Then compare those records with the property being sold. A property-tax record, utility connection, sale registration, seller’s assurance, or an online search result alone does not establish both approval and occupancy status.
First identify which authority approved the property
Hyderabad-area properties do not all follow one portal route. Start with the issuing authority named on the original permission, and confirm that it has jurisdiction over the property’s locality. Do not assume that a portal used for a new application is also the correct place to authenticate every older file or certificate.

| Property or record context | Published route or next step | What not to assume |
|---|---|---|
| GHMC building-permission applications | GHMC’s homepage notice says new GHMC building-permission applications stopped being accepted through TG-bPASS after 2 April 2025 and moved to BuildNow from 3 April 2025. | The notice concerns new GHMC building-permission applications. It does not establish that every legacy record, OC service, or other jurisdiction has migrated to BuildNow. |
| Gram-panchayat areas under HMDA jurisdiction | HMDA says building permissions and OCs for these areas are processed through TG-bPASS; its DPMS portal lists both services. | Do not treat this as the route for every property in the wider Hyderabad metropolitan area. Confirm that the specific locality falls within this category. |
| Another Hyderabad-area jurisdiction or an older file | Use the sanctioning body named in the original permission and ask that authority where its records are now held and how to obtain an authenticated copy. | The reviewed official information does not establish one public archive covering every authority and historical file. |
If an online search does not return a record, that alone does not prove that permission or an OC was never issued. Ask the issuing authority for a certified copy or written confirmation, and resolve discrepancies before relying on the seller’s documents.

Request the permission order and complete sanctioned plan
Ask the seller or developer for the authority-issued building-permission proceedings or order, the full set of sanctioned plan sheets, and the application or file number. GHMC’s published building-application procedure describes the approved plan and proceedings as available through the owner or architect login after approval. Verify the supplied copies with the authority rather than treating a screenshot, summary sheet, or builder’s assurance as the underlying approval.

Check the details across the order and drawings, and compare them with the sale documents and the property you inspected:
- Issuing authority, file or application number, owner or developer name, and property address.
- Plot and survey identifiers, building or block, and the permitted use.
- Approved floors, building footprint, setbacks, parking, and common areas shown on the plans.
- Whether the plan sheets appear complete and correspond to the permission order, rather than to a different block, plot, or project phase.
GHMC’s building-permit order says construction must follow the sanctioned plan. The order also states: “The permission accorded does not confer any ownership rights.” A building approval is not proof that the seller owns the land or has valid title to sell it.

Obtain the final OC and establish what it covers
Ask for the issued OC, not just an application receipt, inspection status, or promise that the certificate will be obtained. Read the certificate itself and establish which building, block, phase, floor, or portion it covers. In a project completed in stages, an OC for one phase or block should not be assumed to cover another or the particular home being sold.
Match the certificate’s identifiers to the permission order and plan. If the OC’s scope is unclear, ask the issuing authority for confirmation in writing. GHMC’s building-permit order states: “Occupancy Certificate is compulsory before occupying any building.” That requirement does not make an OC a title document or a guarantee that every feature of an individual flat matches the approved plan.

Compare the approved drawings with the completed property
Compare the sanctioned plan with the building as it exists, including the unit and relevant shared areas. Focus on differences that can be checked against the drawings and documents: added or missing floors, changes to the footprint or setbacks, a different use, parking arrangements, and changes to common areas or amenities. A technical professional can help assess plan-to-site differences that are difficult to evaluate from documents alone.
An authority inspection or an issued certificate is evidence of an approval process, but it is not a reason to ignore a specific mismatch. If the documents and site do not align, request the relevant revised approval, completion record, or written explanation from the authority. Do not treat a claim that a change was “regularized” as proof without the corresponding authority record.

How the published OC processes work
HMDA procedure for its covered areas
HMDA’s published procedure says an applicant applies online after construction is complete and provides an architect-certified completion notice, an as-built drawing in PDF, a declaration-cum-undertaking on non-judicial stamp paper signed by the owner, builder, architect, and structural engineer, and building photographs. HMDA’s checklist also calls for photographs that include the approach road. The authority describes drawing scrutiny by a technical officer and a site inspection report that identifies deviations.
HMDA publishes a 15-day OC timeline in its checklist. This is the authority’s stated service timeline, not a guarantee that a particular application will be completed within that period. Its procedure says that when deviations are observed, it calculates compounding charges only up to 10% of the sanctioned plan. That is a limited description of the procedure—not a blanket allowance that makes every deviation lawful, safe, or eligible for regularization, and not evidence that a particular building has been regularized.

GHMC procedure
GHMC describes an online OC application after construction completion. For a permit issued online, the applicant can enter the DPMS building-permit number to retrieve sanctioned-file details; where a permit was not issued online, the procedure asks the applicant to enter the details. GHMC describes inspection, notices and status updates, possible compounding-fee payment, and final OC generation through the applicant’s login and email.
That process explains how an application may be handled; it does not authenticate a certificate supplied by a seller. Have GHMC confirm the issued OC and its scope. GHMC’s Citizen’s Charter lists 15 days as the occupancy-certificate service timeframe, but that published timeframe is not an assurance about the elapsed time for a specific file.
Keep planning approval separate from title checks
Building permission and an OC address planning approval and completed construction. They do not establish ownership or cure defects in land or title documents. Review the ownership chain and title records separately, with appropriate local legal advice. If permission papers, title documents, or the physical property conflict, pause the transaction until the issuing authority and independent legal or technical advisers have addressed the issue.

Buyer’s verification checklist
- Identify the property’s locality and the sanctioning authority named in the original permission.
- Request the permission order, every sanctioned plan sheet, the relevant file or application number, and the final OC, including any partial OC documents.
- Match names, address, plot and survey identifiers, building or block, permitted use, and approved floors across the order, plans, and certificate.
- Confirm with the issuing authority that the permission and OC are genuine and determine exactly which completed structure or phase the OC covers. If the portal does not find the record, request certified copies or written confirmation from the issuer.
- Compare the approved plan with the building, unit, and relevant common areas; ask for authority records supporting any claimed revised approval or regularization.
- Conduct title and land-ownership checks independently. Do not substitute tax, utility, or registration records for permission, an OC, or title review.
- If any record or site condition conflicts, seek written clarification from the authority and independent legal or technical review before relying on the seller’s explanation.
