Duke Energy Florida has completed construction of the Bailey Mill Solar Center in Monticello, Jefferson County, Florida. The utility says the 74.9-megawatt project can supply electricity equivalent to the needs of about 15,000 homes and is expected to reduce fuel purchases over time.
What the Bailey Mill Solar Center adds
Bailey Mill is a utility-scale solar installation now connected to Duke Energy Florida’s generation portfolio. The company reported the completion on October 16, 2026. Its stated capacity is 74.9 megawatts, and the site contains approximately 163,000 solar panels.

How the project is expected to reduce fossil-fuel use
Duke Energy Florida said that, at peak output, Bailey Mill will displace fuel purchases equivalent to 1.2 million cubic feet of natural gas, 15,000 barrels of fuel oil and 12,000 tons of coal annually. “At peak output, the Bailey Mill solar site will displace 1.2 million cubic feet of natural gas, 15,000 barrels of fuel oil and 12,000 tons of coal annually,” the company said in its release.

Those quantities describe fuel displacement attributed to the site under the company’s peak-output framing. They are not a statement that the plant burns or stores those fuels, nor do they establish a fixed hourly production profile. The mix of generation displaced can change with demand, weather, fuel prices and the utility’s dispatch decisions.
What the savings could mean for customers
Duke Energy Florida projects $250 million in fuel-cost savings over time from Bailey Mill. Fuel costs are generally recovered through utility billing mechanisms, so lower fuel purchases can benefit customers when the savings flow through those mechanisms. The published figure is a long-term projection rather than a guaranteed reduction on a particular monthly bill, and no per-customer amount or annual timetable was provided.

Melissa Seixas, Duke Energy Florida’s state president, said: “Every solar site we bring online reduces the amount of fuel we need to purchase, and those savings go directly to our customers’ bills. We’re grateful to the Jefferson County community for partnering with us to make this project possible.”
Bailey Mill in Duke Energy Florida’s solar expansion
The company currently operates 25 solar sites in Florida, according to the October 2026 report. It expects 11 additional sites to be completed by 2028. That is a company-reported outlook, so the total and schedule may change as projects are completed or timelines are revised.

Bailey Mill’s completion adds capacity to that broader build-out rather than representing a standalone change to Florida’s entire electricity system. Its practical contribution will depend on actual solar production, grid demand and how other generators are operated when the site is producing power.

The completion announcement did not state Bailey Mill’s construction cost, acreage, contractor names, financing terms or interconnection date. It also did not publish an annual energy-generation forecast, a panel manufacturer, storage capacity or a detailed schedule for fuel-savings realization. Those omissions make the reported capacity and household-equivalent figure useful for scale, but insufficient for calculating the site’s exact annual output or a precise bill impact.

Why the completion matters in Jefferson County
For Jefferson County, the project marks the delivery of a large new generation facility in Monticello. For the utility, it provides another solar resource that can produce electricity without on-site combustion while reducing the amount of conventional fuel needed at peak output. The measurable public figures are the 74.9-megawatt capacity, approximately 163,000 panels and the company’s estimate of equivalent supply for about 15,000 homes.
