The project working group is referred to by the government as the “Trump Liberty Line.” The announcement concerns permitting and land procedures—not a completed line or a law shown by the available sources to have been enacted. The line is targeted for completion in 2032.
What the “Trump Liberty Line” is
The project is a planned overhead transmission line operating at 400 kilovolts, roughly 70 kilometres long within Moldova. It is intended to link the Strășeni 330 kV substation with Romania’s transmission network through Gutinaș, as part of the Moldova–Romania electricity interconnection. The work also includes modernizing and expanding the Strășeni substation so it can connect the new line to Moldova’s grid. The government says the route will cross 25 localities in the districts of Strășeni, Călărași, Nisporeni and Hîncești.

What the government’s draft law would change
On 7 October 2026, the Moldovan government announced approval of a draft law declaring the line and substation works to be of national public utility. It says the measure is intended to simplify procedures, including expropriation and work authorization, to avoid delays. The linked document is expressly draft legislation; the announcement and draft do not establish that Parliament has passed it or that it has entered into force.
The proposed framework sets out procedures for acquiring land and related property rights, paying compensation, and carrying out project works. It is therefore an attempt to clear procedural hurdles for a large linear infrastructure project, not evidence that every parcel has been acquired or every construction authorization issued.

Acceleration does not remove stated safeguards
The government says owners whose land is expropriated will receive compensation. It also says archaeological checks must take place before work begins in areas with archaeological heritage. Under the draft, construction on a route section should start only after environmental approval for that section. These requirements distinguish faster project procedures from a waiver of compensation, heritage checks or environmental review. The draft law describes those processes and conditions; it does not document their completion.
Why officials say another connection is needed
The government says the Strășeni–Gutinaș line would diversify electricity transmission routes, improve system reliability and reduce the risk of supply interruptions. Prime Minister Tofan argued that existing connections can constrain imports even when Romania has surplus power. In remarks published by the government, he cited a local summer deficit of “450 MWh” and an import figure of “350 de MWh.” Those are the units as reported in the Romanian release; the figures should not be treated as transmission capacity or converted into another measure without clarification. The government also reports a 2032 target completion year.

What “Trump Liberty Line” means—and what is not established
The government says the Ministry of Energy, Moldelectrica, Black & Veatch and the U.S. Embassy in Chișinău launched a working group for the project under the name “Trump Liberty Line.” Its announcement does not explain who chose the label or why; it does not establish that the phrase is the line’s formal statutory name.

The same release reports $130 million in U.S. government financial support. The announcement is the source for that figure; the linked draft law is not a financing agreement, and the cited materials do not provide project cost, disbursement terms or independent documentary confirmation of the support.

How this differs from Vulcănești–Chișinău
Strășeni–Gutinaș is not the Vulcănești–Chișinău interconnector. The latter is a separate 400 kV project: Moldova’s Ministry of Energy reported on 1 July 2026 that its construction and associated infrastructure were complete and that final testing had begun, with commercial operation then planned for late August 2026. Strășeni–Gutinaș, by contrast, remains planned, with a stated completion target of 2032. The ministry’s update covers Vulcănești–Chișinău, not the Strășeni–Gutinaș works.
