The most reliable approach is layered: control access to the site, lock tools inside secure storage, mark and record equipment, and use lighting, cameras or alarms where they fit the site’s risks. A fence alone does not protect tools inside a compound, and no single measure guarantees that theft will be prevented or stolen equipment recovered.
Build security around the site and the tools
Think of each measure by the job it does: deter, delay, detect, identify or help locate equipment. A perimeter barrier can slow access; locked storage adds another barrier; cameras may observe or identify activity; marking and inventory help establish ownership. These measures work together rather than replacing one another.

Victoria Police recommends locking buildings and storage containers, then securing equipment inside containers with heavy-duty padlocks or chains. South Australia Police describes fencing as a physical barrier. Depending on the site, Avon and Somerset Police lists temporary anti-climb fencing, steel hoarding and concrete barriers as possible perimeter options. Choose controls based on your boundaries, access points, storage locations and the equipment that can be moved off site.

Match the measure to its purpose
- Delay access: fencing, hoarding, a locked container, or a lock or chain securing equipment.
- Deter and improve visibility: lighting and signage.
- Observe or identify activity: CCTV positioned for the site’s vulnerable access points.
- Identify property: unique marking, photographs and an inventory.
- Potentially support locating an asset: tracking on expensive or especially targeted equipment.
For CCTV, decide whether you need to identify people or number plates, or only detect or observe activity. Avon and Somerset Police advises covering vulnerable access points and placing lighting out of reach. Camera installation and monitoring may involve local privacy, data-protection and cybersecurity requirements; check the rules that apply where the site is located.

Control keys and entry
Establish who holds site keys and who is authorised to enter. South Australia Police advises recovering keys from tradespeople when access is no longer needed, and considering construction keying or changing combination locks. Keep access arrangements workable for the crew, but make responsibility clear so keys and codes do not remain in circulation unnecessarily.
Make an inventory that can identify each tool
Record each tool’s make, model and serial number, and take photographs. Apply a unique identifier by engraving or another suitable marking method. These steps can help distinguish your property and support a police report or insurance claim; marking is not a theft-prevention measure by itself and does not guarantee recovery.

Keep records of valuable tools and materials moving to and from the site. A simple check-in and check-out routine is more useful when someone is responsible for keeping it current.

- Keep tools and equipment in controlled locations whenever they are not in use.
- Put smaller tools in locked storage. Where practical, keep larger items in a secure compound or secure them together.
- Record the movement of tools and materials, especially higher-value items.
- Schedule valuable deliveries close to when materials will be installed. Avoid leaving unnecessary quantities of raw materials on site over weekends or holidays.
- Consider a tracker for expensive or especially targeted equipment only if the device, coverage, battery life and monitoring process suit the asset and site.
South Australia Police and Avon and Somerset Police both advise limiting how long attractive materials remain on site. This is particularly relevant when the site will be unattended over a weekend or holiday.

- Put tools away: lock tools and equipment in a building, storage container or secure compound. Inside containers, Victoria Police recommends heavy-duty padlocks or chains to secure equipment.
- Secure machinery: lock equipment cabs and fuel caps, and use available anti-theft features. Victoria Police also advises disabling equipment at night by removing batteries where applicable.
- Check the site: confirm access points are secured and that alarms, lighting and CCTV are in their intended state. Make sure cameras cover the vulnerable access points they are meant to monitor.
- Complete the record: update movement or inventory records so that missing equipment can be identified accurately.
Choose measures by risk, not by a one-size-fits-all ranking
The police guidance cited here offers practical recommendations, not a tested product comparison or ranked security system. Use these questions to decide where additional effort is worthwhile:
- What needs protection? Hand tools, portable power tools, raw materials, vehicles and plant machinery have different storage and movement needs.
- What job must the measure do? A lock delays access; CCTV observes or may support identification; an inventory documents ownership; a tracker may provide location information.
- What are the site’s weak points? Consider boundaries, access points, lighting, where storage sits and whether equipment can be moved off site.
- Can the crew maintain it daily? Assign responsibility for locking, checking, recording and monitoring. A routine that is not completed consistently is unlikely to provide its intended protection.
- How attractive or exposed is the asset? Keep basic locking and recordkeeping consistent, and reserve higher-effort measures such as tracking for expensive or especially targeted equipment.
Tracking is an additional option, not a promise of recovery. A tracker is useful only if it can report from the location, remain powered and be monitored by someone able to act on the information. The police sources do not endorse a particular tracker or network.

If tools are stolen
Do not confront a suspected thief. Move to safety, avoid touching anything at the scene and contact your insurer. Victoria Police advises calling emergency services if the incident is happening now, a suspect remains at the scene, or someone is injured or in immediate danger. Otherwise, report the theft through the local police service’s non-emergency process. Emergency numbers and reporting procedures vary by jurisdiction.
Use your inventory, photographs, identifying marks, make, model and serial numbers when reporting the loss. These details help describe the property; they do not guarantee that it will be recovered.

How to interpret the police guidance
The recommendations here come from Victoria Police, South Australia Police and Avon and Somerset Police. They are practical guidance from Australia and England, not a universal legal standard. The Victoria Police page was updated 13 August 2025; publication or update dates were not stated on the South Australia Police and Avon and Somerset Police pages.
Avon and Somerset Police reports that recovery rates for plant machinery are reportedly as low as 7% in England and Wales, but the page provides no underlying publisher or date. Treat that as an undated, unattributed figure on that police page—not as a current verified statistic or a recovery rate for construction tools.
