To seal windows effectively, first locate where air is moving, then match the repair to the joint: caulk stationary cracks, weatherstrip moving sash joints, and use an appropriate air seal at an accessible gap between the window unit and rough opening. Sealing can make rooms less drafty and may reduce energy use, but there is no supported window-only savings percentage.
Find out whether the window is actually leaking air
Check the perimeter of the frame and the operable sash on a windy day or when indoor and outdoor temperatures differ. Look for a visible gap or carefully feel for moving air. The U.S. Department of Energy’s Consumer Guide to Air Sealing the Home describes using a smoke pen or incense to trace leaks. If you use incense, keep it away from curtains and other combustible materials, hold it securely, and do not leave it unattended; a visual check and careful feel are simpler alternatives.
A cold sensation near a window does not by itself prove that outside air is getting in. Cold glass can feel uncomfortable even when the sash is sealing adequately. If you cannot detect air movement, the cause may involve the glass, frame condition, condensation, or another part of the home; sealing a crack may not address it.
Choose the right seal for the joint

These are different repairs: weatherstripping belongs at a joint that moves; foam or backer rod addresses a gap around the installed unit, not the moving sash. Follow the product label and prepare surfaces as directed. Do not apply foam to an operable joint, block drainage or weep paths, or cover required ventilation openings.

For a fixed crack: caulk
Use a caulk intended for windows and doors where stationary components meet, such as a crack around a frame or trim. Check whether the product is suitable for the surface and exposure, and whether it can be painted if that matters. Lease terms, exterior access, and local requirements may affect what work you can do.
For a moving sash: weatherstripping
Choose a weatherstripping profile and thickness that fit the window type and the size of the gap. Install it so the sash can still operate normally; a seal that makes the window difficult to close is not a good fit. Do not substitute caulk or expanding foam at a joint that must move.

For the rough opening: seal behind the trim where appropriate
If the gap between the window unit and rough framing is accessible, the U.S. Department of Energy’s Building Science Education guidance on rough-opening air sealing lists caulk, canned spray foam, or foam backer rod as options. For foam, use a low-expansion product designated for windows and doors, and follow its instructions carefully: excess pressure can affect a window frame. This work is often concealed behind trim and is distinct from sealing the sash.
Check other sources of drafts before expecting large bill changes
Window leaks can be noticeable, but ENERGY STAR says significant air leaks in many homes are hidden in attics and basements. If obvious window work does not resolve drafts or energy concerns, consider whether other parts of the building envelope need attention or whether a qualified home energy assessment would help locate leaks. Air sealing and insulation do different jobs. Insulation slows heat flow, but does not necessarily stop air moving through cracks and openings. The U.S. Department of Energy explains this distinction in its air-sealing guidance; its energy-saving tips for renters also address practical measures for people who do not own their home.

ENERGY STAR estimates that sealing air leaks around the home and adding insulation can provide up to 10% savings on annual energy bills. That is a combined whole-home estimate, not a promise for a particular household and not a window-only figure. The consulted guidance does not establish a precise savings percentage for caulking or weatherstripping windows alone, so treat reduced draftiness and improved comfort as the more immediate, observable outcomes.
