The work is planned to include development of a processing facility and joint technical and economic assessments; no test results or quantified environmental benefits have been reported.
What the agreement covers
Gulf Construction reported on October 10, 2026, attributing its account to the Saudi Press Agency (SPA), that Saudi Readymix and ClimateCrete signed an MoU supported by the Oil Sustainability Program (OSP). The stated scope is to explore re-engineered sand for sustainable concrete mixes, develop a processing facility, and jointly assess the material in practical applications. Read Gulf Construction’s account of the agreement.

This is an evaluation and development effort, not evidence that a finished material has passed testing or entered routine commercial use. The report does not state a project timetable, facility capacity, product specification, or planned replacement ratio.
What “re-engineered sand” means here
The reported feedstock is drilling and construction waste that would be processed into sand for concrete. The announcement, as reported, does not identify the waste streams in greater detail or describe the processing method, resulting composition, particle grading, or quality controls. Those details matter because different feedstocks and processing methods can produce materials with different concrete behavior.
#1 Best Overall
- FOR EASY REPAIRS — It's the ideal concrete patch repair mix, neatly fixing cracks and spalls so your property looks like new. It's even textured for a more seamless blend with the existing structure
- TOUGH AND DURABLE — Formulated to avoid shrinking or cracking, the ready-to-use premixed cement patch offers good adhesion and high strength so your slabs, walls & walkways/sidewalks perform as good as ever
- EASY CLEANUP — Sika concrete patch is acrylic-based, so once application is done, it cleans up using only water. No need for special cleaners and chemicals
- GREEN — It follows regulations concerning the use of volatile organic compounds (VOC), helping to keep the air we breathe cleaner and fresher
- A BREEZE TO USE — Minimal prep is required, since it comes premixed. Just use a putty or trowel to spread where repairs are needed. It takes only a few hours to set and about a day for a full cure
What the parties plan to test
The reported objectives include evaluating performance, strength, efficiency, and economic feasibility in practical concrete applications. These are planned assessment areas, not published findings. No mix data, strength measurements, durability results, applicable approvals, or comparison with conventional sand are given in the available account.
To judge a future result, readers will need details such as the feedstock and processing route, sand grading and share of the mix, fresh and hardened concrete performance, quality-control requirements, and the baseline used for cost and environmental comparisons. Without that information, the material’s suitability for particular applications cannot be established.

- QUICK SETTING: Sets in 20 minutes
- VERSATILE: Indoor, and outdoor use
- EASY TO USE: Ready to use! Just add water, mix, and use!

Potential benefits are not yet quantified
Reusing waste as a concrete input could be intended to reduce disposal and reliance on other sand supplies. But the announcement provides no figures for emissions avoided, imported sand displaced, cost savings, or facility throughput. Those outcomes remain potential rationales for the work, not demonstrated impacts of this agreement.

The agreement sits alongside broader Saudi sustainable-concrete activity, but the initiatives should not be conflated. SPA reported that the NovusCrete consortium launched on January 26, 2025, with participants including the Public Investment Fund, Saudi Investment Recycling Company, NEOM’s Design and Construction Sector, Sika, and ClimateCrete. Its broad priorities included work involving seawater, polymer-based materials, recycled construction and demolition waste, and fine sand. That consortium-wide agenda does not establish that every priority is part of the specific Saudi Readymix–ClimateCrete sand agreement. See SPA’s NovusCrete announcement.

SPA identified Prince Abdulaziz bin Salman bin Abdulaziz, Minister of Energy and OSP supervisory committee chairman, as witnessing the 2025 consortium MoU signing. That detail concerns the earlier launch; it is not a statement about the later re-engineered-sand agreement. SPA’s announcement of the signing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What remains unknown
- How the drilling and construction waste will be processed and what its composition will be.
- Whether the resulting sand meets relevant specifications and quality-control requirements.
- Which concrete mixes and applications will be evaluated, and at what replacement proportions.
- What the tests show about strength, durability, and other performance measures.
- Whether a facility has advanced, and its schedule, capacity, costs, or commercial supply arrangements.
- How environmental and economic outcomes compare with a clearly stated conventional baseline.
Gulf Construction’s October 10, 2026 report does not answer these questions or provide a later project update. Until test data and project details are published, claims of proven performance, scaled adoption, or measured emissions reductions would go beyond the available evidence.
