Construction began on 2 October 2026 on a 21-kilometre underground pipeline intended to carry Jet A-1 aviation fuel from a new tank farm at Muthurajawela to Bandaranaike International Airport (BIA) in Katunayake. The government says the project is intended to strengthen aviation-fuel supply security, reduce transportation costs and accommodate future demand; these are stated aims, not measured results from a project that has only just started.
What the CPC aviation-fuel project includes
The Ceylon Petroleum Corporation (CPC) project combines a Jet A-1 storage complex at Muthurajawela with a dedicated transfer pipeline to BIA. The Government of Sri Lanka’s 3 October 2026 announcement specifies an underground line 21 kilometres long and 10 inches in diameter, together with five planned aviation-fuel tanks totalling 92,000 cubic metres.

How the pipeline is intended to connect Muthurajawela and BIA
CPC’s 2025 invitation for bids describes the intended transfer chain: Jet A-1 arriving by ocean tanker is received and stored at the Muthurajawela tank farm, then moved through a 10-inch pipeline to the airport’s aviation-fuelling terminal. The procurement notice describes an EPC/turnkey scope covering detailed engineering, equipment and materials, installation, inspection, mechanical testing, pre-commissioning, start-up, commissioning, delivery and operation. It describes the planned work, not proof that every stage has been completed.

The announcement identifies the destination as BIA in Katunayake and the line as underground. It does not publish a detailed approved route, so the exact alignment and locations of intermediate facilities cannot be established from the announcement. CPC Invitation for Bids, 2025.
A separate CPSTL petroleum-storage project is also under way
A second project at Muthurajawela is being built by the Ceylon Petroleum Storage Terminals Limited (CPSTL). It comprises three general petroleum storage tanks with 40,000 cubic metres of combined capacity. These tanks are separate from CPC’s five Jet A-1 tanks and should not be counted as part of the aviation-fuel complex.

The Government of Sri Lanka’s announcement lists the CPSTL project’s contractual period as 18 months and its scheduled completion as April 2028. Those schedule details apply to CPSTL’s three tanks, not to CPC’s Jet A-1 pipeline and tank farm. Government of Sri Lanka announcement, 3 October 2026.
What the project may change—and what is not yet established
The government presents the aviation-fuel investment as a way to improve supply security, lower transportation costs and provide capacity for future aviation demand. The available project announcement and procurement notice do not quantify expected savings or establish a measured change in supply reliability. Because construction has only begun, those benefits should be treated as objectives rather than demonstrated outcomes.

The official event report quotes CPC Chairman D. J. Rajakaruna saying: “We are implementing these projects using those profits. Therefore, we have returned the benefits to the people through these investments.” This is his stated rationale for investment, not independent verification of CPC’s financial performance or proof of consumer benefits. The 2025 invitation for bids sets out the planned EPC/turnkey scope, but it does not establish who ultimately won the contract. The reviewed official documents also do not state the final contract value, financing breakdown, detailed approved route or exact commissioning date. The announcement lists representatives from Sinopec among ceremony attendees; attendance alone does not establish that Sinopec is the contractor or supplier.
