Several PennDOT construction projects affect I-95 and nearby streets in Northeast Philadelphia, but the restrictions are not all in the same place or on the same schedule. As of October 11, 2026, the latest surfaced traffic-pattern notice was published October 2 and described a setup expected to finish October 10—so it is not confirmation of today’s lane layout. Check 511PA before traveling.
Two I-95 projects, two different corridors
PennDOT’s I-95/AF3 project covers 1.3 miles between Tioga Street and Wheatsheaf Lane, where the highway is being reconstructed and widened in both directions. Its April 2026 announcement also described improvements to northbound I-95 access at Castor Avenue. The separate I-95/BS2 project runs from Margaret Street to Carver Street. It includes work on I-95 structures and a retaining wall supporting northbound widening, with effects on nearby streets and ramps. PennDOT listed its value as $267.9 million in an August 2026 notice. What the October 2 AF3 notice said about Allegheny Avenue
PennDOT District 6’s October 2, 2026 notice said crews would continue preparing a new northbound traffic pattern the following week, with the setup expected to be fully in place by October 10. That target date has passed; the notice does not establish the current traffic pattern.

The notice listed overnight work from October 5 through 8, including a closure and detour of the Castor Avenue ramp to northbound I-95. The published detour directed drivers north on Aramingo Avenue, then left on Adams Avenue to the northbound ramp at the Betsy Ross Bridge Interchange. These were scheduled dates and routing, not a live detour advisory. PennDOT cautioned that “Drivers are advised to allow extra time when traveling through the work area because backups and delays may occur.” PennDOT District 6 notice dated October 2, 2026.
BS2 restrictions around Tacony Street and Bridge Street
Southbound Tacony Street lane reduction
In a September 17, 2026 announcement, PennDOT said southbound Tacony Street had been reduced to one lane between Bridge Street and Van Kirk Street through late 2027. The adjacent work involves demolishing and rebuilding I-95 structures and a retaining wall that supports northbound widening. Bridge Street ramp to northbound I-95
PennDOT announced that the Bridge Street ramp to northbound I-95 would close permanently on August 21, 2026. Its published detour routed drivers via Tacony Street and State Road/New State Road to the Milnor Street on-ramp. The announced closure date has passed, and the old detour should not be assumed to be the best current route. PennDOT said a new Tacony Street ramp was expected in late 2027 and the overall BS2 project was expected to finish in spring 2028; those are announced targets, not guarantees. How to check conditions before driving
- Open 511PA and check the I-95 segment and nearby streets you plan to use. PennDOT says the service provides delay warnings, weather forecasts, traffic speeds, and camera access.
- Use the 511PA smartphone app or call 5-1-1 if you need another way to check; PennDOT also points travelers to regional social alerts.
- Recheck shortly before departure. Construction schedules can change, and the October 2 pattern notice only gave a target date that has already elapsed.
What is known about delays
PennDOT warned that backups and delays may occur, but the notices cited here do not quantify how many minutes a driver should expect to lose. They also do not provide an independent study measuring the closures’ effect. Allow extra time as PennDOT advises, but use live traffic conditions—not an invented delay estimate—to decide when to leave or which route to take.
