Finishing on time and within an approved budget does not prove that a construction project succeeded. A useful measure must also show whether the completed asset performs as intended, remains affordable to operate, and delivers value to the people and businesses who use it. That is the central challenge raised by the argument associated with Matthew Tribe of AtkinsRéalis.
Why budget and schedule are not enough
Cost and schedule are essential controls, but they are weak proxies for value when treated as the final verdict. A budget may reflect optimistic assumptions, approval politics or later negotiation rather than a scientific estimate of likely cost. Declaring a project successful because it matched that baseline can therefore reward adherence to an uncertain number.

The same problem applies to completion dates. A building can open on time yet suffer poor energy performance, unreliable systems, difficult maintenance or low occupancy. Conversely, a justified change that improves safety, resilience or long-term operating cost may make the delivery phase look less successful even while producing a better asset.
A whole-life definition of success
A stronger definition follows the asset beyond handover. It asks whether the project delivers the outcomes promised in its business case and continues to do so during operation.

| Measurement lens | What it tells you | What it can miss |
|---|---|---|
| Budget variance | How final cost compares with the approved baseline | Whether the baseline was realistic or the asset creates lasting value |
| Schedule performance | Whether milestones and opening dates were met | Operational reliability, user experience and deferred problems |
| Asset performance | Energy, availability, safety, maintenance and capacity after handover | Whether benefits reach the wider community |
| User and community outcomes | How well the development serves occupants, customers and surrounding communities | Short-term delivery efficiency unless paired with project controls |
The practical test is not to discard cost and schedule, but to place them alongside quality, safety, carbon, maintainability, service reliability and user outcomes. Measures should be agreed before construction starts, with owners, data sources and review dates assigned to each one.
How digital investment should be judged
Digital tools are not automatically evidence of progress. Their value should be traceable to a physical improvement in delivery or operation.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
Construction digital twins
During design and construction, a digital twin can help teams model options, identify conflicts, plan sequencing and test how decisions affect delivery. The relevant question is not whether a twin exists, but whether it reduces rework, improves coordination, strengthens safety planning or produces a more reliable handover.
Operational digital twins
After completion, an operational twin can maintain asset information, incorporate near-real-time sensor data and support decisions about how the asset functions. Useful measures include better fault detection, reduced downtime, lower energy use, more effective maintenance and evidence that occupants receive the expected level of service.

Every digital initiative should have a line of sight from investment to outcome: the problem being addressed, the decision the data enables, the operational metric affected and the person accountable for acting on it. Technology deployment without that chain is an activity measure, not a success measure.
A practical measurement framework for project teams
- Define the promised outcomes. Translate the business case into observable results, such as capacity, response time, energy intensity, availability, safety or affordability.
- Set baselines and counterfactuals. Record the condition before intervention and, where possible, what would have happened without the project. This prevents teams from claiming credit for unrelated changes.
- Assign measures across the asset life. Use delivery indicators during construction, commissioning checks at handover and operating indicators after occupation.
- Make data ownership explicit. Name who collects each measure, how often it is checked, which system is authoritative and what action follows a poor result.
- Review benefits after handover. A 30-, 90- or 365-day review can reveal whether design assumptions survived real use. Longer-lived assets need recurring reviews rather than a one-time closeout.
- Publish exceptions, not just averages. A project can meet an average target while critical spaces, vulnerable users or peak-demand periods perform badly. Report distribution, reliability and major failures.
What owners should ask before approving a project
- Which outcomes matter to users, operators and the surrounding community?
- Which costs are capital costs, and which risks are being transferred into future maintenance or replacement budgets?
- How will performance be measured when the asset is operating, and who will pay for that measurement?
- What evidence would justify changing scope, even if the change affects the original budget or date?
- Can the proposed digital system produce decisions and savings, or is it only creating another data repository?
Common failure modes
Optimising the handover date
Teams under intense completion pressure may defer commissioning, documentation or user training. The project appears complete while operational risk is merely moved into the next phase.

Counting outputs instead of effects
Number of models, sensors or training sessions are easy to report. They do not show whether energy, reliability, safety or service improved.
Ignoring the operator
Designers and contractors may define success without the people who will run the facility. Involving operators early exposes maintainability constraints and creates realistic post-occupancy measures.

Using one headline KPI
A single score hides trade-offs. A balanced dashboard should show cost and schedule alongside safety, quality, carbon, operational performance and user experience, with thresholds for unacceptable outcomes.
Why the shift matters beyond individual projects
Construction creates assets that may serve people for decades. Measuring only the delivery event encourages decisions that look efficient in the short term but create higher operating costs, poorer service or avoidable environmental impact. Measuring whole-life value changes the conversation: the contractor, designer, owner and operator share responsibility for the result rather than passing the definition of success from one stage to the next.
The headline’s argument is therefore less about finding one replacement for budget variance than about widening accountability. Cost and schedule remain necessary evidence. They become meaningful only when connected to the asset’s performance and the value experienced over time.
