Effective metering starts with a management decision, not a shopping list. Define the question you need answered, set the meter boundary that can answer it, and fund the data workflow, commissioning and maintenance along with the hardware. A whole-building utility meter may be enough for billing and trend tracking; a submeter is worthwhile when separating a floor, tenant, system, circuit or piece of equipment will change an operating, maintenance, commissioning or cost-allocation decision.

1. Start with the decision, then choose what to meter

New facilities managers often begin by asking which meter to buy. Reverse that sequence. Write down the decision the reading must support, who will make it, how often it matters and what action will follow an abnormal value. The U.S. Department of Energy’s Federal Energy Management Program (FEMP) treats a metering plan and the use of its data as core parts of an effective program. CIBSE TM39 (2026) likewise frames a useful strategy around surveying existing infrastructure, defining the metering boundary and planning how information will be used. New South Wales guidance for commercial and industrial sites also starts with defining the need before selecting and installing an electricity monitoring system.

Turn a vague goal into a testable question

“Reduce energy” is too broad to determine a meter location. Rewrite it as a question with a decision attached:

  • Understand total consumption: How much electricity or water does the property use each day, week and billing period, and how does that compare with occupancy or operating hours?
  • Find a major end use: Is heating, cooling, ventilation, refrigeration, domestic hot water, process equipment or another load driving a peak?
  • Evaluate equipment performance: Did a chiller, air-handling unit, pump or production line use more after a control change, fault or maintenance event?
  • Validate a utility bill: Does the site’s independently collected consumption align with the utility statement, tariff interval or demand charge?
  • Compare performance over time: Did a schedule, setpoint, retrofit or occupancy change alter consumption after weather and operating hours are considered?
  • Allocate costs: What share of a shared service belongs to a tenant, department, process or separately managed area?

For each question, record the proposed action. An overnight base-load increase might trigger a controls check; a tenant’s measured share might support a lease reconciliation; a bill discrepancy might prompt a utility or wiring investigation. If nobody can say what happens after a reading crosses a threshold, the proposed meter is not yet justified.

Inventory what already exists

Before adding equipment, collect the utility bills, interval data, building-management-system points, plant controllers, portable measurements and existing submeters. Confirm what each source actually measures, its units, interval, time zone, reset behavior and data-retention period. Walk the electrical rooms and plant spaces with current drawings where available. Note service entrances, distribution boards, transformers, feeders, mechanical panels, water entrances and any tenant or process boundaries. This survey can reveal that an existing meter already answers the question, or that a planned submeter would double-count a load.

Write a short metering brief

A practical brief should state:

  • the decision and person or team responsible for it;
  • the energy or water stream, units and direction of flow to be measured;
  • the physical boundary and whether the reading is total, net, import, export or a component of another reading;
  • required interval, accuracy, availability and time synchronization;
  • communications, export and integration requirements;
  • the installation location, outage constraints and safety responsibilities;
  • how long data must be retained and who reviews it;
  • the budget range and the operational value expected from the information; and
  • the acceptance tests and ongoing maintenance owner.

This document keeps a monitoring project tied to a decision instead of letting equipment features define the project.

2. Add submeters only where finer detail can change an action

A utility meter normally measures a property’s total consumption. A submeter measures a defined portion inside that total: a floor, tenant, system, circuit or individual equipment load. The General Services Administration describes submetering uses that include tracking large consumers, informing commissioning or replacement decisions, improving operations and maintenance, and supporting more accurate utility allocation. That does not mean every asset needs an individual meter. Granularity has value only when it answers a question that a broader boundary cannot.

Match the boundary to the decision

Measurement boundary Best suited to What it can reveal Trade-off to check
Whole building or utility service Billing checks, portfolio trends, total-load baselines and demand awareness Total consumption, peak timing and changes in site-wide operation Different end uses are blended, so the reading rarely identifies the cause of a change
Major system, such as HVAC, central plant or domestic hot water Commissioning, schedule and setpoint decisions, retrofit verification and plant maintenance Whether a system’s share of use changes with weather, occupancy or controls Shared feeders, auxiliary loads and electrical topology can complicate the boundary
Floor, tenant, department or process area Cost allocation, lease administration, operating comparisons and targeted engagement Consumption attributable to a managed group or commercial activity Rules for shared services, vacancy and common areas must be defined before billing or comparison
Feeder or circuit Fault finding, load balancing, peak investigation and equipment-group control Which circuit or load group creates a peak or unusual base load Panel space, conductor access, phase configuration and safe installation may limit options
Individual equipment High-value or high-risk assets where a reading triggers a specific maintenance or operating response Run-time, abnormal consumption or performance drift for that asset More devices mean more communications, calibration, data handling and failure points

Use a prioritization test

Rank candidate points against four questions:

  1. Magnitude: Is this load large enough, persistent enough or costly enough to matter?
  2. Actionability: Can staff change a schedule, control, setpoint, maintenance task, replacement plan or allocation rule when the value changes?
  3. Observability: Will the meter isolate the load cleanly, or will unrelated circuits and shared services remain mixed into the reading?
  4. Practicality: Can the device be installed safely, communicated reliably and maintained within the available budget and outage window?

A candidate with a large theoretical load but no responsible operator may rank below a smaller load whose data can immediately prevent a recurring fault. Compare installation and lifecycle cost with expected operational value, not hardware price alone. Include commissioning labor, communications, software or storage, panel work, cybersecurity controls, calibration and eventual replacement.

Where a submeter usually earns its place

Consider a submeter when a major end use is hidden inside a whole-building total, when a tenant or department requires defensible allocation, when a commissioning team needs before-and-after evidence, or when a recurring maintenance problem produces a recognizable consumption signature. A DIN-rail electricity submeter is one category to evaluate for suitable distribution boards, but it is not a universal answer; service voltage, phase arrangement, conductor access, accuracy, communications and the intended use determine suitability. Water meters require the same boundary discipline: a main incoming meter may show total use, while a branch meter can distinguish irrigation, cooling-tower make-up, domestic use or a process line when that distinction drives a response.

3. Plan data quality and follow-through as part of the installation

A meter that records numbers nobody trusts or reviews is an expense, not a management system. Decide the data path before the installer arrives: who receives readings, where they are stored, how they are checked, which dashboard or report presents them, and what response is expected. Updated DOE federal guidance includes cybersecurity, data management, analysis and program performance in comprehensive planning. CIBSE TM39 (2026) includes installation and commissioning, data export and utility-bill validation. These principles apply broadly, although federal metering laws and planning requirements cited by DOE apply to federal agencies; private facilities must check their own jurisdiction, utility arrangement and contractual obligations.

Design the data workflow

  1. Capture: Specify interval, units, timestamps, cumulative versus interval values, and how missing or estimated readings are marked.
  2. Transmit or retrieve: Choose wired, wireless, gateway or manual export methods that work in the building’s electrical and communications environment. Document network ownership, credentials, cybersecurity controls and outage behavior.
  3. Store: Keep raw readings with meter identifiers, location, multiplier, firmware or configuration changes and time-zone information. Preserve enough history for the decisions you intend to make.
  4. Check: Compare totals with the utility meter, bills and expected operating patterns. Flag impossible values, long gaps, sudden step changes, reversed polarity, phase loss and clock drift.
  5. Review: Assign a named person and cadence. Daily review may suit critical process loads; weekly or monthly review may suit building trends and allocation.
  6. Respond: Define thresholds, escalation contacts and a work-order or investigation path. Record the finding, action, date and outcome so the meter supports learning rather than producing an unattended graph.

Commission the measurement, not just the device

Commissioning confirms that the installed measurement represents the intended boundary. Verify the meter location against drawings, the current-transformer or sensor orientation where applicable, phase and voltage configuration, scaling multipliers, units, channel labels, time synchronization and communications. Create a simple point-to-point record showing the physical source, device identifier, data destination and responsible owner. Take a simultaneous reference reading or controlled load observation where safe and appropriate. Then compare the new series with utility-bill totals and known operating events.

CIBSE TM39’s 2026 scope explicitly includes installation and commissioning, data export and utility-bill validation. Treat those activities as acceptance criteria, not optional paperwork. DOE describes its metering best-practice material as supplemental information rather than step-by-step installation instructions, so electrical and system-specific design must follow manufacturer requirements and qualified professional judgment. Use qualified personnel for work that requires electrical authorization, isolation, testing or specialist instrumentation.

Maintain confidence over time

Readings can drift or become misleading after panel changes, controls upgrades, tenant fit-outs, network changes or a meter replacement. Keep an asset register with installation date, location, configuration, calibration or verification records, communications details and last review. GSA recommends regular calibration for accurate measurement; the sources do not establish one universal calibration interval. Set the interval according to the meter type, accuracy requirement, manufacturer instructions, regulatory or contractual needs and the consequences of a wrong reading.

Revalidate after any change that could alter the boundary or scaling. A sudden permanent step change may be a real operational change, a wiring modification or a configuration error. Do not automatically “clean” it out. Investigate, annotate the record and preserve the original data so later comparisons remain defensible.

How to use meter data to find energy or water waste

Begin with a baseline that reflects the question: daily or hourly electricity, water volume, demand interval, operating hours, occupancy, weather or production. Compare like with like, and label schedule, weather, vacancy and maintenance changes. Look first for patterns that can lead to an action:

  • an overnight or weekend base load that remains when the building should be quiet;
  • a demand peak that aligns with simultaneous equipment starts or schedule changes;
  • consumption that rises without a corresponding change in occupancy, weather or production;
  • a system whose use no longer follows its commanded schedule;
  • water flow during closed hours, suggesting leakage, a stuck valve, irrigation timing or process use; and
  • a divergence between a submeter total and the parent utility meter that indicates missing boundaries, scaling issues or an unmetered load.

Use the pattern to choose the next check, not to declare a fault from one graph. Confirm schedules and controls, inspect equipment, review work orders and compare with a trustworthy reference. After an intervention, keep the same boundary and document the operating conditions so the change can be evaluated over time.

Common mistakes and how to correct them

Installing the most detailed system first

Problem: Dozens of points produce a large data burden before anyone knows which decisions matter.

Correction: Start with the whole-building boundary and the few major systems or allocation points tied to named actions. Add detail when the first layer shows an unresolved question.

Choosing a convenient location instead of a meaningful boundary

Problem: A panel may be easy to reach but combine unrelated tenants, auxiliaries or shared services.

Correction: Trace feeders and services, document inclusions and exclusions, and make the boundary explicit in labels and reports.

Ignoring data access and ownership

Problem: The meter works, but readings are trapped in a portal, arrive without timestamps or have no assigned reviewer.

Correction: Specify export, storage, access rights, retention, alarm handling and an accountable owner before procurement.

Trusting a number without validation

Problem: Incorrect polarity, scaling, phase setup, clock drift or communications gaps create plausible-looking but wrong trends.

Correction: Commission against drawings and reference readings, reconcile with bills, test alarms and investigate unexplained step changes.

Treating federal guidance as a universal legal requirement

Problem: A private building is told it must follow a federal-agency planning rule.

Correction: Use DOE and agency manuals as technical and program examples, then verify applicable local law, utility rules, lease terms and reporting obligations. An HHS implementation manual, for example, calls for a plan covering meter types, intended data use and an installation timeline, and prioritizes larger buildings in its own agency context; it is not a blanket rule for every facility.

A practical first-year sequence for a new facilities manager

  1. Weeks 1–2: Gather bills, interval data, drawings, existing meter records, operating schedules and known complaints. List the decisions management wants supported.
  2. Weeks 3–4: Survey the electrical, mechanical and water infrastructure. Map boundaries, major loads, shared services, tenant areas and existing data points.
  3. Month 2: Rank candidate meters by decision value, load significance, actionability, installation complexity, lifecycle cost and data-management effort. Select a small first phase.
  4. Month 3: Write the metering brief and acceptance plan. Include safety responsibilities, communications, cybersecurity, export format, storage, review cadence and utility-bill validation.
  5. Installation: Use qualified personnel and follow manufacturer and system requirements. Label devices and update drawings as work is completed.
  6. Commissioning: Verify configuration, boundary, timestamps, data transmission, alarms and reconciliation with a reference or utility record. Correct discrepancies before treating the data as a baseline.
  7. Following quarters: Hold scheduled reviews, log actions and outcomes, maintain the asset register, and add points only when an unresolved decision justifies the extra granularity.

The strongest metering program is not the one with the most sensors. It is the one in which each important reading has a clear boundary, a trusted data path, a responsible reviewer and a practical action attached to it.
