How to Reduce Noise in an Apartment Above a Commercial Space

Noise from a commercial space can travel through a shared floor-ceiling assembly, openings or connected building elements. Learn how to document it and request the right inspection.

Start by identifying how the sound reaches your apartment. Voices and music are airborne noise; thuds and vibration are impact or structure-borne noise. The distinction matters: the right fix depends on the path through the floor-ceiling assembly, openings, or connected building elements—not simply on adding a consumer product to your floor.

Why can you hear a business below your apartment?

A floor separating a shop from an apartment is a recognized example of a separation between different building uses. The Australian Building Codes Board’s NCC 2022 commentary describes “a floor separating ground floor shops from an apartment level above.” Whether a particular building meets applicable requirements depends on its location, classification, construction and the code edition in force.

Noise can pass directly through a floor-ceiling assembly or travel around it through flanking paths, such as connected walls, ducts, pipes, shafts or openings. Small penetrations can matter; Los Angeles code provisions require openings and penetrations to be treated to maintain the sound separation of covered assemblies. A resident should not alter shared or fire-rated construction independently.

Airborne sound

Voices, music and some equipment noise reach the apartment through the air and excite the separating construction. The relevant concern is airborne sound insulation. If the sound is mainly speech or music, note whether it seems strongest at the ceiling, a wall, a duct or another opening.

Impact and structure-borne sound

Footsteps, dropped objects and vibration can excite the building structure. A thud or steady vibration may therefore require a different investigation from voices passing through the floor. Building codes assess airborne and impact transmission separately, so a report or proposed fix should address the type of noise actually heard.

Low-frequency hum or music

Low bass and mechanical vibration can be difficult to characterize with a single rating. Los Angeles Municipal Code Section 91.1206 cautions that “STC ratings do not adequately characterize the sound insulation of construction assemblies when the intruding noise is predominantly low- pitched, as is often produced by amplified music or by large pieces of mechanical equipment.” If the complaint is a low hum or vibration, do not assume an STC figure alone answers it.

How to document the noise before requesting a fix

Keep a dated log for a representative period. The goal is a clear description that helps management connect the sound to business operations and identify where it is strongest; this log is not a prescribed code test.

  • Record the date, start and end time, room, and approximate duration.
  • Describe the sound: speech, music, bass, hum, thud, rattling or vibration.
  • Note business activity or equipment schedule if known, without guessing.
  • Write down whether it seems strongest at the floor or ceiling, a wall, a shaft, duct, pipe or service opening.
  • Record whether the sound changes when the business opens, closes, or starts particular equipment.

A sound level meter can make repeated observations of relative levels and timing more consistent. It does not establish an STC, IIC or other assembly rating, determine the transmission path, or prove code compliance.

What to ask the landlord or building manager to inspect

Send the log and ask the landlord, building manager or owner to identify relevant business hours and equipment schedules, then inspect the separation and plausible transmission paths. This is especially important where the floor-ceiling assembly is shared or may be fire-rated.

  • Ask whether the floor-ceiling construction and any prior acoustic or building-code documentation are available.
  • Request inspection of ducts, pipes, electrical openings, shafts and other penetrations, as well as the separating assembly itself.
  • Describe whether the complaint is primarily airborne, impact-related or low-frequency/structure-borne, and where it is most noticeable.
  • Ask who is authorized to assess and approve any work affecting shared, structural or fire-rated construction.

Do not seal penetrations, install materials in shared cavities, or change the ceiling or floor assembly on your own. A treatment that blocks one sound path may be unsuitable for another, and unapproved work can affect fire safety or violate building requirements.

Which code ratings might apply—and why they are not interchangeable

Code criteria depend on jurisdiction, adopted edition, building classification and the scope of the provision. The examples below illustrate how requirements are expressed; they do not establish the rule for an unidentified existing apartment building.

Code example Airborne sound Impact sound Important qualification
International Code Council, 2021 International Building Code, Section 1206 STC 50 in laboratory testing or NNIC 45 in field testing for covered separations IIC 50 in laboratory testing or NISR 45 in field testing for covered separations Confirm local adoption and applicability. Laboratory assembly ratings and field results are different measurement paths.
International Code Council, 2022 California Residential Code, Appendix AK STC 45 or NNIC 42 for specified floor-ceiling separations IIC 45 or NISR 42 for specified floor-ceiling separations The appendix says it is not mandatory unless adopted by a state agency or referenced in an adopting ordinance.
Australian Building Codes Board, NCC 2022 Rw + Ctr not less than 50 for listed Class 2/3 separations Ln,w not more than 62 for listed separations Subject to the code’s scope and local or state variations. The NCC states that lower LnT,w means better impact insulation.
City of Los Angeles Municipal Code, Section 91.1206 Laboratory STC 50; specified field NIC/NINIC 45 criteria Laboratory IIC 50; specified field FIIC 45 criteria Applicability and exceptions must be checked for the specific property. The provisions require penetrations and openings to be treated to maintain ratings.

STC, NNIC/NIC, Rw, IIC, NISR/FIIC and Ln,w refer to different metrics or test contexts. Do not compare them as if they were directly equivalent. In particular, a laboratory rating for an assembly is not the same thing as a measurement in the completed building.

When to request an acoustical assessment

If the noise continues after management has investigated, request an acoustical assessment—especially for persistent bass, mechanical hum, vibration, or sound that appears to arrive through several surfaces. An acoustical professional can inspect or test the actual assembly and assess whether the likely route is direct transmission, an opening or a flanking path.

Ask the professional or building owner to explain:

  • Whether the complaint is airborne, impact-generated, low-frequency or a combination.
  • Whether the proposed evidence is a laboratory assembly rating or an in-situ field measurement.
  • Whether the assessment addresses the complete floor-ceiling assembly, penetrations and possible flanking paths.
  • Which code edition and local requirements apply to the property and its construction or permit context.

Any construction remedy should be designed for the specific assembly and checked against local requirements, fire safety and owner authorization. The evidence needed to choose a remedy is different from a resident’s sound log or a consumer meter reading.

What can you do while the issue is being investigated?

Use low-risk interim measures as comfort measures, not as structural soundproofing. Continue documenting when and where the noise occurs, and coordinate inspection through the responsible property manager or owner. Do not treat acoustic foam panels, loose caulk or unauthorized ceiling and floor changes as a diagnosis or repair for sound traveling between commercial and residential spaces.
