Georgia’s Roads Department led delegates from the 4th International Road Federation (IRF) Europe and Central Asia Regional Congress to the B3 Arch Bridge construction site on October 2, 2026. The bridge is part of the Kvesheti–Kobi section of Georgia’s North–South Corridor. China Railway 23rd Bureau Group, the contractor, said delegates reviewed construction progress and heard about the project’s management and technical measures; its account is the available source for details of the visit and on-site work.
What did the IRF delegation see at the B3 site?
The congress ran in Tbilisi from September 30 through October 2, 2026. According to China Railway 23rd Bureau Group’s October 2 release, the Roads Department of Georgia led participants to the bridge site on the final day. Delegates inspected progress and asked about arch alignment and stress control, construction procedures, winter safety, lifecycle maintenance, and how future work would be organized. No independent account of the visit was identified.
The contractor said it explained its use of European standards, FIDIC contract management, precision control for closing the twin-rib arch, intelligent monitoring, and wind-tunnel test verification. These are measures reported by the company, not an independent assessment of performance. Project manager Han Shuai described the company’s overseas business philosophy as “Quality Delivery, Safety First, Standards Alignment and Local Integration.”
What is the B3 Arch Bridge, and how large is it?
B3 is a deck-type reinforced-concrete arch made of two separated box ribs, according to China Railway 23rd Bureau Group. The company says construction uses cantilever casting with cable-stayed anchoring: concrete sections are cast outward from the supports, while stays help hold the advancing structure in position.

The contractor’s October 2026 release gives the bridge a total length of 437.875 meters, a 286-meter main-arch net span, and a 164-meter vertical difference between the deck and the valley floor. These figures distinguish the full bridge length from the arch’s span and from the bridge’s height above the valley.
Why do published dimensions differ?
The Kvesheti-Kobi project website’s FAQ describes an arch bridge 426 meters long and an arch 285 meters long. Those figures do not match the contractor’s 437.875-meter total length and 286-meter main-arch net span. The published descriptions may reflect different design versions, rounding, or measurement definitions; neither source, as cited here, resolves the difference. They should therefore be read as separate source-specific descriptions, not combined into a single definitive specification.

What construction conditions does the contractor report?
China Railway 23rd Bureau says work faces Beaufort scale 9 winds, temperatures as low as -20°C, snow accumulation of two meters, and high-intensity seismic conditions. These are contractor-reported conditions; the available material does not independently verify site measurements. The company also describes the future bridge as the Caucasus region’s largest-span reinforced-concrete arch bridge and its span as among the largest worldwide for similar cantilever-cast arch bridges. Those are prospective comparative claims from the contractor, not independently verified rankings.
When is the B3 arch expected to close?
In its October 2, 2026 release, China Railway 23rd Bureau said it would pursue main-arch closure during 2026. That statement is a target, not confirmation that closure has happened. The available account does not establish whether the target was met.

How does B3 fit into the Kvesheti–Kobi road project?
The bridge is part of the Kvesheti–Kobi road project, within Georgia’s North–South Corridor. The official project website describes a planned 23-kilometer, two-lane route with five bridges and five tunnels, alongside rehabilitation of one bridge. It identifies Georgia’s Roads Department as commissioning authority and the Asian Development Bank (ADB) and European Bank for Reconstruction and Development as funders.
The project site says the new route is intended to cut the Kvesheti–Kobi journey from about an hour to 15 minutes and shorten the route by 11 kilometers. These are projected benefits, not reported travel results. ADB’s project overview describes about 23 kilometers of two-lane highway and about five kilometers of all-weather access roads; it also includes road-safety awareness and a Khada Valley visitor center in the wider investment.

Why build a new route?
Official project materials say the existing route is exposed to difficult winter weather, heavy snow, and avalanche risk that can interrupt traffic. The new road is intended to provide more reliable year-round access and safer travel, while improving connectivity for trade, tourism, and economic corridors. Those are project aims, not evidence that the intended outcomes have already been achieved.
