To reduce construction delays caused by material shortages, identify schedule-critical and long-lead items before the site needs them, confirm supply and delivery assumptions in writing, and manage every order against the project programme. When a delivery slips, assess schedule impact promptly, consider compliant alternatives or resequencing, and follow the contract’s notice and approval procedures. No process can eliminate shortages, but early visibility gives the team more ways to respond before labor and milestones are affected.
Why material shortages need active schedule management
A material problem becomes a project delay when an activity cannot start or finish as planned and there is no workable alternative. A late item may affect the critical path, or it may be possible to move unaffected work forward. The difference depends on the item, the programme, and the sequence of trades—not simply on whether a supplier reports a delay.

Shortage risks also change over time and vary by market. In the United States, 93% of contractors reported issues acquiring materials and 65% reported project delays due to longer delivery times or shortages in Associated General Contractors of America survey results from 2022–2023, cited in a US House hearing transcript published February 15, 2024. These are historical US contractor survey results, not current global rates. In Australia, Infrastructure Australia’s 2025 survey of infrastructure organisations found timber and timber products were a major or significant delivery threat for 38% of respondents, steel or steel products for 32%, and concrete or cement for 28%. Those findings describe surveyed organisations in that market, not every project or material supply chain.
Market snapshots should inform questions, not replace project-specific checks. Japan’s Ministry of Land, Infrastructure, Transport and Tourism reported that all major construction materials covered by its September 1–5, 2026 survey were balanced for supply and demand, flat in price, and normal in inventory. That finding applies to the survey’s covered materials, place, and dates; it does not establish availability for a particular project or supplier.

How to prevent a shortage from becoming a delay
1. Find critical and long-lead items during project preparation
Build a procurement schedule from the current design and construction programme. Identify materials whose design approval, fabrication, testing, shipping, or installation takes significant time. Map each item to the activities that need it, and distinguish critical-path dependencies from work that could be resequenced.
Ask designers, contractors, specialist trades, and potential suppliers about availability and acceptable alternatives while there is still time to act. Complete design and site preparation as far as practicable, set realistic procurement and construction timeframes, and raise known supply constraints before tender or award where possible. The World Bank’s 2024 Supply Chain Management Guidance recommends complete project preparation, reasonable implementation timeframes, early risk management, and using a project risk register through the procurement and implementation cycle.
2. Verify supply assumptions with the supplier chain
For each high-risk item, establish who makes or supplies it, whether stock is available or allocated, what must happen before an order is accepted, and how the item will reach the site. Ask for a realistic lead time, the basis for the estimate, an escalation contact, and written updates when the forecast changes. A quote or stated lead time is an assumption to monitor, not a guarantee of delivery.

Check whether an alternate supplier or transport route is genuinely available and can meet the specification, approvals, and project date. Do not treat a nominally available product as a solution until its compliance and delivery are verified. Scottish Government construction procurement guidance recommends discussing supply-chain constraints before tender or with the contractor after award, including the source and stocks of materials and supply-chain reliability. It notes that this discussion may help identify constraints and timely solutions. This is Scottish public works guidance, not a universal rule for private projects elsewhere.
3. Connect procurement tracking to the programme
A delivery log is useful only when it shows what the order supports and when the site needs it. For each critical item, record enough information to spot a slippage early and assign an action:
- Item, specification, quantity, and drawing or submittal reference.
- Supplier and contact, order date, approval status, and confirmed lead time.
- Promised delivery date, latest forecast, shipping status, and receiving location.
- Receipt quantity and inspection or condition status once it arrives.
- Activity that needs the item, needed-by date, schedule effect, risk owner, and next action.
Review exceptions regularly with the people who can resolve them: procurement, the relevant trade contractor, the site team, and the designer or client when approvals are needed. A controlled spreadsheet or shared log can work for a small team if one person owns updates and the information stays current. Larger or more complex projects may benefit from a system that links procurement, delivery, and schedule information. What to do when a supplier misses a delivery date
Act as soon as the forecast threatens the activity’s needed-by date; waiting for the missed date can remove useful options. First establish the revised delivery forecast and its basis with the supplier, then compare it with the programme and decide who must act. Evaluate options against time to availability and confidence in the date, specification and approval requirements, total cost, critical-path and labor effects, logistics reliability, and lifecycle maintenance.

- Confirm the slippage. Get a dated update from the supplier covering what is delayed, the cause if known, quantities affected, and the latest credible delivery forecast.
- Measure the schedule effect. Identify the activities and trades that depend on the item, the date they need it, and whether the affected work sits on the critical path.
- Compare practical responses. Consider expediting, split deliveries, reallocating stock, an alternate supplier, an approved substitute, or resequencing unaffected work. Check cost, transport, storage, labor, access, safety, quality, and downstream trade effects before changing the plan.
- Assign decisions and communicate them. Name the person responsible for each action, obtain required approvals, and issue a dated revised plan to the supplier, trades, site team, and owner.
- Update the records. Keep the forecast, actual receipt, mitigation attempts, approvals, and schedule changes together so the team can see what happened and why.
Resequencing is not automatically a safe or efficient fix. Confirm that the alternative work is ready, has the required access and materials, and will not create a quality, safety, or coordination problem. Can you use a substitute material if the specified product is unavailable?
Only after the required technical and contractual approvals. Availability alone does not establish equivalency. Before accepting a substitute, confirm that it meets the design intent, applicable standards, performance requirements, compatibility with adjoining work, warranty conditions, and maintenance needs. Obtain approval from the designer, client, or other authority required by the project documents, and record the decision before installation.

A substitute can introduce new risks: it may require redesign or testing, affect warranties, change interfaces with other products, or be harder to obtain later for repair. Compare its confirmed time to availability and total cost with other options, including expediting the specified material or changing the work sequence. Do not direct a substitution informally through a site conversation when the contract or quality process requires a formal submittal or change.

Record the supplier’s notices and forecasts, the affected activities, site conditions, mitigation attempts, decisions and approvals, actual receipt, and programme updates. Clear records help the team manage the work and assess any later request for time or cost relief.
Check the actual contract for notice deadlines, extension-of-time provisions, price-adjustment terms, change procedures, and responsibilities for procurement. A shortage does not automatically entitle a contractor to a time extension or price adjustment, nor does it automatically excuse a missed obligation. Scottish Government CPN 3/2021 advises Scottish public procurement authorities to examine contract terms, seek clear evidence, assess relief requests against contractual requirements, and obtain legal advice where needed. Its guidance is jurisdiction-specific; rights and obligations depend on the contract and governing law.

A practical review cadence for the project team
Set a recurring review for critical orders that is frequent enough to catch changes before the next activity depends on them. At each review, focus on exceptions rather than merely confirming that orders exist:
- Which critical items have an unapproved submittal, uncertain allocation, or forecast later than the needed-by date?
- Has the supplier confirmed the source, quantity, and delivery forecast in writing, and who owns the next follow-up?
- Does the current programme show a new effect on critical-path work, labor, or trade sequence?
- What mitigation is feasible, who has authority to approve it, and what information is still needed?
- Have receipt, inspection, storage, and installation readiness been accounted for once the material arrives?
The World Bank frames risk registers as a tool for proactively managing procurement risks across the project cycle and encourages collaborative working between client and supply chain. In practice, the useful register is the one kept current, connected to the schedule, and used to assign action—not simply filed at project start.
