Ahmedabad Municipal Corporation (AMC) is reported to have issued a new procedure for road design, construction and resurfacing, requiring checks on buried utilities and ground or pavement conditions before work proceeds. Gujarat Samachar reported the procedure on 10 October 2026, a day after its reported issue date of 9 October. The report’s summary was flagged as AI-generated, and the official AMC circular has not been located; the provisions below should therefore be read as reported requirements, not independently verified text of the order.
What the reported guidelines are intended to change
The reported SOP focuses on decisions made before construction: survey the road and its services, investigate uncertain utility records, coordinate municipal departments, and use test results to inform pavement design or resurfacing. Its stated aim is to reduce the cycle of newly completed roads being opened again for utility work.

That is a planning and coordination approach, not evidence that future road cuts will stop. No outcome data establishing that result is available in the reporting. Nor does the available account establish formal adoption of a named highway-standards package. The headline phrase “highway standards” should not be treated as a defined technical designation.

Road geometry and existing features
The report says engineers must record road widths and levels, TP-DP roadlines, footpaths, junctions and trees. These details provide the physical context for the proposed road design and identify features that need to be accommodated.

Buried utility locations
Engineers are also reported to map underground services by depth, size, type and owner. The listed services include water, drainage, storm water, electricity, gas, telecom and streetlights. Capturing both location and service characteristics is intended to help designers anticipate conflicts and plan access before pavement is laid.
Unclear records and trial pits
Where utility information is uncertain, Gujarat Samachar reports that project-engineer approval is required before trial pits are dug. Engineers are to photograph the investigation, prepare a report and restore the site promptly. The report also says anticipated utility shifting or rehabilitation costs are to be included in the initial design estimate, rather than discovered only after construction planning is under way.

How the reported tests inform road decisions
| Test or assessment | Reported use | When it applies |
|---|---|---|
| California Bearing Ratio (CBR) | Inform pavement-structure design by assessing the supporting capacity of soil or subgrade. | Reported as mandatory for unpaved roads before pavement structure is designed. |
| Falling Weight Deflectometer (FWD) | Measure pavement deflection under a load to assess an existing asphalt road. | Reported as compulsory on asphalt roads before resurfacing. |
| Traffic loading in Million Standard Axles (MSA) | Provide the projected traffic-load basis for determining pavement thickness. | Used in pavement design; the report does not provide a specific MSA threshold. |
CBR and FWD answer different engineering questions. CBR concerns the support available beneath a proposed pavement on an unpaved road; FWD concerns the response of existing asphalt before a resurfacing decision. Neither should be presented as a substitute for the other.
The report also describes technical assessment of milling depth before resurfacing, supported by Finished Road Level (FRL) sheets and records of dimensions and pavement layers. These measurements help establish what material is to be removed and the levels the finished work must meet. The account does not give a standard milling depth or a universal pavement thickness.

Department coordination and work sequencing
Before road designs are finalised, the report says water-supply, drainage, storm-water-drainage and streetlight officials must provide written feedback. Joint meetings and site visits are described as compulsory. Necessary new water or drainage lines, and replacement pipes, are to be completed before road construction begins.
This sequencing is central to the reported effort to avoid later excavation: identify required service work, agree on it across departments, and complete it before the road surface is built. Utility mapping alone cannot prevent a later cut if a service need is missed or arises later, so the reported coordination requirements matter alongside the survey.

Gujarat Samachar reports that these requirements are to be included in tenders and requests for proposals (RFPs) for road-design consultants. Including them in project documents is intended to make utility accommodation and other street features part of the design brief, rather than optional additions after the road has been laid.

How this relates to existing AMC specifications
CBR and soil-related controls are not necessarily new to AMC contracts. An AMC 2026–27 North-West Zone road tender reproduced by Tenderkart requires borrow-area samples to be tested and says subgrade material must achieve the specified design CBR at the specified density and moisture. In that tender’s compaction table, subgrade and earthen shoulders require at least 97% of maximum laboratory dry density under IS 2720 Part 8, while embankment requires at least 95%.
Those percentages are figures from that particular 2026–27 tender specification, not requirements independently established as originating in the reported October SOP. Project teams should consult the live tender and contract documents applicable to their work before applying them to a specific project.
Separate quality initiatives reported earlier in 2026
Other AMC quality measures reported during 2026 provide context but should not be attributed to the October SOP. The Times of India reported on 8 June 2026 that AMC planned Supervisory Control and Data Acquisition (SCADA) monitoring at all its hot-mix plants. That report said bitumen should conform to IS 73:2013, with daily viscosity, ductility and softening-point tests witnessed by project management consultants and AMC engineers; it also reported contractor liability under a three-year Defect Liability Period.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSeparately, DeshGujarat reported on 19 August 2026 that AMC Circular No. 46 established independent surprise quality checks of civic works. Its account described correction deadlines of seven days for ordinary defects and two days for serious defects, with serious work stopped until correction and approval. These are reported provisions of a separate circular, not confirmed enforcement clauses of the October road SOP.
Quick Recap
What residents and project teams can reasonably conclude
- The reported shift is toward doing more investigation and interdepartmental coordination before road construction or resurfacing.
- The report assigns distinct roles to CBR for pavement design on unpaved roads and FWD for assessment of asphalt before resurfacing.
- Utility maps, planned utility zones and ducts are intended to reduce avoidable future cuts, but the available reporting does not demonstrate that the measures have already reduced road digging.
- The official October circular has not been independently verified here, so detailed compliance decisions should be based on the AMC order and project-specific tender documents once available.
