Orlando City Council is scheduled to vote on October 12, 2026, on a construction contract with Gomez Construction Company for the Pulse Memorial. The City of Orlando lists the contract’s guaranteed maximum price (GMP) as $12,624,837. As of October 7, the vote is still pending.
What the council vote would do
The vote would move the memorial project from design into construction, according to the City of Orlando’s October 6 announcement. A GMP is the stated maximum price under the contract, subject to its terms; it is not evidence that the full amount has already been spent. The city identifies Gomez Construction Company as the contractor and states the GMP as $12,624,837.

The council’s action has not yet occurred as of October 7, 2026. The scheduled vote should not be described as contract approval or as confirmation that construction has started.
How the memorial was developed
The memorial will honor the 49 people killed in the June 12, 2016 attack at Pulse and recognize survivors, families, and the wider community affected. The Associated Press reported that 53 people were wounded and that Orlando bought the Pulse property in 2023 for $2 million (AP, March 18, 2026).

The concept was developed over seven months in late 2024 and early 2025 by the 18-member Pulse Memorial Advisory Committee. The group included Pulse families and survivors, LGBTQ+ community members, and other Orlando stakeholders, according to the city’s project information. This makes the construction decision the next step in a process shaped by people directly connected to the site and its community.
What the design is expected to include
Survivor Common Area and Survivor Wall
The city’s October announcement says a passage from Lin-Manuel Miranda’s “Sonnet to Orlando,” delivered at the 2016 Tony Awards, is planned for the Survivor Wall in the Survivor Common Area. The excerpt includes the words “love is love is love is love … cannot be killed or swept aside.” The announcement also recalls Tony Awards host James Corden’s line, “Your tragedy is our tragedy.”

Pavilion, site features, and preserved objects
At the 60% design milestone in May 2026, the city described a visitor pavilion intended to use imagery, storytelling, and original pieces from the nightclub to explain Pulse’s history and impact. Operational spaces included restrooms and storage. Design refinements at that stage included planters to help define and secure the site, removal of previously planned flagpoles, and changes to the family gathering area intended to provide more privacy and protection. These details reflect the May design update and may have changed in subsequent design work (City of Orlando, May 15, 2026).
The city says objects from inside the building, including chandeliers and posters, were moved to environmentally controlled storage with the intention of placing items permanently in the memorial later. Family members were also to be invited to contribute items for spaces dedicated to their loved ones.

Published schedule
The city’s process page says construction is expected to begin in fall 2026, with completion anticipated by the end of 2027. These are projected dates, not guarantees or confirmation that work has begun. The October 12 contract vote is the scheduled decision immediately ahead of that expected construction window.
