What LHDA has announced
LHDA’s public tender bulletin records an “Advance Notice to Industry: FEEDER ROADS & BRIDGES Procurement Opportunities” on 8 October 2026. The advance notice record displays the title and date, but access to the downloadable notice is restricted to registered users.

The programme responds to access losses expected as Polihali Reservoir fills. LHDA’s 2021 public participation notice said existing roads and tracks would be submerged, potentially disrupting journeys to shops, schools, community services and agricultural activities.

The accompanying background information document describes objectives including restoring access to schools, markets and medical clinics; connecting existing and resettled villages to the national road network; and supporting development and tourism in the project area. LHDA named the Senqu, Mabunyaneng, Khubelu, Sehonghong, Moremoholo and Mokhotlong river valleys in its planning notice. That list identifies the planning geography, not a confirmed route list or a guarantee that every valley or settlement will receive a particular road or bridge.
The works form part of Phase II of the Lesotho Highlands Water Project, which includes Polihali Dam, a water-transfer tunnel and associated infrastructure. LHDA describes roads and bridges as advance infrastructure and identifies community liaison, resettlement and livelihood restoration among its social programmes. Improved access to health services is a potential benefit cited by LHDA, not a measured outcome of completed feeder-road construction. See the LHDA Phase II project page.

How the 2026 notice relates to earlier contracts
Three distinct procurement stages help put the announcement in context. The earlier awards are historical records, not confirmation of what the 2026 notice covers.

The M13 million figure belongs only to the 2021 consultancy. It should not be read as a construction budget or as the value of the 2026 opportunities.

What is known about route selection and community input
LHDA’s 2021 planning materials describe stakeholder participation and environmental and social studies as part of developing the master plan. The authority said viable options would be prioritised using findings from the environmental and social impact assessment studies and lessons from Phase I about community mobility around a reservoir.
In its 2021 consultancy announcement, Phase II Divisional Manager Ntsoli Maiketso said: “Viable options will be prioritised based on the findings of the environmental and social impact assessment (ESIA) studies to be completed as part of the feeder roads master plan development process, as will the lessons learned from Phase I regarding the mobility of communities around the reservoir.” This was a statement about the planning process at that time; it does not identify the routes or works in the 2026 notice.

Companies interested in the opportunities should consult LHDA’s current tender bulletin and obtain the full notice through the authority’s registered-user process. The public record reviewed does not provide enough information to determine whether a company qualifies, what work is included or when submissions may be due.
