How to Set Up a Trunk-or-Treat Event in a Parking Lot

Set up a trunk-or-treat as a pre-registered, pedestrian-first loop—not as a normal parking lot with children walking among moving cars. Obtain written permission, confirm local permits and insurance, draw a separated walking route with an emergency lane, stage every vehicle before opening, and keep vehicles stationary until staff authorize a controlled departure. The steps below turn those principles into a workable parking-lot plan.

1. Choose a lot that can be made pedestrian-first

Start with a level, well-lit parking lot where the owner or municipality is willing to close vehicle movement for the guest period. A lot that works for everyday parking is not automatically suitable for a family event. Walk it at the same time of day as the planned event and look for blind corners, broken pavement, drainage grates, steep slopes, blocked hydrants and dark areas.

Site requirements

  • A separate pedestrian entrance: Families should enter without crossing an active drive lane.
  • Room for an emergency lane: Keep a clearly marked route open for fire, medical and police access from setup through cleanup.
  • Accessible travel: Preserve an accessible route from parking or drop-off to check-in, the trunk loop, restrooms and any program area. Avoid cords, loose mats and decorations that create trip hazards.
  • Restrooms or nearby facilities: Confirm hours, lighting and accessibility before advertising the event.
  • Overflow capacity: Decide where late arrivals, rideshares, staff vehicles and emergency staging will go without putting pedestrians in a traffic lane.
  • Reliable lighting: Identify existing fixtures and the areas that still need battery lighting. Do not assume the lot supplies usable electrical outlets.

Get written authorization before announcing the date

Obtain a signed agreement from the property owner or municipality. Ask the local authority which applications and inspections apply to your exact address and event size. Confirm requirements for special-event permits, insurance limits, fire inspection, tents and canopies, generators, extension cords, food service, amplified sound, accessibility and weather cancellation.

Rules differ by jurisdiction and by host property. For example, Parkland’s 2026 application requires participating vehicle owners to provide a driver’s license, registration and insurance. Cordova Recreation and Park District’s 2025 materials say its event attracts more than 2,000 participants each year and prohibit pop-up tents or E-Z Ups under the district’s fire-code requirements. Treat those examples as prompts for questions, not as a universal permit checklist.

2. Decide the operating model and capacity

The safest general model is a walking loop: guests move on foot past parked trunks while staff prevent vehicle movement. A drive-through event is a different operation, with cars moving through a queue and passengers receiving treats from staff. Choose one format and write its rules, staffing plan and permit description around that choice; do not combine moving cars with a pedestrian loop during the same guest period.

Planning factor Walking-loop trunk-or-treat Drive-through format
Pedestrian exposure Children stay in a marked walking area while participating vehicles remain parked. People are exposed to vehicles moving through a queue, so vehicle control and loading procedures dominate the plan.
Vehicle throughput Vehicles are staged before opening and do not move until release. Vehicles must move continuously or in batches, requiring a controlled queue and active traffic marshals.
Staffing emphasis Check-in, loop monitors, treat stations, first aid, lost-child response and release control. Queue marshals, crossing control, loading supervision and strict spacing between vehicles.
Emergency access A fixed emergency lane can remain clear beside the pedestrian loop. The emergency route must remain clear while a queue is moving and while vehicles are stopped.
Weather protection Guests are outdoors on foot; shelter and rain plans affect the walking route. Guests may remain in vehicles, but staff still need safe, visible positions outside the queue.
Permit and fire review Review pedestrian closure, tents, lighting, electrical equipment, food and sound rules. Review all of those items plus queue length, vehicle circulation and traffic-control measures.

There is no universal capacity formula in the available municipal guidance. Set a conservative registration limit based on the loop’s width, the number of staffed trunks, the emergency lane and the time available, then ask the host or permitting authority whether a crowd or traffic limit applies.

3. Register vehicles and put the rules in writing

Pre-registration lets you draw a real layout instead of improvising when families arrive. Use one application per trunk and issue a numbered space. Collect the host contact, participant name, phone or email, vehicle make and plate, and any documents required by the host or municipality. Parkland’s 2026 form is an example of a jurisdiction requiring a driver’s license, registration and insurance.

Rules every participant should acknowledge

  • Arrive by a firm cutoff so all trunks are parked and decorated before guests enter.
  • Remain parked until the event lead authorizes departure.
  • Keep decorations, cords, coolers and supplies inside the assigned footprint.
  • Keep sight lines, hydrants, exits and the emergency lane clear.
  • Use family-friendly themes and comply with the host’s restrictions on sales, alcohol, political activity or other commercial activity.
  • Distribute only commercially packaged, individually wrapped candy or toys permitted by the host.
  • Do not use open flames, unsafe electrical connections, smoke effects or decorations that can fall into a walking path.
  • Follow the event lead’s instructions immediately during an emergency, weather pause or evacuation.

Send the rules with the confirmation email and repeat the vehicle-release rule at check-in. Written expectations reduce arguments when a driver wants to leave early or a decoration extends into a route.

4. Draw the parking-lot layout

Make a scaled sketch before placing a single cone. Mark property boundaries, every entrance and exit, fire hydrants, accessible parking, restrooms, light poles, electrical sources and the emergency lane. Then draw the guest route so a child never has to cross a lane where a car could move.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Build a one-way walking loop

  1. Place trunks on the outside of the loop. Angle rows or line vehicles along the perimeter so children face parked vehicles and do not weave through active drive aisles.
  2. Define the pedestrian edge. Use cones, crowd-control barriers or other visible separators at every vehicle entrance, crossing point and queue end. Tape alone is easy to miss in low light and should not be the only control where cars could enter.
  3. Keep the route wide and continuous. Leave room for wheelchairs, strollers, children walking beside adults and staff responding to an incident. Remove dead ends that force guests back through the entry stream.
  4. Reserve the emergency lane. Mark it with signs and cones, brief every marshal and prohibit staging, tables, generators or overflow parking in it.
  5. Put service points where staff can see them. Check-in, first aid, lost-child reunification, restrooms and the event-lead position should be easy to locate without sending families against the walking flow.
  6. Separate staff and supply movement. Bring candy boxes, waste bags and replacement batteries in before opening; do not run restocking carts through the guest route.

Walk the finished layout before opening

Have two staff members follow the entire route from a child’s eye level. Check for protruding mirrors, open hatchbacks, unsecured tailgates, low branches, cords, wet pavement, sharp stakes and places where a child could slip between a trunk and a barrier. Confirm that every exit remains visible and that a responder can reach any point without climbing over a barrier.

5. Control arrival, guest hours and departure

Vehicle movement must be controlled as a separate phase from guest circulation. La Verne, Rancho Palos Verdes and Parkland rules keep participating vehicles parked until staff determine that departure is safe. Use that same separation even if your local form uses different wording.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Arrival and staging procedure

  1. Close or gate the lot before the first guest enters. Put a sign at each approach stating that the event is closed to moving traffic during guest hours.
  2. Station a marshal at every vehicle entrance. Admit registered trunks only, verify the number and direct each driver to the numbered space.
  3. Once a trunk is parked, turn off the engine, set the parking brake and keep keys with the driver. Do not allow repositioning after guests enter unless the event lead stops the program and clears the route.
  4. Complete a walk-through for blocked hydrants, loose cords, unstable decorations, trip hazards and access to the emergency lane.
  5. Open the pedestrian entrance only after the event lead confirms that every participating vehicle is staged and the route is clear.

Departure procedure

  1. Stop new admission at the announced closing time and keep trunks staffed until the final family leaves.
  2. Use the public-address system or a designated marshal to stop the walking flow. Keep children and adults behind the pedestrian barrier.
  3. Count the release in a controlled sequence, such as one row at a time. A marshal walks the route and checks crossings, blind spots and the exit lane before each release.
  4. Release a vehicle only after the event lead confirms that the pedestrian area is clear. Never let an individual driver decide to leave because the space in front of the trunk looks open.
  5. Reopen the lot to ordinary traffic only after all participating vehicles and guests are out of the pedestrian zone and the lead gives the all-clear.

6. Stock safe treats and essential equipment

Municipal event rules commonly require store-bought, original-sealed products. La Verne requires store-bought original sealed treats; Rancho Palos Verdes requires store-bought candy or toys and individually wrapped items; Cordova also requires individually packaged treats. Follow the strictest rule imposed by your host.

Treat plan

  • Buy commercially packaged, individually wrapped candy or small toys in sealed original packaging.
  • Estimate portions from registered attendance and keep a reserve at a staffed central table rather than in a vehicle’s unsecured trunk.
  • Offer an allergy-conscious alternative where feasible, while telling families that caregivers must inspect every item.
  • Do not distribute homemade, unwrapped or repackaged food. Miami-Dade guidance advises discarding homemade or unwrapped treats.
  • Give each trunk a portion target so early stations do not exhaust the supply before the last family arrives.

Equipment checklist

  • Tables for check-in, supplies and first aid.
  • A microphone and speaker for opening instructions, emergency messages and the closing countdown.
  • Garbage and recycling bins positioned at the loop exit and high-volume stations.
  • Cones, reflective barriers, route signs and numbered-space markers.
  • Battery flashlights, glow sticks or other reliable low-voltage lighting.
  • First-aid supplies, hand sanitizer, charged phones or radios and emergency contact information.
  • Cleanup bags, absorbent material for spills, tape approved by the property owner and a way to secure loose cords.

Faith & Blue event materials specifically list tables, a microphone and speaker, and garbage bins. Treat that as a practical baseline, then add equipment required by your site review.

7. Design for fire safety and visibility

Fire and visibility decisions affect the layout, not just the decorations. Cordova’s 2025 event form prohibits pop-up tents or E-Z Ups under its fire-code rules. Your host or fire authority may permit a different setup, but you must obtain that decision before ordering tents.

Lighting and flame control

  • Use battery-operated candles, flashlights or flameless LED lights instead of real candles. The Houston Fire Department specifically recommends small flashlights or battery-operated candles for pumpkins.
  • Give marshals flashlights and reflective identifiers so families can distinguish them from participants.
  • Tell families to use flashlights or glow sticks and to choose bright or reflective clothing. Houston Fire Department and Miami-Dade guidance both emphasize visibility after dark.
  • Keep lighting cables covered, secured and outside the walking path. Battery equipment is preferable where the site has no approved power source.

Decorations and electrical equipment

  • Keep decorations stable, low enough to preserve sight lines and clear of drive lanes, hydrants and exits.
  • Do not stake items where underground utilities may be present; ask the property owner for an approved anchoring method.
  • Use only rated outdoor electrical equipment, protect connections from rain and follow the host’s rules for generators and extension cords.
  • Do not block a vehicle’s mirrors, lights or ability to leave in an emergency, even though vehicles remain parked during guest hours.

8. Staff the event with clear authority

Assign named people to functions rather than asking for general volunteers. Every volunteer should know who can stop the event, call emergency services, reunite a lost child and authorize vehicle release.

Minimum roles for a walking loop

  • Event lead: Owns the permit file, weather decision, opening and closing calls, and vehicle-release authorization.
  • Check-in team: Verifies registrations, directs trunks to numbered spaces and answers family questions.
  • Entry and exit marshals: Prevent vehicles from entering during guest hours and guard the emergency lane.
  • Loop monitors: Watch crowd flow, keep children behind barriers and report trip hazards or conflicts.
  • Treat and supply coordinator: Tracks inventory, restocks stations and removes damaged packaging.
  • First-aid and emergency contact: Carries the first-aid kit, knows the site address and calls emergency services when needed.
  • Lost-child lead: Brings a separated child to the designated reunification point and keeps the child with two screened adults while another volunteer contacts the caregiver.
  • Cleanup team: Removes litter, tape, cones and decorations and documents damage before the lot is returned.

Pre-opening briefing

Use the layout map to point out the emergency lane, exits, restrooms, first-aid kit, lost-child location, weather shelter and no-go areas. Practice the radio or phone call for a medical incident and the exact phrase that means “freeze pedestrian flow.” Tell volunteers that only the event lead may authorize a vehicle to move.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

9. Brief families on safety and behavior

Put the key rules at check-in, on the event page and in the opening announcement. Children should stay with a supervising adult and remain inside the marked loop. Families should avoid climbing on vehicles, reaching under cars or stepping behind a vehicle to retrieve a dropped item.

Ask families to use reflective or lighted accessories, carry a flashlight after dark and inspect treats before eating. Houston Fire Department advises bright clothing and unobstructed masks; Miami-Dade recommends flashlights or glow sticks and discarding homemade or unwrapped treats. Masks should not restrict vision, and costumes should not trail into the walking path.

Alcohol and impaired driving require a specific decision by the host and local authority. NHTSA reports that nearly half of Halloween-night crash fatalities were alcohol-related in 2023. Designate a sober event lead, prohibit impaired driving around the event and provide a clear alternative plan for anyone who should not drive.

10. Prepare weather, medical and emergency branches

Weather pause or cancellation

Choose a decision deadline and publish it with the registration confirmation. The event lead should monitor lightning, high winds, flooding, extreme heat and visibility. If a pause is needed, stop treat distribution, move guests to the approved shelter or direct them off-site, keep the emergency lane open and do not release vehicles until pedestrians are clear.

Medical incident

Move bystanders out of the walking flow, send one person to retrieve the first-aid kit and have another call emergency services with the exact lot address and entrance to use. Do not let a vehicle enter the event area to collect an injured person unless emergency responders direct it.

Lost child

Bring the child to the marked reunification point, keep two screened adults present and stop the child’s description from spreading over a public-address system. A designated lead contacts the caregiver and involves police when the situation cannot be resolved promptly.

Fire, spill or blocked emergency lane

Stop the program, move guests away from the hazard and call emergency services when appropriate. Never ask volunteers to move a generator, vehicle or electrical connection if doing so creates additional risk. The emergency lane must remain available throughout the response.

11. Close, restore and document the lot

  1. Announce the end of admission and keep the pedestrian route staffed until the last family exits.
  2. Stop the walking flow and release vehicles in the planned sequence only after the event lead checks the route.
  3. Remove candy wrappers, tape, zip ties, stakes, cones, signs, cords and decorations.
  4. Inspect for spills, tire marks, broken fixtures, damaged pavement and blocked drains. Photograph damage before moving anything and notify the owner promptly.
  5. Return tables, bins and other borrowed equipment. Confirm that lights, gates and restrooms are left in the condition required by the property agreement.
  6. Record attendance estimates, registration count, treat consumption, incidents, medical calls, weather interruptions and near misses.
  7. Hold a short debrief while details are fresh. Update the map, staffing levels, arrival cutoff and supply quantities before the next event.

Municipal examples that shape the plan

The following examples show why the host and jurisdiction must be contacted early.

Authority or organization Year Rule or fact relevant to planning
City of La Verne 2025 Participating vehicles may not enter or exit until City staff determine that it is safe.
Rancho Palos Verdes Not dated in the supplied material Requires store-bought candy or toys and individually wrapped items; vehicles remain controlled during the event.
City of Parkland 2026 Its application requires a driver’s license, vehicle registration and insurance from vehicle owners.
Cordova Recreation and Park District 2025 Materials say the event attracts over 2,000 participants each year and prohibit pop-up tents or E-Z Ups under the fire code.
National Highway Traffic Safety Administration 2023 data Nearly half of Halloween-night crash fatalities were alcohol-related.

These rules are examples, not a substitute for your own permit review. Ask the property owner and local authority for the current form, insurance wording and inspection schedule for your address.
