Give your accountant a reconciled trial balance, a complete period-close package, a job-by-job work-in-progress schedule, and indexed evidence for every material balance. Then separate GAAP reporting from tax treatment, document open items and unusual entries, and hand over a searchable archive with a clear file map.
What a construction accountant or auditor needs first
A spreadsheet alone is not an audit-ready record. The reviewer must be able to trace a financial-statement amount to the general ledger, from the ledger to a job or control account, and from that job to source evidence such as a contract, invoice, timecard, receiving report, subcontractor application, or bank transaction.
As an Amazon Associate I earn from qualifying purchases.
Build the package around five outcomes:
- A trial balance that agrees to the financial statements and reconciled subledgers.
- A current work-in-progress (WIP) schedule for every active or recently completed job.
- Source support for labor, materials, equipment, subcontracts, change orders, billing, collections, retainage, and indirect-cost allocations.
- A written reconciliation between financial-reporting (book) treatment and tax treatment.
- A searchable, indexed archive with an open-items list and explanations for unusual balances.
Tell the accountant what the engagement is for before assembling files. A tax return, GAAP financial statements, a lender package, a bonding package, and a government-contract audit can require different schedules, classifications, retention periods, and levels of evidence.
1. Freeze the reporting period and reconcile the books
Choose the cutoff date and stop treating the period as open while the package is being prepared, except through controlled adjusting entries. Export the following at the same cutoff:
#1 Best Overall
- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- General ledger and trial balance.
- Balance sheet and income statement (and any contract-revenue or job-cost reports used to produce them).
- Bank reconciliations and statements.
- Credit-card reconciliations and statements.
- Accounts-receivable and accounts-payable aging reports.
- Payroll registers, payroll-tax filings, and related accrual reports.
- Fixed-asset register, depreciation detail, and disposals.
- Debt schedules, loan statements, and covenant calculations supplied to the lender.
- Insurance records and significant premium or claim information.
- Owner contributions, distributions, draws, and related-party activity.
Tie each subledger to its general-ledger control account. For every difference, create an exception entry that states the amount, cause, person responsible, expected resolution date, and whether an adjusting entry is proposed. Do not leave reconciling items in an unexplained “miscellaneous” bucket.
Cutoff checks that matter in construction
- Identify work performed by employees or subcontractors before the cutoff but not yet invoiced or paid.
- Accrue materials received before period-end even if the vendor invoice arrives later.
- Check whether customer billings posted after the cutoff relate to work or costs in the closed period.
- Separate cash collected from revenue earned; a deposit does not by itself establish the revenue period.
- Capture retainage separately from ordinary receivables so its collectability and timing can be assessed.
Preserve the original exported reports in read-only form and label each with the accounting period, export date, system, and preparer. If a report is subsequently rerun, keep both versions and explain the change.
2. Assemble a complete contract file for every job
Create one controlled file for each active and recently completed project. The file should allow a reviewer to understand what the company promised, what it expected to earn and spend, what changed, and what has been billed and collected.

- Executed contract and amendments.
- Scope of work, plans or specifications referenced by the contract, and the original estimate.
- Schedule of values and billing terms.
- Retainage percentage or terms, including release conditions.
- Approved change orders and a separate log of pending or disputed changes.
- Pay applications, progress certifications, and customer invoices.
- Certificates of completion, substantial-completion notices, and close-out documents.
- Correspondence that changes price, scope, schedule, claims, or expected costs.
- The latest estimate-to-complete (ETC), with the date, preparer, and explanation for significant changes from the prior estimate.
Use the same cost-code structure in the estimate, accounting system, purchase orders, timekeeping, subcontract records, and WIP schedule. At a minimum, codes should distinguish labor, materials, equipment, subcontracts, permits, and allocated overhead. Inconsistent coding makes a margin change look like a performance change when it may only be a classification change.
Pending changes and claims
Do not silently include a pending change order in contract value. List its status, amount, probability assessment used by management, and the accounting treatment. Give the accountant the supporting correspondence and approvals. Do the same for disputed amounts, claims, back charges, liquidated damages, and unresolved customer deductions.
3. Build a WIP schedule that ties to the ledger
The WIP schedule is the bridge between project operations and the financial statements. Prepare it job by job, then reconcile its totals to the general ledger. At minimum, include these columns:
| WIP field | What it shows |
|---|---|
| Contract price | Executed contract value before subsequent approved changes. |
| Approved changes | Change orders formally approved under the contract. |
| Estimated total revenue | Current revenue estimate used for the reporting method. |
| Costs incurred to date | Recorded job costs through the reporting cutoff. |
| Estimated total costs | Current forecast of all costs required to finish the job. |
| Percentage complete | Costs incurred to date divided by estimated total costs when the cost-to-cost approach is used. |
| Earned revenue | Revenue recognized under the applicable reporting method at the cutoff. |
| Billings to date | Customer billings issued through the cutoff. |
| Cash collected | Collections received and posted for the job. |
| Retainage receivable | Amounts withheld under the contract and not yet released. |
| Costs and earnings in excess of billings | An asset created when recognized earned amounts exceed billings, subject to the applicable presentation rules. |
| Billings in excess of costs and earnings | A liability created when billings exceed recognized costs and earnings, subject to the applicable presentation rules. |
Cost-to-cost calculation and cutoff risk
The Internal Revenue Service’s Construction Industry Audit Technique Guide (2021) states the cost-to-cost calculation as:

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Costs incurred to date ÷ total estimated costs = percentage complete.
That calculation is only as reliable as the costs and estimates behind it. The IRS warns that costs incurred near year-end may not yet be recorded. Missing those costs reduces the calculated percentage complete and can understate income. Perform a final search for unbilled subcontract work, received materials, payroll earned but unpaid, equipment usage, and other commitments before signing off the schedule.
For tax purposes, the IRS guide explains that direct materials are allocated to a long-term contract when they are dedicated to that contract through a purchase order, book entry, or shipping instructions. Give the accountant the allocation evidence; do not assume that a warehouse purchase belongs to the job merely because it was eventually used there.
Reconcile every WIP total
- Sum job costs in the WIP report and compare the total with the job-cost and general-ledger accounts.
- Compare recognized revenue and billings in the schedule with the revenue and contract-billing accounts.
- Reconcile retainage in the job detail to the receivable control account and customer statements.
- Explain each material difference, including timing, reclassification, accrual, write-off, or foreign-currency effect where applicable.
- Have the project manager or estimator approve each material ETC change and retain the prior version for comparison.
Label each job’s status—active, substantially complete, or closed—and identify the person who can answer operational questions. A reviewer should not have to infer whether a negative margin is an error, a genuine loss, or an incomplete cost forecast.

4. Support every material number with source evidence
Index support by fiscal year, job, cost code, and transaction type. The index should let a reviewer start with a WIP or trial-balance line and reach the underlying document without searching an entire mailbox or shared drive.
Job-cost evidence
- Vendor invoices and purchase orders.
- Receiving reports, delivery tickets, and material issue records.
- Subcontractor pay applications, executed subcontracts, insurance certificates, and lien waivers.
- Employee timecards, payroll registers, approved labor rates, and payroll allocations.
- Equipment logs, usage records, rental invoices, and fuel receipts.
- Credit-card receipts and coding approvals.
- Permit invoices and other job-specific fees.
Revenue, billing, and cash evidence
- Customer invoices, pay applications, and payment certifications.
- Approved change-order documents and correspondence.
- Cash receipts, deposit records, bank statements, and customer remittance details.
- Retainage calculations, release notices, and collection history.
- Credit memos, disputed deductions, claims, and write-off approvals.
Accruals and commitments
Record accruals for work performed but not yet billed. Maintain a commitments list for purchase orders, subcontract balances, approved changes, and other obligations not yet recorded in accounts payable. Reconcile the subsequent invoice or payment to the accrual and document any difference. This provides evidence that the period-end liabilities and ETC are not understated.
Indirect-cost allocations
Document the allocation base and rate for overhead assigned to jobs, who approved it, and how often it is refreshed. Keep the calculation supporting the rate and the journal entry that applied it. If the method changed, explain the effective date and impact on job margins.

5. Separate GAAP reporting from tax treatment
Do not present one revenue-recognition method as universally correct. The appropriate treatment depends on the purpose of the report, contract profile, estimate reliability, applicable accounting guidance, taxpayer facts, and contract clauses.

Financial reporting and the percentage-of-completion preference
Publication 5522 (2021) explains that SOP 81-1 gives a strong preference to percentage-of-completion reporting when estimates are sufficiently dependable. It also notes that completed-contract treatment may be used in limited financial-reporting circumstances. Under that guidance, the methods are not alternatives from which a contractor is free to choose; the facts and reliability of estimates drive the conclusion.
Tax method is a separate conclusion
Tax method choices depend on the contract and taxpayer facts. A tax return may therefore require adjustments to amounts reported in the books. Give the accountant a book-to-tax adjustment schedule with:
- The book amount and account or job affected.
- The tax amount and authority or company policy supporting it.
- Whether the difference is temporary or permanent.
- The expected reversal or subsequent-year treatment for temporary differences.
- The journal entry or tax-workpaper reference used to record or track it.
Include a written explanation for any method difference. Never let a tax adjustment appear as an unexplained plug in the trial balance.
ASC 606 contract analysis
Also provide the accountant with the contract analysis used under ASC 606. Publication 5522 describes the five-step sequence:
- Identify the customer contract.
- Identify the performance obligations.
- Determine the transaction price.
- Allocate the transaction price to the performance obligations.
- Recognize revenue when the obligations are satisfied.
Attach the analysis for unusual contract terms, variable consideration, significant modifications, or multiple promised goods or services. Keep it distinct from the tax-method workpaper so each conclusion can be reviewed for its own purpose.
6. Organize an electronic archive for traceability
Use a consistent folder structure such as Fiscal year → Job or corporate function → Record type → Period. Record types can include contracts, change orders, job costs, payroll, billing, collections, WIP, banking, tax, and close support. Use stable file names containing the date, job number, vendor or customer, document type, and version.

Master index
Maintain an index that maps every trial-balance account and WIP line to its supporting folder or file. Include document owner, period, approval status, and any access restriction. The open-items list should link to the same locations and state the next action.
Imaging, indexing, and security
For covered federal contracts, FAR Subpart 4.7 requires contractors to make books, documents, accounting procedures, computer data, and supporting evidence available for covered audit purposes. When records are imaged, the procedures must preserve accurate and reliable images, provide an effective indexing system, and maintain integrity and security. Computer data must be retained on reliable media, and the contractor must retain an audit trail describing transfers.
Apply practical controls even when a contract is not federal: restrict deletion rights, retain original files where authenticity matters, back up the archive, test restoration, and log transfers between systems. A scanned invoice without a readable date, vendor, amount, job, or approval is not useful merely because it is searchable.
Retention periods: check the contract first
| Situation | Period stated in FAR Subpart 4.7 | Qualification |
|---|---|---|
| General availability period for covered federal-contractor records | Three years after final payment | Contract clauses can require longer retention. |
| Specified financial and cost-accounting records, including accounts-receivable invoices, purchase orders, and accounts-payable support | Four years | Applies to the categories listed by FAR; verify the clause and record type. |
These FAR periods are not a universal rule for private construction work. Before destruction, check the contract, state requirements, tax rules, lender and bonding agreements, insurance needs, and any litigation hold. If requirements conflict, preserve the records until the responsible accountant or counsel resolves the conflict.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Run a pre-delivery review
Use a sign-off checklist and retain the completed version with the close package:
- The trial balance agrees to the financial statements.
- Bank, credit-card, payroll, accounts-receivable, accounts-payable, retainage, debt, and fixed-asset balances reconcile.
- Every active or recently completed job has a current ETC and a documented reason for significant margin changes.
- WIP totals tie to the ledger, and over-billings and under-billings are explained.
- Revenue, costs, billings, cash, and retainage are separated by job.
- Unrecorded liabilities, committed costs, pending change orders, claims, and disputed amounts are listed.
- Book-to-tax adjustments and unusual journal entries have explanations and supporting files.
- The archive is searchable, indexed, backed up, access-controlled, and tested for retrieval.
- The accountant has an open-items list, a contact list for project managers and estimators, and a file map.
Material-variance memo
Prepare a short memo for each material variance in revenue, gross margin, costs, cash, receivables, retainage, or WIP. State the prior amount, current amount, cause, supporting job or account, and whether the condition is expected to reverse. Link the memo to the relevant ETC version, change order, invoice, or journal entry.

Common preparation failures and how to correct them
“The WIP spreadsheet is the evidence”
It is not. Attach the invoices, payroll, subcontract, receiving, equipment, billing, collection, and change-order support behind the spreadsheet. If a source document is missing, list it as an open item with an owner and resolution date.
Costs are posted after the cutoff
Run a subsequent-disbursement and subsequent-invoice review, obtain project-manager confirmations for unbilled work, and record supported accruals. Recalculate percentage complete after the cutoff corrections.
Over-billings and under-billings do not tie
Reconcile earned revenue, billings, costs, and cash separately by job. Check retainage and manual reclassifications, then document whether the difference is timing, classification, or an error requiring adjustment.

Book and tax methods are blended
Rebuild the bridge from book results to taxable results. Identify each adjustment and keep the tax workpaper separate from the GAAP contract-revenue analysis.
Files cannot be found or opened
Test the index using several trial-balance accounts and WIP lines, verify permissions, restore a backup sample, and preserve the transfer trail for imaged or migrated data. Correct the archive before delivery rather than asking the auditor to reconstruct it.
What to send with the final handoff
Deliver one controlled package containing the period-close reports, reconciliations, WIP detail, contract files, source index, book-to-tax bridge, retention notes, open-items list, unusual-entry memo, and contact list. Tell the accountant which reports are final, which are superseded, and where each supporting file resides. Keep a copy of exactly what was delivered, including the delivery date and recipient.
The final objective is traceability: every material number should have a clear owner, a job or account, a period, a source document, and an explanation when judgment or estimation is involved. That standard makes the package useful for tax preparation, financial reporting, lending, bonding, and any audit whose contract or law requires access to the underlying records.
