In a Nashik-focused report published October 8, 2026, Water Resources and district guardian minister Girish Mahajan called for immediate rationing by local bodies, including adding dry days to municipal supply cycles. Separately, a state announcement reported by PTI set a minimum 10 percent water cut across urban and rural local bodies from October 16, 2026. These are related but distinct measures, and the underlying orders and local implementation notices have not been reviewed.
What did Mahajan call for in the Nashik-focused directions?
The Times of India reported on October 8, 2026, that Mahajan directed local bodies to begin rationing immediately. Municipal corporations and councils were asked to widen the intervals between supply cycles by adding dry days. For example, the report says a locality supplied every two or three days could have one additional day without supply. The report does not establish the schedule adopted by any particular local body.

The stated purpose was to preserve potable water for drinking. Mahajan attributed the need for conservation to poor groundwater recharge after deficient but intense rainfall and falling well and borewell levels. He said the region would need to manage dam stocks for “nearly seven to eight months.” That duration is his reported assessment, not an independently verified hydrological forecast.

How does the reported statewide water cut differ?
A separate PTI report carried by ThePrint on October 5, 2026, said Maharashtra would impose a minimum 10 percent water cut in all urban and rural local bodies beginning October 16. The announcement was reported amid a deficient monsoon, and Mahajan said drinking water would receive the highest priority. The October 16 start date and minimum cut belong to this broader state announcement; they should not be confused with the October 8 report’s call for local bodies to start rationing immediately.

PTI also reported state directions to prevent leakage, operate sewage treatment plants at full capacity, and use treated wastewater for gardening, construction, and washing. What does this mean for construction water?
Under the directions described by The Times of India, potable water from lakes, dams, or wells is not to be used for construction. Treated wastewater is the designated alternative for construction and related non-drinking activities, including curing on ghats. The report does not say how contractors are to obtain that water, which treatment level applies, or how compliance will be checked.
For a project in the affected area, the practical requirements therefore depend on the applicable local-body notice and the relevant project authority’s directions. The news reports alone do not establish a construction-site schedule, a water-quality threshold, a penalty, or whether a particular project has an available treated-wastewater connection. Contractors should confirm those details with the responsible local body before relying on a supply arrangement.

What other water priorities were reported?
The October 8 report says Mahajan called for avoiding rabi cultivation in severely drought-hit areas and prioritizing available water for drinking and fodder cultivation to protect livestock. PTI’s account of the broader government statement describes a more specific agricultural hierarchy:
- Drinking-water needs, livestock, and fodder requirements take priority in irrigation releases.
- Rabi foodgrains and fodder are prioritized, followed by other rabi crops.
- Perennial crops are permitted only if water remains available.
This is not a blanket ban on all rabi crops; the reported state approach conditions crop decisions on local drought severity and water availability.

What national reuse policy context applies?
The Ministry of Jal Shakti says water management is mainly a state responsibility. Its description of the National Water Policy-2012 identifies recycling and reuse as a general norm and advocates treating wastewater to specified standards before reuse. What remains unconfirmed for local projects?
The reported articles do not include the underlying Maharashtra notification or local-body orders. As a result, the exact rationing timetable, affected users, penalties, and construction-use quality specifications are not established by these reports. The distinction matters on site: the policy direction to substitute treated wastewater is clear in the reporting, while the operational requirements must be confirmed through the local authority responsible for the project’s location.
