Jammu and Kashmir has notified a 2026 City Gas Distribution (CGD) Policy after approval by the Union Territory’s Council of Ministers, according to a report published by The New Indian Express on 8 October 2026. The policy sets out a phased plan to extend piped natural gas (PNG) and compressed natural gas (CNG) infrastructure across all 20 districts. It does not establish that household connections or CNG stations are already operating throughout the Union Territory.

For manufacturers, access to PNG could eventually provide an alternative fuel supply for eligible processes and help businesses manage fuel procurement. The government also links the policy to industrial competitiveness, investment and employment. Those are expected outcomes; the available announcement provides no measured savings, emissions reductions, job totals or adoption figures.
How implementation is being governed
Jammu and Kashmir’s General Administration Department issued Government Order No. 656-JK(GAD) of 2026 on 6 April 2026, creating a Union Territory-level high empowered committee for CGD policy and PNG expansion.

The committee is chaired by the Chief Secretary. Its membership includes the departments responsible for Finance; Public Works (Roads and Buildings); Food, Civil Supplies and Consumer Affairs; Housing and Urban Development; Industries and Commerce; Rural Development; and Labour and Employment. Projects in Jammu and Kashmir remain subject to the Petroleum and Natural Gas Regulatory Board (PNGRB) framework. PNGRB’s regulations directory lists national rules covering CGD authorization, tariffs, exclusivity, technical and safety standards, service quality, access, integrity management and capacity. The directory also shows a technical and safety standards amendment dated 18 September 2026.
