Trace a continuous route from every occupied area to an approved place of safety, match construction and protection systems to the adopted requirements, and obtain code-official approval before treating the layout as compliant. A former factory or warehouse cannot be cleared on generic exit dimensions alone: its new use, population, geometry, construction, materials and local amendments control the result.
Start with the approval path, not the exit layout
A reuse project can trigger a formal change-of-occupancy or change-of-use review even when the shell and many existing exits remain. The 2021 International Existing Building Code (IEBC) model text states that a change of occupancy requires approval by the code official and a certificate of occupancy once the applicable requirements are met. That is a model-code reference, not proof that the 2021 edition applies at your site. The legally controlling answer comes from the jurisdiction’s adopted building, existing-building, fire, accessibility and workplace provisions, including local amendments.

Identify the decision-makers
- Building-code official: determines the classification and alteration or change-of-occupancy path and issues any required approval or certificate.
- Fire authority: reviews fire and life-safety measures, fire-department access, alarm and suppression arrangements, and operational safeguards where its authority applies.
- Accessibility authority or reviewer: checks accessible routes, doors, areas of refuge or other provisions required by the adopted rules.
- Workplace regulator: in the United States, OSHA exit-route provisions apply to covered workplaces and address route availability, doors, signs, lighting and maintenance.
- Qualified design team: an architect, code consultant, fire protection engineer and other specialists translate the adopted requirements into drawings, specifications and an approval package.
Record the governing editions and amendments
Create a one-page regulatory register before schematic planning. List the jurisdiction, adopted editions of the building and fire codes, existing-building provisions, accessibility rules, electrical and emergency-power provisions, and workplace requirements. Note amendments, locally defined occupancy categories, permit triggers and required submittals. Ask the code official whether the proposal is a complete change of occupancy, a partial change, a change in hazard, an alteration within the existing occupancy, or another regulated condition. Do not assume a prior certificate or industrial use approval transfers automatically.
How do I plan exits when reusing an industrial building?
Use a documented sequence that connects the proposed operation to the actual building. The sequence below is suitable for an early planning workshop; the authority having jurisdiction and qualified professionals must convert it into a compliant design.

1. Define the proposed operation
Write an operating description before drawing partitions. State what people will do, when they will do it and what can go wrong. Include:
- the proposed occupancy or occupancies and any accessory uses;
- normal and peak staffing, visitors, contractors and public access;
- shift patterns, lone working, sleeping or assembly functions, if any;
- equipment, vehicles, charging areas, hot work and maintenance activities;
- fuels, gases, dusts, flammable liquids, oxidizers, toxic substances and combustible storage;
- processes that can create smoke, heat, pressure, toxic products or rapidly developing fire; and
- people who may need assistance, including workers or visitors with mobility, sensory or cognitive limitations.
Separate ordinary office or storage areas from higher-hazard process zones in the description. A mixed-use plan may require more than one code analysis even when all activities share one roof.
2. Survey the existing building
Assemble original drawings, permits, inspection records and fire-system documentation, then verify them in the field. Record the number of stories and floor levels; construction type; structural and fire separations; shafts; existing doors and stairs; exit discharge points; roof or mezzanine access; fire department access; and any additions or undocumented alterations.

Record system age, inspection status, impairments and areas where coverage is unknown. A system that exists physically may still be unsuitable for the proposed occupancy, hazard or extent of work.
3. Build an occupancy and hazard plan
Overlay the proposed use on a measured plan. Mark workstations, production lines, storage racks, offices, welfare areas, public zones, hazardous rooms, charging stations, compressed-gas storage and maintenance spaces. Identify the maximum number of people expected in each area and the times at which that number occurs. The adopted code determines how occupant load is calculated and how loads are combined; do not substitute a convenient headcount for the required method.
Show where a fire, smoke plume, explosion, spill or equipment failure could block a route. Process hazards matter to egress even when they are not classified as a separate occupancy. OSHA states that an exit route must not require employees to travel toward materials that burn very quickly, emit poisonous fumes or are explosive unless the route is effectively shielded. This is a critical check when a new process is placed beside an existing corridor, aisle or stair.
4. Trace every route to safety
For each occupied room and work area, draw the complete path through exit access, the exit itself and the discharge to an exterior destination or other approved place of safety. Mark the route on plans and walk it in the building. Check:

OSHA’s workplace rule provides a useful baseline for covered US workplaces: “Free and unobstructed access to each exit route must be provided to ensure safe exit during an emergency.” The same rule addresses routes leading outside or to a path or open space that can accommodate users, doors readily openable from inside, adequate capacity, visible signs and illumination. It does not replace the building or fire code, and it does not supply universal dimensions for every reuse project.
Does changing an old factory into a new use require a new fire code review?
Often, yes. The trigger and extent depend on the adopted code and the difference between the former and proposed conditions. A change may increase occupant load, introduce public access, add sleeping or assembly functions, alter the hazard level, relocate exits, or affect fire-resistance and alarm or suppression requirements. Even a partial change can require review of the areas affected and of shared egress or protection systems.
Compare the former and proposed conditions
| Planning question | Existing condition | Proposed condition to document |
|---|---|---|
| Occupancy | What use and classification were previously approved? | What classification or combination of classifications will operate after the project? |
| Population | How many workers and visitors were expected, and when? | What is the code-based occupant load, including peak shifts and public access? |
| Hazard | What materials and processes existed? | What new fuels, dusts, liquids, gases, equipment or processes are introduced? |
| Egress | Which routes, stairs, doors and discharge points exist? | Will their number, separation, capacity, protection or accessibility remain adequate? |
| Protection | What alarm, sprinkler, standpipe, rated construction and emergency lighting are installed? | What upgrades or redesign are required for the new occupancy and hazards? |
| Management | What evacuation, inspection and training arrangements were used? | Who will control the routes, systems, drills, accountability and impairment response? |
The 2021 IEBC and 2018 International Fire Code (IFC) provisions cited for existing buildings establish model-code pathways for these questions. Their legal effect depends on local adoption and amendments. Have the code official confirm which provisions apply before relying on an existing-building allowance or an alternative method.
How many exits does a reused industrial building need?
There is no responsible universal answer without the jurisdiction, occupancy classification, occupant load, number of stories, layout, construction, hazards and applicable code edition. Exit count and separation are calculated from those inputs, with additional considerations for shared paths, vertical circulation and discharge.
Instead of starting with a number, prepare an exit analysis that shows the load served by each route, the portions that are common, the points at which routes become independent, and what happens if one route is unusable. Include mezzanines, platforms, roof work areas, enclosed process rooms and normally unoccupied spaces that may contain workers during maintenance. Ask the authority having jurisdiction to accept the proposed interpretation before fixing the plan.
Can existing exits be used for a new occupancy?
Existing exits may be usable, but only after they are checked against the proposed conditions. Verify their location, width and capacity under the adopted code; separation from other routes; door operation; fire and smoke protection; stair and ramp condition; accessible travel; signs and emergency lighting; discharge to a safe exterior area; and protection from process hazards. A door that served a low-population warehouse may not serve a more populated public or production use. A route that technically reaches outdoors may still fail if loading traffic, gates, stored materials or a hazardous process compromises the discharge.
Document what remains, what is modified and what is new. Obtain written approval for any existing-building provision, equivalency or performance-based approach rather than assuming that an inspector will accept an inherited condition.

What fire protection does an old warehouse need after a change of use?
Protection is determined by the adopted requirements and the new occupancy and hazard, not by the building’s age alone. Evaluate the complete package:
- Detection and alarm: coverage, notification, monitoring, audibility or visibility, power supplies, zoning and compatibility with the proposed layout.
- Automatic suppression: sprinkler or other system type, design basis, water supply, storage arrangement, ceiling configuration, commodity or process hazard and areas omitted from coverage.
- Fire-resistance and opening protection: existing walls, floors, shafts, doors, dampers, penetrations and joints, including any new openings for services.
- Standpipes and fire-fighter facilities: where the adopted code requires them, including access, connections and operational condition.
- Emergency lighting and signs: visibility along the route, power failure operation, testing and maintenance.
- Fire department access: approach routes, appliance positioning, gates, key or access-control arrangements, water supplies and exterior hazards.
- Portable equipment and housekeeping: extinguishers, hot-work controls, waste handling, storage limits and separation of incompatible materials.
The 2018 IFC’s existing-building chapter describes minimum fire and life-safety requirements for existing structures, including fire-safety and egress provisions. The cited material does not establish a sprinkler threshold, alarm trigger, fire rating or standpipe requirement for an unspecified project. Those decisions require the adopted edition, amendments, building facts and qualified design.
Do not treat an exit sign as a complete solution
Illuminated exit signs are one part of a marked and maintained egress system. Selection, listing, placement, visibility, emergency backup and testing depend on the adopted code and project specification. A generic LED sign does not by itself make a route compliant. Include signs in the life-safety plan and assign responsibility for keeping them visible and operational.
Design around industrial process hazards
Industrial reuse fails when a route is drawn without understanding the process. Conduct a hazard workshop with operations, engineering and fire protection specialists. Mark normal and abnormal conditions, including start-up, shutdown, cleaning, maintenance, charging, hot work, spills, leaks and power loss.
Keep routes out of the hazard envelope
- Locate flammable, explosive, toxic or rapidly burning materials so that an incident cannot immediately compromise the only route.
- Separate hazardous rooms and process areas from exit access with the construction and opening protection required by the adopted code.
- Prevent storage, pallets, carts, forklifts and temporary work from narrowing or blocking the route.
- Control smoke and toxic-product movement where the code or hazard analysis requires it.
- Review charging stations, cylinders, tanks, dust collectors and waste containers as part of the egress analysis, not as unrelated equipment decisions.
Where a route must pass near a hazardous operation, demonstrate the required shielding, separation and detection to the authority having jurisdiction. If no defensible protection can be provided, relocate the route or the hazard.

Account for people, not just floor area
Workers may be unfamiliar with a changed layout, wear protective clothing, work in noise, or need assistance because of mobility, hearing, vision or cognitive limitations. Visitors and contractors may not know alternate routes. Plan accessible travel, visual and audible notification, assistance procedures, assembly points and accountability methods for the actual workforce and operating hours. Do not rely on an untrained colleague to improvise assistance during an emergency.
Plan operations and maintenance before occupancy
Hardware is only reliable when someone owns its condition. Write an emergency-management plan that names responsible roles and links them to the building’s actual routes and systems.

Assign routine controls
- Inspect exit access, stairs, doors and discharge areas for obstructions at a defined frequency.
- Keep doors operable from the egress side and prevent unauthorized locking or wedging.
- Maintain signs, emergency lighting, alarms, suppression systems and fire doors; record tests, defects and corrective dates.
- Control combustible storage, waste, hot work and temporary partitions.
- Manage impairments: notify affected parties, provide interim measures and restore systems promptly.
- Update plans and training when equipment, staffing, materials, shifts or partitions change.
Write and exercise the response
Set alarm initiation and notification procedures, evacuation instructions, accountability, assistance, visitor control, assembly locations, emergency-service contact and responder handover. Exercise the plan with the people who will actually be present, including night shifts and contractors where practical. Record blocked routes, communication problems, delayed accountability and other findings, then correct them. OSHA’s workplace material specifically addresses unobstructed routes, route lighting and marking, and maintenance of safeguards; these are continuing duties, not one-time permit items.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a documented fire-risk assessment
A fire-risk assessment connects hazards, people at risk, physical safeguards and management arrangements. The UK government guide cited for this process describes assessing hazards and people at risk, deciding necessary physical precautions and management arrangements, and obtaining an experienced assessor for complex premises. That guide is specific to England and Wales and to small and medium places of assembly; it is not governing law for an industrial building elsewhere. Use the method only as a planning framework and confirm the duties in the project’s jurisdiction.

Minimum assessment record
- Describe the building, occupancy, operating hours and areas accessible to workers, visitors and the public.
- List ignition sources, combustible materials, dangerous substances, process hazards and likely fire scenarios.
- Identify people at special risk, including those unfamiliar with the building or needing assistance.
- Map detection, alarm, suppression, fire-resisting construction and egress controls.
- Evaluate the likelihood and consequence of route blockage, smoke spread, system impairment and delayed response.
- Specify additional physical measures, operating rules, training, inspection and maintenance.
- Assign owners and review dates, with an earlier review after a material change or incident.
Choose between prescriptive and alternative approaches carefully
Most projects begin with the locally adopted prescriptive code. An approved alternative or performance-based approach may be possible where the code permits it, but it is not a shortcut around review. Compare alternatives on the same evidence:
| Decision axis | Prescriptive pathway | Approved alternative or performance-based pathway |
|---|---|---|
| Basis | Specific provisions of the adopted code and amendments. | Demonstrated equivalent or better safety using an accepted method. |
| Inputs | Occupancy, load, layout, construction and hazards as defined by the code. | The same inputs plus documented scenarios, assumptions and analysis. |
| Approval | Permit and inspection through the normal code process. | Explicit acceptance by the authority having jurisdiction is required. |
| Design burden | Primarily coordinated drawings and specifications. | Additional engineering, documentation, review and future-operational controls. |
| Change sensitivity | Changes are checked against the prescriptive provisions. | Changes must remain within the assumptions supporting the approved analysis. |
Do not present two options as interchangeable until the authority having jurisdiction confirms that both are permitted for this project.
Common planning failures and how to correct them
Using online dimensions as a compliance verdict
Generic travel distances, exit counts, door widths and fire ratings omit the variables that control the answer. Use published dimensions only after identifying the adopted code, classification, load, construction and hazard, then have the design team and code official verify the application.
Counting doors instead of tracing routes
A door may not be an independent exit if routes converge, share a vulnerable corridor, discharge into a hazard or terminate at a locked gate. Draw the route from each occupied area and test the one-route-unavailable scenario required by the applicable analysis.
Leaving process planning until after the layout
Moving a flammable-liquid store, dust-producing machine or charging area after exits are designed can invalidate the analysis. Freeze the process and material inventory early, and require a life-safety review for every later change.

Assuming inherited systems are serviceable
Obtain inspection and testing records, verify coverage in the field and identify impairments. A legacy alarm, sprinkler, fire door or emergency-lighting system may need repair, replacement or expansion for the proposed occupancy.
Ignoring discharge and site operations
Trace the route beyond the building. Loading docks, vehicle lanes, security gates, snow, fencing, stored materials or a dead-end yard can make an apparently clear interior route unsafe. Coordinate the discharge with site, traffic and emergency-response plans.
Project handover checklist
- Jurisdiction, adopted code editions and amendments recorded.
- Change-of-occupancy or alteration path confirmed with the code official.
- Existing plans field-verified and discrepancies resolved.
- Proposed occupancy, occupant load, shifts, visitors and mobility needs documented.
- Materials, processes, storage and abnormal operating conditions inventoried.
- Every occupied area traced to an approved place of safety.
- Route count, separation, capacity, doors, stairs, discharge, signs and lighting reviewed.
- Alarm, suppression, standpipe, fire-resistance, emergency-power and fire-department access evaluated.
- Fire-risk assessment completed by a competent person appropriate to the project complexity.
- Operations plan assigns inspections, impairment response, training, drills and change control.
- Permit, inspection, certificate and occupancy conditions received in writing before opening.
When to bring in specialist help
Engage a code consultant or fire protection engineer when the project combines occupancies, introduces hazardous processes or materials, alters rated construction, relies on existing systems of uncertain condition, uses complex mezzanines or vertical circulation, proposes an alternative method, or has a large or vulnerable population. A competent fire-risk assessor is also appropriate where the premises, process or management arrangements exceed the owner’s internal experience. Specialist input is most valuable before partitions, equipment and procurement make a safer solution expensive to adopt.

How do I plan exits when reusing an industrial building?
Confirm the jurisdiction and adopted codes, define the proposed occupancy and hazards, survey the existing building, calculate the applicable occupant load, trace every route to an approved place of safety, evaluate protection systems and discharge, and obtain code-official approval before construction or occupancy.
Does changing an old factory into a new use require a new fire code review?
It can. A change of occupancy, hazard, population, public access or layout may trigger review under the adopted building and fire codes. Ask the local code official to identify the applicable path; the 2021 IEBC model text requires approval and a certificate of occupancy for a change of occupancy once applicable requirements are met.
How many exits does a reused industrial building need?
The number depends on the adopted code, occupancy classification, occupant load, building configuration, route separation and hazards. No universal count can be established without those project facts.
What fire protection does an old warehouse need after a change of use?
Evaluate detection and alarm, automatic suppression, fire-resistance and opening protection, standpipes where applicable, emergency lighting, exit signs, fire-department access and operating controls against the adopted requirements and the proposed hazards. Existing equipment must be verified, not assumed adequate.
Can existing exits be used for a new occupancy?
Possibly, after checking capacity, separation, door operation, fire and smoke protection, accessibility, signs, emergency lighting, discharge and exposure to process hazards. Document the analysis and obtain approval for any existing-building allowance or alternative method.
The Bottom Line
A safe reuse plan starts with the adopted code and the proposed operation, not with a standard exit count. Verify every route, hazard and protection system with the authority having jurisdiction and qualified professionals, then maintain the safeguards throughout the building’s operating life.
