Hyundai E&C says it has developed purpose-built equipment for excavating spent nuclear fuel deposition holes and demonstrated it by excavating a full-scale hole in bedrock at an underground research tunnel. The company describes the work as part of a government-funded spent-fuel management R&D project led by the Korea Radioactive Waste Agency (KORAD).
What the equipment is designed to do
A deposition hole is excavated in underground bedrock to hold a disposal canister containing spent nuclear fuel. Hyundai E&C says its machine was designed for the hole specifications and construction conditions of the Korea Advanced Disposal System (KORADIS), a disposal system developed for Korea’s geological and technical conditions. It is specialized industrial equipment, not a standard commercial excavator. Hyundai E&C’s announcement describes the design.

Excavation quality matters because cracks or other damage to the surrounding rock could create pathways for groundwater flow. The safety rationale for precision excavation is to limit that excavation-induced damage around the hole. Hyundai E&C’s explanation of the rationale frames this as relevant to long-term facility safety; it does not quantify a safety improvement.
Reported dimensions and cutterhead design
Hyundai E&C reports that the equipment is 1.75 meters in diameter and 5.7 meters long. Its cutterhead folds after excavation, a feature the company says allows the machine to be retrieved safely and reused. The design is intended to support repeated excavation of multiple holes at a disposal facility. The company announcement provides these specifications and design claims.

How Hyundai E&C says it demonstrated the machine
- Excavation: Hyundai E&C says it used the equipment to excavate a full-scale deposition hole in rock in an underground research tunnel.
- Ground-condition analysis: During excavation, AI analyzed data in real time to assess ground conditions and inform optimization.
- Post-excavation assessment: The company says it used LiDAR-based digital mapping to check construction quality and the hole’s suitability. The announcement’s account of the demonstration and its description of the assessment methods do not give independent accuracy measurements or comparative results.
The work was part of a government-funded spent-fuel management R&D project led by KORAD. Hyundai E&C says its HMG Construction Technology Research Institute—the integrated R&D organization of Hyundai E&C and Hyundai Engineering—carried out the work, and that Hyundai E&C was the only construction company participating in the project. These details are reported by the company in its 2 October 2026 announcement.
What the announcement establishes—and what it does not
The announcement documents a company-reported full-scale rock excavation demonstration and describes the machine’s intended retrieval, reuse, and assessment methods. It does not, by itself, establish independent performance validation or deployment at an operating repository. It also reports no excavation rate, accuracy figure, cost, measured reduction in rock damage, or comparison with another excavation method. The reported specifications and demonstration should therefore be read as Hyundai E&C’s account, not as independently confirmed performance data.

An unnamed official from the HMG Construction Technology Research Institute called the achievement significant because Hyundai E&C had become the first Korean builder to develop dedicated deposition-hole excavation equipment and verify its performance and constructability through actual rock excavation. That characterization is the institute official’s statement quoted in the company announcement, not an independent assessment. Read the quoted statement.
