That is a future political commitment, not construction funding already approved. NZ Transport Agency Waka Kotahi (NZTA) currently lists Stage 1 as being in pre-implementation, with construction dependent on funding becoming available.
What has National pledged?
In an announcement reported on 4 October 2026, National said that if re-elected it would allocate $1.75 billion in Budget 2028 to start construction on Stage 1 in late 2028. The proposed allocation and timing are National’s election commitment, as reported by 1News; they are not an adopted appropriation or a guarantee that work will begin on that date.

National also proposed $100 million in 2027/28 for route protection for the later stages between Alfriston and Drury. The announcement did not give those stages a construction start date.

Which part of Mill Road is included?
NZTA describes Mill Road as a 21.5 km corridor connecting Manukau with an area south of Drury, passing through Alfriston, Takanini and Papakura. It is identified as a Road of National Significance. The pledge distinguishes the first stage from the later corridor work:

Route protection is preparatory work to safeguard the corridor; it should not be read as a commitment that construction of the later sections will start in 2027/28.
What is happening now?
NZTA says Stage 1 is in pre-implementation. After its Board endorsed the investment case in April 2025, work has continued on design, consenting and supporting workstreams so the project can be positioned for a time when construction funding is available. NZTA’s Mill Road project page describes the current agency status; it does not say construction is underway.

That distinction matters: NZTA’s published delivery position remains preparation before construction, while National’s October announcement sets out what it says it would do after a re-election and through a future Budget. National’s July 2026 pipeline statement likewise described Stage 1 as planning work and said major works require route protection, design, consenting and property acquisition before construction can begin (National Party, “Transport pipeline provides certainty”).
Why does National say the project is needed?
National transport spokesperson Chris Bishop told 1News that people travelling between Drury, Papakura and Manukau are funnelled onto the congested Southern Motorway, while Redoubt Road and the existing Mill Road were built for a smaller, semi-rural community. That is Bishop’s case for the project, not an independent finding about the corridor’s future traffic.

1News reported NZTA benefit-cost estimates of $3.10 in benefits for each dollar spent without tolls and $2.20 with tolls. These are projected estimates tied to different tolling scenarios, not realized returns. The announcement does not establish whether Mill Road will be tolled.

Mill Road was included in the April 2026 Auckland City Deal’s projects for a coordinated 30-year transport strategy. That places the corridor within longer-term regional planning, but does not set a funded construction date for the Alfriston-to-Drury stages (National Party, “Landmark Auckland deal to unlock city’s potential”).

Auckland Council’s February 2025 account describes a corridor combining new roads and upgrades and records local-board advocacy for route certainty (OurAuckland, “Local boards push for Mill Road corridor”). That history helps explain local interest; it predates the October 2026 pledge.
