A swing bridge should be maintained and inspected as both a bridge and a large moving machine. The work starts with the applicable owner and jurisdiction requirements, the bridge’s written inspection and operating procedures, and qualified personnel. Inspectors then document structural and functional condition, compare findings with previous records, examine the pivot and rest supports and the mechanical, electrical and control systems, and use access methods that reveal the full extent of defects. Maintenance that could change span weight, balance or operation must be engineered and controlled before work begins.
There is no safe universal checklist, lubricant schedule or inspection interval for every swing bridge. The current National Bridge Inspection Standards (NBIS) apply to qualifying highway bridges on public roads in the United States; other owners, bridge types and countries follow different rules. Use this guide to build and manage a program, not as a substitute for the bridge’s approved procedures or engineering judgment.

Why a swing bridge needs a different maintenance approach
A fixed bridge carries traffic without changing its geometry. A swing bridge adds a movable span, a center pivot and an operating cycle that must be controlled while the structure remains stable. That combination makes the bridge a civil structure, a machine and an operating system at the same time.
FHWA treats movable bridges as complex structures. Their complex features may include mechanical and electrical systems, operating machinery, controls and other elements that are not present on a conventional fixed span. A unique complex bridge that needs special inspection must have written procedures identifying its unusual features and explaining how they are to be examined.

The bridge’s support terminology is important because the supports perform different jobs:
| Feature | Function | Why the distinction matters during inspection |
|---|---|---|
| Pivot pier (center pier) | Supports the center bearing while the swing span moves through its opening and closing cycle. | Its condition and the condition of the center-bearing arrangement affect movement, alignment and support of the rotating span. |
| Rest pier | Supports the end of the movable span when the bridge is in its closed position. | Its contact, alignment and structural condition matter when traffic loads are transferred in the closed position. |
| Movable-span structural members | Carry traffic and operating loads while the span is open, closed or moving. | Inspectors must consider both structural condition and how movement changes load paths. |
| Mechanical, electrical and control systems | Provide movement, power, sensing, interlocking and operator control, as defined by the bridge’s procedures. | A defect can prevent safe operation even when the visible structural members appear sound. |
FHWA’s National Highway Institute manual summarizes the operating issue this way: “Movable bridges are essentially very large machine structures that rely on balance to safely operate.” Maintenance or construction that changes the weight, support condition or equipment arrangement can therefore affect safe movement.
Start with the governing requirements and bridge records
Identify which rules apply
The NBIS establish safety inspection standards for highway bridges on public roads in the United States. FHWA most recently updated those standards in 2022. Whether NBIS requirements apply depends on ownership, use and jurisdiction. A privately owned bridge, a railroad bridge, a pedestrian bridge or a bridge outside the United States may be governed by a different authority, contract or safety regime.
Before scheduling an inspection, identify the agency or owner responsible for the bridge, the governing inspection standard, reporting deadlines, qualified-person requirements and any operating restrictions. If multiple authorities share responsibility, define who controls the span while it is being opened, closed or taken out of service.
Assemble the bridge-specific information
The inspection team should work from the latest controlled versions of the bridge’s drawings, inspection procedures, operating instructions, previous reports, repair records and manufacturer information. Those documents should identify unusual structural details, mechanical and electrical equipment, control logic, access points, known deficiencies and the conditions under which the bridge may be operated during inspection.
Written procedures are especially important for a complex bridge because they turn general requirements into repeatable actions. They should state what must be inspected, how inspectors obtain access, what operating observations are permitted, how hazards are controlled, how defects are measured and how findings are classified. If the documents conflict or omit a feature, stop and obtain direction from the owner’s engineer or other qualified authority rather than filling the gap with a generic checklist.

Define the inspection types and frequency from risk
Routine inspection
FHWA describes a routine inspection as observing and documenting the physical and functional condition of bridge elements, identifying changes from previously recorded conditions and checking that the bridge continues to satisfy service conditions. The objective is not merely to look at the deck. It is to create a comparable condition record for the complete bridge and its operating functions.
Recommended Free Tools
Routine work may use the deck, ground or water level, permanent inspection structures and access equipment. The selected method must allow defects to be seen closely enough to establish their extent and severity. When a defect cannot be assessed from a normal location, special access is necessary if it is the only practical way to reach the area.
Risk-based intervals
Do not assign a calendar interval from a generic article. Under the 2022 NBIS approach, interval decisions use risk-based methods, and the applicable owner may impose additional requirements. The bridge’s history, complexity, known deficiencies, environment, use and consequences of failure can all affect the plan. A bridge with a localized or complex problem may require owner-defined monitoring or a special inspection in addition to its scheduled routine inspection.
Special and underwater inspection
Use a special inspection when the owner’s procedure, a significant change in condition, an incident, a difficult-to-assess defect or a complex feature requires more focused work. Underwater inspection is appropriate when elements below the waterline cannot be evaluated adequately from the surface or another access point. The underwater scope, diving method, safety controls and reporting requirements must come from the applicable standard and bridge procedure.
Special and underwater activities should be planned as distinct work packages. They may need different personnel, equipment, weather or water conditions, traffic controls, communication arrangements and engineering review. Record why the additional inspection was required and how its results change the normal program.
Plan a swing-bridge inspection step by step
- Review the record. Read the last inspection, open findings, repair and construction records, operating interruptions, incident reports and current restrictions. Make a list of changes to verify in the field rather than relying on memory.
- Confirm the scope and authority. Check the governing standard, bridge-specific procedure, inspection type, required qualifications and reporting date. Confirm who can authorize movement and who can place the bridge out of service.
- Complete a task-specific safety plan. Address traffic, pedestrians, water, falls, confined or restricted areas, electrical energy, unexpected movement, weather, communications and rescue. The plan must define how the span and equipment are prevented from moving when people could be exposed.
- Select access that reveals the defect. Use the deck, ground or water level, permanent platforms, under-bridge equipment, boats, rope access or other approved means as the procedure requires. If an area cannot be seen well enough to determine its extent or severity, change the access method or record the limitation and arrange follow-up.
- Establish a consistent inspection sequence. Follow the bridge’s element order so that each visit covers the same locations. Include the movable span, pivot pier and center-bearing area, rest pier and closed-position support areas, approach interfaces and all listed operating systems.
- Observe condition and function. Document visible deterioration, distortion, cracking, corrosion, damage, leakage, looseness, wear or other changes using the terminology and measurement method in the owner’s procedure. Functional observations and any authorized operating check must be performed only under the approved controls; do not improvise a movement test.
- Compare with prior records. Locate each previous finding, determine whether it is stable, worsening, repaired or inaccessible, and note new defects. Use photographs, sketches, measurements and locations that allow another inspector to find the same feature.
- Escalate uncertain or urgent conditions. If a condition could affect structural capacity, support, balance, movement, control or public safety, notify the responsible authority immediately under the bridge’s escalation procedure. Restrict operation only through the owner’s authorized process.
- Close the report and follow-up. State the condition, evidence, access used, limitations, recommended action, responsible party and due date. Link each action to a record so the next inspection can verify completion.
What to examine on the bridge
Structural condition
Inspect the movable span and associated fixed portions for changes from the prior record. The written procedure should identify the members and details that require close examination. Record the location and extent of each defect, the conditions under which it was observed and whether access prevented a complete assessment. The purpose is to support a defensible condition decision, not to collect photographs without context.

Pivot pier and center-bearing area
The pivot pier supports the center bearing during the complete opening and closing cycle. Inspect the pier, visible bearing and surrounding structural details in accordance with the bridge procedure. Pay attention to changes that could affect support, alignment or movement, but do not assign a pass/fail tolerance unless the owner’s documents or an engineer provide one.
Rest pier and closed-position support
The rest pier carries the span end when the bridge is closed. Examine the pier and the contact or support arrangement identified in the drawings and inspection procedure. The inspection should establish whether the span is being supported as intended and whether any change requires engineering review before normal service.
Mechanical, electrical and control systems
Use the bridge-specific equipment list and operating instructions to inspect machinery, power and control components. Confirm that the team can identify the equipment, protective devices, indicators and interlocks included in the procedure. Record visible damage, contamination, corrosion, abnormal noise or behavior only when observed and permitted by the operating plan. Do not invent lubrication points, torque values, clearances, electrical tests or alarm thresholds; those values belong in the approved manual or engineering documents.

Check the areas where the swing span meets fixed approaches and where traffic, utilities, barriers, signals or drainage interact with the movable structure. The owner’s procedure should state which approach and operational elements are part of the bridge inspection. A problem outside the span can still prevent safe opening, closing or traffic service.
Maintenance planning: protect balance and stability
Maintenance on a movable bridge is not automatically routine just because the task is familiar. FHWA warns that construction and maintenance can change a movable bridge’s balance and affect safe operation. Work that changes span weight, removes or adds equipment, alters supports, disconnects machinery or changes control behavior should be engineered before field work begins.
Engineer the work package
The work package should define the condition of the bridge before work, the sequence of removal and installation, temporary supports or restraints, allowable operating state, inspection hold points and the person authorized to release each stage. It should also explain how the span is stabilized and how operation is positively prevented while workers could be exposed. These are project-specific controls, not a universal do-it-yourself lockout procedure.

Coordinate maintenance with operations
Plan closures, openings, traffic control, utility coordination, weather limits and emergency communication together. Operators, inspectors, contractors and the engineer should use the same status information. If the work changes the bridge’s balance or operating system, require an engineering review and the acceptance checks specified by the owner before returning the span to service.
Prioritize from inspection evidence
Inspection information is used to identify maintenance and repair needs, prioritize rehabilitation and replacement, allocate resources and improve design. Rank work by safety consequence, rate of change, effect on movement or support, exposure to the public and the confidence of the available evidence. A defect that cannot be fully assessed because access was inadequate should generate a defined follow-up inspection, not an assumption that it is minor.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use technology as an aid, not a substitute
Remote cameras, drones, imaging systems and other proven technologies can help reach difficult areas, document change and reduce unnecessary exposure. FHWA’s position is that “proven advanced technologies may be used to supplement but not supplant bridge inspection personnel and inspection methods.”
Before using a technology, define what decision it will support, its resolution and coverage, environmental limits, calibration or verification, data retention and who will interpret the result. A captured image is not automatically an inspection finding: the inspector still has to determine whether the evidence is sufficient to establish defect extent and severity. Use hands-on or other established methods when the technology cannot answer that question.
Document, review and assure quality
A useful report lets a later inspector understand what was examined, how it was reached, what was found and what remains uncertain. At minimum, preserve the inspection date, personnel and qualifications, weather or site conditions that affected access, areas not inspected, access equipment, measurements, photographs, sketches, functional observations, restrictions and recommended actions.

| Situation | Planning response | What not to do |
|---|---|---|
| Normal condition and no significant change | Perform the scheduled routine inspection under the approved procedure and compare with prior records. | Skip difficult areas because the last report was satisfactory. |
| New or worsening structural defect | Obtain the access and engineering review needed to establish extent, severity and service implications; apply the owner’s escalation process. | Set an informal repair deadline or severity threshold without authority. |
| Complex machinery, controls or unusual feature | Use the bridge-specific complex-feature procedure and qualified personnel; schedule special inspection when required. | Apply a fixed-bridge checklist that omits operating systems. |
| Below-water or inaccessible condition | Plan underwater or special access with the required equipment, qualifications and safety controls. | Infer submerged condition from a distant or obstructed view. |
| Maintenance changes weight, support or equipment | Have the work sequence, stabilization and return-to-service checks engineered and approved. | Remove or install components while relying on the operator to keep the span safe. |
| Inspection technology is available | Use it to supplement personnel and established methods, with defined performance and interpretation requirements. | Treat an automated image or drone flight as a complete inspection. |
Common mistakes and how to correct them
Using a generic calendar
Problem: An owner assigns the same interval to every movable bridge. Correction: Determine the interval under the applicable standard and risk process, then add monitoring or special inspections for known deficiencies and complex conditions.
Inspecting the structure but not the operating system
Problem: The report describes beams and deck surfaces but says little about movement, controls or support functions. Correction: Use the bridge’s complex-feature procedure and verify that mechanical, electrical, operational and control elements are within scope.
Free tools Windows power users keep installed
One-click scans. No signup required.
Working without an engineered stability plan
Problem: A contractor removes equipment or repairs a support without evaluating balance. Correction: Require an engineered sequence, stabilization, positive prevention of operation during exposure and documented release checks.
Accepting poor access as a clean result
Problem: An obstructed view is recorded as “no defect observed.” Correction: State the access limitation, obtain the necessary access or schedule a defined follow-up inspection.
Overrelying on technology
Problem: A drone image is treated as proof that hidden or contact surfaces are sound. Correction: Match the technology to the decision and use visual or physical methods when the required evidence cannot be obtained remotely.
Professional training and continuing competence
FHWA lists the National Highway Institute course NHI 130107C, “Maintenance of Movable Bridges,” among its bridge-preservation training offerings. It is a relevant professional resource for owners, inspectors and maintenance planners who need deeper instruction. Course availability and enrollment details can change, so verify them directly with FHWA or NHI before scheduling staff.

When to involve an engineer immediately
- The pivot, center-bearing area or rest-pier support appears displaced, damaged or unable to perform its intended function.
- A new condition could affect structural capacity, alignment, balance or controlled movement.
- Maintenance would add or remove significant weight or disconnect a mechanical, electrical or control component.
- The bridge cannot be inspected adequately with the planned access method.
- Operating behavior differs from the approved procedure or a protective function does not respond as expected.
- A serious defect, collision, overload, flood, fire or other event changes the bridge’s condition.
In each case, follow the owner’s notification and service-control process. Do not create an improvised operating limit or repair method from a general article.
