The announcement is a project milestone, not confirmation that every Scottish marine licence or statutory consent has been granted.
What the European Commission decision means
Orbital Marine Power announced on 12 October 2026 that the European Commission had completed a formal review of EURO-TIDES’ engineering, permits and financing and issued its Go Decision. Orbital describes that decision as clearance for the project to move into construction. The company’s announcement is available at Orbital Marine Power’s project release.

The decision should therefore be understood as the project’s reported construction clearance. It does not, by itself, establish that all Scottish regulatory approvals have been issued. The announcement does not provide a construction start date, a detailed build schedule or an independently verified record of every project-specific permit.

Four turbines designed as one connected array
The proposed installation combines three next-generation O2-X turbines with one O2 turbine. Orbital says this would be the first time the two turbine types operate together as a connected array rather than as separate demonstration machines.
#1 Best Overall
The company presents EURO-TIDES as a commercial demonstration intended to show that connected tidal arrays can be deployed and operated reliably. It also says the project could support the supply chain and strengthen investor confidence in tidal energy. Those are stated project aims, not guaranteed results.
2028 is a conditional target, not a confirmed completion date
Orbital is targeting deployment in 2028, but that timetable depends on completing its current investment round. The available announcement does not state when construction will begin, how long installation will take or when the array would start generating electricity. The 2028 date should therefore be reported as a conditional target rather than a guaranteed commissioning or construction deadline.
Orbital estimates that the array could generate enough clean, predictable electricity for around 9,200 homes. That is a developer forecast of expected household-equivalent generation, not a measurement of operating output and not an independently validated performance result.
Construction clearance is separate from Scottish consenting
Scottish offshore renewable projects can require several authorisations. The Scottish Government’s marine licensing guidance says a marine licence is required to construct offshore renewable generating stations and associated transmission infrastructure. Depending on the project’s capacity and location, applications can also involve environmental impact assessment, habitats regulations appraisal and marine protected area assessment.
A separate section 36 consent is required for generating stations greater than 1 MW in Scottish territorial waters, from 0 to 12 nautical miles, or greater than 50 MW in the Scottish part of the Renewable Energy Zone, from 12 to 200 nautical miles. These are general thresholds. The published material does not independently establish EURO-TIDES’ final capacity, the exact approvals required for its site or the complete status of its statutory consents.
Why environmental monitoring will remain important
NatureScot’s wave and tidal energy guidance, updated 14 October 2025, describes potential collision and disturbance effects for marine mammals, fish and diving seabirds. It also says evidence about how relatively new tidal-stream technologies interact with Scotland’s nature remains limited.
NatureScot supports phased deployment, monitoring and scaling as evidence improves. Those are sector-wide observations, not findings that EURO-TIDES has caused a particular impact. NatureScot reported that four tidal arrays had been consented in Scotland and two were operational when its page was updated; that 2025 figure should not be treated as a confirmed 2026 count.

Tidal stream is not a barrage or lagoon
EURO-TIDES is a tidal-stream array: underwater turbines use strong coastal currents to produce electricity. It is not a tidal barrage or lagoon, which are tidal-range projects that use differences in water level. NatureScot said Scotland had not consented tidal-range projects as of its 2025 update.
The technologies differ in their site requirements, construction methods, predictability, wildlife evidence and consenting issues. The available information does not provide a full cost or performance comparison, so the European Commission decision should not be read as evidence that tidal stream is cheaper or more productive than tidal-range alternatives.
Partners named for the project
Orbital lists the Center for Wind Power Drives at RWTH Aachen, EMEC, Énergie de la Lune, ENGIE Laborelec, MaraSoft, Ocean Energy Europe, the University of Edinburgh and Orbital Marine Power as project partners. Oliver Wragg, Orbital’s development director, called the decision a vote of confidence in the company’s technology and tidal energy’s next commercial phase. Rémi Gruet, chief executive of Ocean Energy Europe, described it as a step toward commercialising tidal energy in Europe. Both statements are company-published views rather than independent assessments.
