Lenoir County Public Schools reported positive patterns among students who received extra academic support in 2025-26, while its Oct. 5, 2026, school board meeting also covered construction at the new E.B. Frink Middle School and a pending grant application for a Woodington Middle School replacement. The intervention findings apply to participating students—not the district’s entire student body—and the meeting report did not include scores or quantified growth results.
What the district reported about intervention results
Associate Superintendent Frances Herring and Elementary School Education Director Stacy Cauley presented results from the district’s 2025-26 intervention program, which provides additional instruction to students identified as needing academic support. Administrators said students receiving support at many schools performed above projected results or expected-growth measures in reading and math.
The presentation described outcomes among students targeted for extra help. It did not establish that intervention caused a particular gain or that all Lenoir County students improved. The meeting report did not name the assessments, publish score tables, break results down by school, explain a comparison-group method or quantify growth.

These participation counts were reported from the district presentation by Neuse News on Oct. 6, 2026. The report does not say whether students receiving both subjects are counted in each subject total, so the figures should not be added to infer a unique number of students served.

Intervention also took different forms at other levels. Woodington focused its intervention resources on math. At high schools, staff described support for students earning course credits and returning to their expected graduation timeline; North Lenoir had an interventionist dedicated to students who had fallen behind their graduating class. Cauley said many students with individual reading plans were represented in the reported results, but she could not provide a separate count or growth figure for that group.
Intervention staffing and program continuation
The district reported having 31 interventionists in 2026-27, down from 36 in 2025-26 and 95 in 2022-23. Superintendent Brent Williams said continuing the program remained a district priority after federal pandemic recovery funding ended. Staff also said retired teachers served as interventionists.

Frink Middle School construction: two schedule references
Assistant Superintendent Nicholas Harvey II told the board the new E.B. Frink Middle School was on schedule and on budget, with completion possible as early as January 2027. That was a possibility described at the meeting, not the date listed in the state project report.

The two statements differ in type: January was presented as an earliest possibility, while March is the date in NCDPI’s report. The state listing does not establish that January completion is impossible.

Work reported at the site
The September project update said exterior canopies were about 90% complete, exterior glass was 95% complete and approximately 95% of doors had been installed. Permanent power was available throughout the building, and conditioned air had been turned on in two classroom wings. Remaining work included ceiling tiles, cabinetry, flooring, athletic equipment installation and final site work. Harvey reported 368 quality observations and no safety incidents resulting in lost work time.
Woodington replacement grant remains pending
Williams said the district submitted a needs-based facilities grant application to the North Carolina Department of Public Instruction on Oct. 2 for a replacement Woodington Middle School. The application was pending at the Oct. 5 meeting; the board did not announce an award.
Budget amendment approved
The board approved Budget Amendment No. 1, increasing the district’s working budget across all funds by approximately $12.3 million, from $131.4 million to $143.8 million. The local current expense budget remained $12.495 million.

Herring presented comprehensive improvement plans and principal-written executive summaries for all 17 schools. Board members were to study the plans during October, with approval anticipated at the next meeting. Shared strategies included targeted small-group instruction, standards-aligned lessons, teacher collaboration, classroom observations and regular reviews of student progress. Plans also addressed attendance, behavior, family involvement and community partnerships.

The board approved a policy revision package that had previously been presented for study. A separate set of newly introduced policy revisions remained under review before a later vote.
The board also received an update on the process for the 2027-28 school calendar; it did not adopt the calendar at this meeting. Committee representatives were to be selected in October, with the committee scheduled to meet Nov. 5. Feedback and discussion were planned for Nov. 6-20, and calendar votes were due Dec. 4. A selected option was expected to go to the board in January 2027 for consideration, with action anticipated in February.
