Lawrence is described as planning an experiment with a menu of pre-approved home designs, intended to make home construction easier and faster. The proposal’s mechanics have not been confirmed in available city materials: it is not clear which designs or properties would qualify, what the city would approve in advance, or how much time the approach might save. A pre-approved design should not be assumed to bypass site-specific reviews or other requirements.
What Lawrence’s proposed design menu would do
The headline describes a planned experiment offering pre-approved residential designs. The available information does not establish whether Lawrence would publish a catalog of plans, review construction drawings ahead of an application, or approve only certain aspects of a project. Nor does it specify eligible lot or dwelling types, customization options, costs, or an implementation date.
There is also no verified estimate of days saved. Until the city publishes details, the proposal is best understood as a possible way to streamline part of the process—not as a guaranteed faster permit or a promise that a selected design can be built on any lot.
How the proposal fits into Lawrence’s approval process
Lawrence’s Land Development Code is listed as effective September 1, 2026, and the city directs applicants to its development regulations and adopted codes. City of Lawrence: Development Codes

The city’s applications page lists planning applications and fees, a pre-application conference request, administrative plan review, and processes involving public hearings. Those different routes indicate that development approval can involve more than a house design alone. The published information does not show that the proposed menu would remove zoning, site-specific, building-code, or other applicable reviews. City of Lawrence: Applications and Forms
The separate 10-year housing plan
In July 2026, the Lawrence City Commission approved a 10-year housing plan following a study that began the previous October. The study was intended to identify local housing challenges and set goals, strategies, and solutions. The report does not say that the pre-approved-design experiment is part of that plan, so the two should not be treated as the same initiative. What to check before relying on a pre-approved plan
If Lawrence publishes the menu, applicants will need to know exactly what an advance approval covers and what remains specific to their site. Key details to look for include:
- Which lots, neighborhoods, and dwelling types are eligible.
- Whether advance review covers zoning, building plans, or both.
- What site-specific reviews and permits are still required.
- Whether changes to a listed design affect its pre-approved status.
- How long an approval remains valid and whether fees differ.
- Whether the city provides a documented estimate of review-time savings.
A city plan-preparation criteria document from 2025 says plans are initially approved for one year and become void unless updated and re-approved. It also says city review checks general conformance with city criteria and code, and does not make the city responsible for design accuracy or adequacy. Because the document dates from 2025, applicants should check whether newer criteria supersede it before relying on either provision. City of Lawrence: 2025 Plan Preparation & Design Criteria
