Start by testing an edge: strippable wallpaper may peel away without scoring or soaking. If it resists, lightly score the surface, then use wallpaper remover or steam according to the product label or steamer manual. Work gently in small sections, remove the adhesive, and let the wall dry before repairing or painting.
Choose the removal method for your wallpaper
There is no single best method for every wall. The wallpaper’s surface, whether it lets water or steam through, the size of the job, and the instructions for your remover or steamer all matter.
Test for strippable wallpaper first
At a seam or corner, gently lift an edge with a scraper or putty knife. If the paper releases, try peeling the face layer away before scoring the wall. BEHR recommends this test as a first step; some wallpaper is designed to strip more readily than others. (BEHR’s wallpaper removal guide.)
Score surfaces that block penetration
Vinyl-coated, painted, or otherwise water-resistant wallpaper can prevent liquid remover or steam from reaching the adhesive. If the paper does not peel cleanly, lightly perforate it with a wallpaper scoring tool. Use only enough pressure to open the surface; aggressive scoring can damage the wall beneath.

Use liquid remover or steam as directed
Liquid wallpaper remover and steam are both established options, but neither is guaranteed to work on every wall. Follow the remover’s label for dilution, application, and soaking time. If using a steamer, follow that machine’s manual and safety instructions. Difficult painted or water-resistant surfaces may resist both approaches.

- Wallpaper scoring tool
- Scraper or putty knife
- Wallpaper remover or a wallpaper steamer
- Bucket, sponge or rag, and scrub brush
- Drop cloths, gloves, and eye protection
Use tools and products according to their current instructions. For steaming, Wagner advises protecting floors and furnishings from water and covering switches and sockets. Keep water away from electrical fixtures and follow the steamer manual’s safety directions.
Remove the wallpaper in small sections
With liquid remover
- Test an edge for a strippable face layer. If the remaining wallpaper resists, lightly score it so remover can reach the adhesive.
- Prepare and apply the remover exactly as its label directs, working on a manageable section rather than soaking the whole wall at once.
- Let the product soak for the time on its label. BEHR’s guide specifies a minimum of five minutes for its described method; that timing is not a universal instruction for all removers.
- Gently lift paper that has loosened. If backing remains, re-wet it as directed and scrape carefully rather than forcing the tool against the wall.
- Scrub remaining glue and wipe away remover and residue with a water-dampened sponge or rag, following the product’s cleanup directions.
Zinsser’s product information for DIF recommends perforating wallcovering with its PaperTiger tool to help the solution penetrate. This is product guidance, not evidence that the named formula outperforms other removers. (Zinsser DIF wallpaper stripper information.)

With a steamer
- Protect floors and furnishings from water, and cover switches and sockets as Wagner advises. Follow the steamer manual’s safety precautions.
- Lightly score vinyl-coated or painted wallpaper if needed to help steam reach the paste.
- Work methodically from the upper wall downward, applying the steamer as its manual directs.
- When paper loosens, lift it gently with a scraper. Avoid digging into the wall surface.
Sherwin-Williams says not to hold the steam plate described in its guide in one place longer than 30 seconds. That limit applies to its guidance, not every steamer; use your machine’s own manual for timing. (Sherwin-Williams wallpaper removal guide.)
Handle stubborn wallpaper without damaging the wall
Painted-over or water-resistant wallpaper can be especially difficult because it blocks moisture. Light scoring may help steam penetrate, but it is not a sure fix. A U.S. government-hosted National Bureau of Standards technical note says steaming may be ineffective in some cases and mechanical removal may be necessary. The note is general background, not current guidance for a particular product or machine. (National Bureau of Standards technical note.)

If the paper will not release, stop forcing the scraper. Re-check that the surface is scored enough for the chosen method, reapply remover or reposition the steamer according to its instructions, and allow time for the adhesive to loosen. Excessive scraping can nick the wall and create more repair work.

Removing the paper is not the last step: leftover adhesive or backing can contribute to cracking or flaking in new paint. Sherwin-Williams describes washing paste with warm water and dish soap, then wiping with clean water. BEHR also recommends scrubbing remaining glue and removing stripper and residue with a damp sponge or rag. Follow any remover-specific cleanup directions, then let the wall dry fully.

Inspect the dry surface. If stripping left nicks or uneven areas, repair them as needed; a thin layer of joint compound may be appropriate for damaged or irregular spots. The amount of repair depends on the wall’s condition. Once repairs are complete and the surface is clean and dry, it is ready for its next finish.
