Navantia says its experience with the Juan Carlos I, Canberra and Adelaide will inform a proposal for the Indian Navy’s Landing Platform Dock (LPD) program. The MoU is a collaboration framework—not a shipbuilding contract, a confirmed design selection or evidence that construction has started.
What did L&T and Navantia agree to?
Navantia describes the MoU as a long-term collaboration framework combining L&T’s engineering and shipbuilding capabilities with Navantia’s experience designing and building surface ships and submarines. The companies say the arrangement is intended to support local capabilities for constructing large ships. Those are stated aims; the announcement does not specify the industrial workshare or demonstrate that new local capacity has already been established. Navantia’s 8 October 2026 announcement is the source for the agreement and the companies’ stated intentions.

Navantia identifies the Spanish Navy’s Juan Carlos I and the Royal Australian Navy’s Canberra and Adelaide as examples of its LHD experience. It says those designs will provide a basis for the Indian LPD proposal. “Basis” does not establish that India has selected any of them unchanged. The public announcement does not give a final configuration, technology-transfer terms, contract price, construction yard or delivery schedule.
Has the Indian Navy awarded them the contract?
No award is established by the MoU or the procurement notice cited here. An MoU records an agreement to collaborate; it is not itself a government shipbuilding contract.

Naval News reported that India’s Defence Acquisition Council granted Acceptance of Necessity (AoN) for the LPD procurement in October 2025. An AoN is a procurement milestone, not proof that a supplier has been selected. The Government of India ePublishing System subsequently listed Navy tender reference SP/10200/LPD, titled “Details of Acceptance of Necessity (AoN) for Procurement of 04 x Landing Platform Docks.” The notice shows a publication date of 11 February 2026 and a bid-opening date of 10 August 2026. Those dates document the notice; they do not establish what happened after the listed bid-opening date. The ePublishing notice is the primary source for its displayed details.
The notice’s linked documents were not available for download when accessed. The sources cited here therefore do not establish the contract value, the status of any request for proposal, competing bids, the selection outcome, the local-build split or a schedule after the stated bid-opening date.

Why is the program called both LPD and LHD?
The Indian procurement is generally described as a Landing Platform Dock (LPD) program, while Navantia’s announcement headline refers to Landing Helicopter Docks (LHDs). The terms emphasize different aspects of amphibious ships: an LPD label highlights the landing-force and landing-craft role, while an LHD label emphasizes aviation operations. They are not evidence that the Navy has publicly adopted a different program designation.
The 2021 Indian Navy request for information (RFI), as reported by Naval News, called for a through deck and helicopter operations. That helps explain how a ship procured as an LPD could also have LHD-like aviation characteristics. The RFI describes requirements, not a selected ship’s confirmed capabilities. Naval News’ account of the 2021 RFI reports the operational and technical requirements.

What would the ships be expected to do?
The 2021 RFI described a broad amphibious and support role. It sought ships able to transport and land a combined-arms force, sustain troops and operations ashore, and move combat cargo between ship and shore. It also described using the ships as command centres for amphibious task forces, for out-of-area contingencies and humanitarian assistance and disaster relief (HADR), as platforms with medical facilities, and as mother ships for unmanned vehicles and platforms. These are stated requirements, not proof that a final design will deliver every capability in a particular configuration.
The RFI’s headline figures, reported by Naval News, were requirements for up to 200 metres in length, accommodation for 540 sailors and 900 embarked troops, and a range of 10,000 nautical miles at economical speed. It also called for electric or hybrid propulsion, a through deck, helicopter hangar and lifts, and capacity for landing craft. None of those figures should be treated as final specifications for a ship that has not been publicly confirmed as selected.

How do the later planning figures differ?
Naval News’ account of India’s 2025 Technology Perspective and Capability Roadmap (TPCR) gives a later planning description of approximately 220 metres in length, with a tolerance of ±5%, and displacement of 29,000 tonnes, with a tolerance of ±10%. It also mentions full electric propulsion, landing craft, radars, a combat management system and unmanned vehicles. Naval News’ 2025 program report supplies this planning context.

What remains unknown about the proposal?
The public information cited here does not identify a winning bidder or final ship design. It also does not disclose a contract price, construction start, shipyard, delivery schedule, detailed technology-transfer terms or the division of construction work between Indian and overseas facilities. Navantia’s named designs show the experience it says will inform its proposal; they do not establish that the Indian Navy has chosen one.
For readers following the procurement, the key distinction is between stated requirements, a company’s proposed design basis and a government award. The 2021 RFI and 2025 planning description set out requirements and planning figures; the 2026 MoU describes company collaboration; and the ePublishing notice records an AoN-related procurement notice. None of those, on its own, confirms that L&T and Navantia have received the shipbuilding contract.
