The Khasi Students’ Union (KSU) says Shree Cement’s environmental impact assessment (EIA) for a proposed 217.394-hectare limestone mine at Lum Syrman in East Jaintia Hills, Meghalaya, contains conflicting descriptions of the site, inadequate safeguards for the Litein River and gaps in its water, forest and biodiversity assessments. The Jaintia National Council (JNC) has separately questioned Gujarat-specific language in the EIA and the project’s regulatory classification. These are objections under review, not findings that the EIA is invalid or that the mine has been approved or rejected.

What project is being challenged?

Shree Cement is proposing the Lum Syrman Limestone Block-A project in East Jaintia Hills, Meghalaya. The reported project area is 217.394 hectares. The Meghalaya State Pollution Control Board (MSPCB) has published the draft EIA, executive summaries and public-hearing proceedings for the proposal. Those records include a public hearing held on 31 July 2026.

The controversy concerns both the mine’s potential environmental effects and whether the EIA documents consistently identify the correct state, regulator and approval route. KSU raised environmental objections before the public hearing. JNC’s complaints focus mainly on document integrity and regulatory procedure.

KSU’s environmental objections

Litein River buffer and agricultural land

KSU says the project boundary directly abuts the Litein River and that the proposed buffer area overlaps the river and nearby agricultural land. The union argues that a mine beside the river would have little tolerance for polluted runoff, siltation or mine effluent. It also says the EIA acknowledges possible adverse effects on water bodies but does not adequately reconcile those effects with the project description or mitigation measures.

KSU has called for a 1-kilometre river buffer, describing that distance as “non-negotiable” and saying the project would be environmentally untenable without it. That is the union’s position; the available material does not establish that a 1-kilometre buffer has been legally ordered or accepted by the authorities.

Water demand and tanker-supply claim

According to KSU’s objection, the project proposal states a water requirement of 150 kilolitres per day and says the entire supply would come from private tankers. KSU considers that arrangement unrealistic and warns that the project could ultimately rely on direct river abstraction or groundwater extraction. The union also complains that mandatory rainwater-harvesting measures are absent.

The 150-kilolitre figure is a proposal value reported in the objection, not an independently measured operating result. Whether tanker deliveries can meet the stated demand, and whether the final approval would require additional water-source controls, remain questions for the regulatory review.

Forest cover and sacred-grove description

KSU says satellite imagery reproduced in the EIA shows dense forest cover, conflicting with a Terms-of-Reference description of the site as barren. The union cites a figure of 49.78% forest cover within the project area and describes the land as a community-managed sacred grove.

KSU further says the area contains 40 medicinal-plant species and supports protected wildlife, including the capped langur, leopard, great pied hornbill and Himalayan vulture. It argues that those ecological features require a more accurate baseline and stronger avoidance measures than the EIA provides.

Caves, biodiversity and farming impacts

The union alleges that the EIA downplays ecologically sensitive caves, including Krem Rynge. It also points to language in the EIA acknowledging that mining would cause habitat destruction and biodiversity loss. Nearby chemical-free paddy cultivation and dust-related respiratory risks are additional concerns raised by KSU.

These points identify potential impact pathways—blasting and excavation near caves, habitat fragmentation, deposition of dust on crops and worker or community exposure—but the sources available for this report do not provide a final authority assessment of their severity.

JNC’s objections to the EIA’s jurisdiction and classification

Gujarat references in a Meghalaya project document

JNC says the EIA’s first-page preamble states: “The primary objective of this EIA report is to obtain prior environmental clearance from the Environmental Impact Assessment Authority of the State of Gujarat.” JNC argues that a project located in Meghalaya cannot properly rely on an EIA addressed to Gujarat.

In a separate statement, JNC quotes the draft EIA as saying: “The application for the term of reference for the proposed project was considered in the meeting of the Gujarat SEAC, based on the submissions and presentation made by the project proponent in SEAC Gujarat & SEIAA had issued the ToR for the EIA study.” JNC treats the passage as evidence of a location mismatch in the Terms of Reference and the EIA process.

Category A or Category B?

JNC alleges that the 217-hectare mine was treated as a Category B project when it should have been handled as Category A. It also says an approved Indian Bureau of Mines mining plan had not been submitted. JNC links that concern to the reported proximity of Saipung Reserve Forest, which it places 4.26 kilometres from the project site, and says the EIA’s categorisation conflicts with that sensitive-area context.

Those are allegations in JNC’s complaint. The available records do not provide a final decision confirming the correct category, determining whether the mining plan was required at that stage or ruling on the reserve-forest distance.

What the competing objections cover

Issue KSU’s position JNC’s position Established status
Site and water The boundary abuts the Litein River; the buffer overlaps the river and farmland; 150 kilolitres per day would be supplied by tankers. Not the main focus of JNC’s complaints. Claims are under regulatory consideration; no final buffer or water-use condition is recorded here.
Forest and biodiversity The EIA’s “barren” description conflicts with 49.78% forest cover, a sacred grove, caves and listed species. Not the main focus of JNC’s complaints. Ecological features are alleged in the objections; no final baseline ruling is available.
Document language Raises inconsistencies between site descriptions and mitigation plans. Quotes Gujarat-specific EIA and ToR language for a Meghalaya project. The quoted passages are part of the complaints; their legal effect has not been decided.
Regulatory route Raises environmental- impact concerns. Alleges Category B treatment, a missing approved mining plan and inadequate consideration of Saipung Reserve Forest. No final categorisation or clearance decision is supplied.

Where the approval process stands

The MSPCB’s published materials confirm that the project went through a public-hearing stage, with proceedings listed for 31 July 2026. That confirms the hearing occurred; it does not resolve the objections raised there.

The Government of Meghalaya later announced that a fact-finding committee hearing on the Shree Cement matter was rescheduled to 16 October 2026 at Committee Room IV of the Meghalaya Civil Secretariat in Shillong. The notice invited people who had submitted representations to attend with their original documents.

No final court judgment, fact-finding report or definitive environmental-clearance decision in the available material determines whether the alleged contradictions are errors, whether they require a revised EIA or whether the project can proceed. Accordingly, the project should be described as proposed and under review—not as cancelled, finally approved or legally invalid.

How to assess the allegations as documents are released

  • Check document consistency: confirm that the final EIA, Terms of Reference and executive summary identify Meghalaya authorities and the Lum Syrman site throughout, rather than retaining Gujarat-specific text.
  • Check the ecological baseline: look for mapped setbacks from the Litein River, agricultural plots, caves, forest patches and the reported sacred-grove area.
  • Check water controls: look for a quantified source-and-delivery plan, limits on groundwater or river abstraction, tanker verification and rainwater-harvesting requirements.
  • Check the regulatory route: verify the project category, the authority that issued the Terms of Reference and the status of the Indian Bureau of Mines mining plan.
  • Check the decision record: distinguish public-hearing participation and fact-finding recommendations from a final clearance order or court ruling.

What is known—and what is not

The known facts are that Shree Cement has proposed a 217.394-hectare limestone mine at Lum Syrman, KSU and JNC have filed objections identifying environmental and procedural contradictions, an MSPCB public hearing was held on 31 July 2026, and a state fact-finding hearing was scheduled for 16 October 2026. The truth and legal consequences of the alleged EIA defects remained unresolved in the available record.
