being developed | Requires coordinated phasing, infrastructure and financing before the headline venue opens |
The District’s own recommended approach includes activating the site before and after construction with food trucks, farmers markets, community activities and shared uses of parking garages. Those measures can reduce the sense that the campus is closed or inactive during a long construction period, but they are interim programming rather than a substitute for permanent housing and retail.
What construction could mean for nearby residents
A project of this size will bring the ordinary burdens of a major worksite: construction noise, traffic, dust and vibration. The redevelopment law’s focus on environmental factors and nearby communities places those effects within the public discussion, alongside the promised jobs and investment.
Residents evaluating the next approvals should look for concrete answers on construction phasing, pedestrian and traffic management, dust and noise controls, the timing of affordable housing, and when a grocery store or comparable daily-service retailer is expected. They should also distinguish a temporary farmers market or food-truck program from a permanent commercial tenant.

Will RFK become a real neighborhood?
The plan is designed to become one, but the schedule leaves a long gap between the stadium target and the full neighborhood. A 2030 venue could operate while homes, shops, recreation facilities and public spaces are still being delivered. Mendelson’s 2040–2042 estimate for mixed-use completion is therefore central to judging the project: the relevant measure is not only whether the stadium opens, but whether the promised everyday uses arrive on a timetable residents can use.
The next decisive steps are council action, detailed phasing and enforceable commitments for housing, affordability, retail and public amenities. Until those details are set, the RFK Campus remains a large plan moving from demolition into implementation, with neighbors testing whether its benefits will match its scale.
