How to Check Zoning and Building Permits for a Property in Your City

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check a property’s zoning and building-permit history, first identify the exact parcel and the government agency that regulates it. Then use the city or county’s official GIS, property-information, permit, inspection and public-records systems. Search by the street address, parcel number or APN, and any known permit number. Read the zoning ordinance behind the map label, and distinguish an application from an issued permit, a passed inspection and a closed project.

A blank online result is not proof that work was unpermitted. Local systems differ in coverage and retention. When the portal is incomplete, ask the records custodian about archived files and submit a narrowly defined public-records request. For a purchase, major renovation or disputed use, obtain a written agency interpretation or advice from a qualified local professional rather than treating a map search as legal clearance.

Why the jurisdiction matters more than the mailing address

A property’s street address, mailing city, tax-assessment jurisdiction and permitting authority can be different. A city may administer building permits while a county maintains the parcel map, or a separate agency may handle electrical, plumbing or septic work. King County expressly distinguishes its permitting services from permits administered by other agencies, and Seattle separates city permitting and GIS information from county assessor parcel data. Check the controlling agency before drawing conclusions from any search.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the official planning, building and assessor websites for the property’s location. A commercial listing, tax bill or real-estate website can help you find an address, but it is not the authoritative zoning or permit record.

Information to collect before searching

  • Complete street address, including unit, suite or lot information.
  • Parcel number, APN, map-and-parcel number or another local parcel identifier.
  • Legal description or subdivision and lot number, if the address is ambiguous.
  • Approximate construction, alteration or occupancy dates.
  • Any permit, case, plan-review or certificate-of-occupancy number shown in old paperwork.
  • The city and county in which the parcel physically sits, not merely the mailing city.

If an address search fails, use the county assessor or GIS parcel map to select the lot and copy its identifier. Properties near municipal boundaries, in unincorporated areas or in special districts deserve an agency check before you rely on a result. The King County permit guide is a useful illustration: it directs users through parcel-based records while noting that some categories are handled elsewhere.

Step 1: Confirm the parcel and the responsible agencies

Match the physical lot to the record

Open the official parcel or property-information map and verify that the pin, boundary, street number and lot shape match the property you intend to investigate. Record the parcel identifier exactly as displayed, including leading zeroes, hyphens or map-and-parcel formatting. A multi-unit building may have one parcel, several condominium units or a parent parcel with separate permit records.

Identify every agency that may hold a record

Ask the planning or building department which body issues each approval. A single project can involve separate building, electrical, plumbing, mechanical, grading, right-of-way, stormwater, septic, fire, historic-preservation or land-use files. Do not infer that a building-permit search includes all of them. King County lists plumbing, electrical and septic examples of work that may be administered by other agencies; the same division of responsibility can occur elsewhere. Read the agency’s permit guide and follow its referrals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a jurisdiction log

For each agency, note its name, website, records-search page, accepted identifiers, date you searched and any stated coverage limits. This prevents you from treating a county tax record as a city permit record and creates a useful trail if you later request archived documents.

Step 2: Find the zoning designation and read the standards

Use the official map or property viewer

Search the address or parcel number in the current local zoning map or property-information viewer. Save the displayed district, overlays, parcel boundaries and the map or ordinance date when one is shown. A zoning label is only a starting point. The controlling rules are in the current zoning code and any applicable overlay, neighborhood plan, development agreement or prior approval.

For example, Scottsdale’s property-information search accepts an address or parcel number and connects property data with zoning and district-standard information. Nashville’s Metro Parcel Viewer reports a zoning designation. These systems demonstrate the method, not a nationwide standard; your city may use different names or separate viewers. Scottsdale’s records page and Nashville Codes’ public-records page describe their respective tools.

Translate the district into a use decision

In the zoning ordinance, check the provisions that answer the actual question:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Uses allowed outright, such as dwelling, office, retail, industrial or institutional uses.
  • Conditional, special or discretionary uses and the approval body for each.
  • Lot area, width, setbacks, height, floor-area, lot-coverage and density limits.
  • Parking, loading, access, landscaping, lighting, sign and outdoor-storage rules.
  • Overlay requirements for flood areas, historic resources, environmental constraints, transit areas or special design districts.
  • Nonconforming-use and nonconforming-structure rules if the existing condition does not meet today’s standards.
  • Definitions that determine whether the proposed activity fits a permitted-use category.

Do not assume that a use is lawful because it appears on an old listing, tax card or permit description. A permit may authorize construction while zoning controls the use, and the two records can be maintained in different systems.

Resolve an unclear boundary or designation

If the parcel crosses a zoning line, the map is outdated, an overlay is unclear or the proposed use falls between definitions, contact the planning office. Give the staff member the address and parcel number, describe the existing or proposed use in plain language, and identify the specific district and rule you are reading. Ask whether the agency offers a zoning-verification letter, written interpretation, zoning-compliance certificate or another formal determination. An informal map explanation may help you plan, but only the city’s applicable process can establish what determination is legally effective.

Step 3: Search the complete permit history

Run more than one search

Use the official permit portal, document library or property-records search. Run separate searches for:

  1. The normalized street address, without an apartment label if the system rejects unit formatting.
  2. The parcel number, APN or map-and-parcel identifier.
  3. Any permit, application, case or certificate number found in prior documents.
  4. Owner or contractor information only when the agency provides that field and the other identifiers produce no result.

Save the search date, query format and result pages. An address may have changed, a parcel may have been subdivided or merged, and older records may use a former street number. Ask the records staff which historical identifiers should also be searched.

Record type What it can establish What it cannot establish by itself
Zoning or land-use case That a use, variance, conditional approval or development action was reviewed under a particular process. That every building or trade permit was issued or completed.
Permit application That someone submitted a request describing proposed work. That the permit was approved, issued, paid for or built as proposed.
Issued building or trade permit That the agency authorized the described scope under the permit’s conditions. That inspections passed or the work matches the approved plans.
Inspection record That an inspection event occurred and may show pass, fail, correction or signoff information. That unrelated work or every required inspection was reviewed.
Certificate of occupancy or final approval That the agency recorded the required closeout or authorized occupancy for the stated scope, where applicable. That the current use, condition or later alterations remain compliant.
Code-enforcement case That the agency opened or tracked an alleged violation, correction or enforcement action. That no violation exists merely because no case appears in a public search.

Search each construction discipline

Keep separate notes for building, electrical, plumbing, mechanical, grading or site work, demolition, signs and land-use approvals. A remodel can have a building permit but separate trade permits. A site wall, driveway, drainage change or accessory structure may be regulated under a different permit category. If the portal presents filters, repeat the search with each relevant type rather than relying on a default “building” filter.

Scottsdale describes online access to permits, certificates of occupancy and inspection-status lookup. Nashville describes searches by address, permit number or map-and-parcel number and provides permit and inspection information. King County explains a parcel-based path to permit history and directs users to other agencies for some categories. Use these official descriptions as examples of the records to seek, while confirming what your own jurisdiction actually publishes. Scottsdale records · Nashville Codes records · King County permit guidance

Step 4: Determine whether work was actually closed out

Read the status precisely

Record the application date, issue date, expiration date, current status and stated scope. Common labels such as submitted, under review, approved, issued, expired, canceled, finaled or closed have different implications. An application number is not an issued permit, and an issued permit is not proof that the work passed all required inspections.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for inspection and occupancy evidence

Open the inspection tab or linked documents and check whether required rough, progress and final inspections were signed off. Where the jurisdiction uses a certificate of occupancy, temporary certificate, completion certificate or final approval, verify its date and the scope or address it covers. Note failed inspections, correction notices, stop-work orders, unresolved fees and open cases. If plans are referenced but not visible, ask whether approved plans require a separate request; Seattle’s project-research guidance identifies that possibility. Seattle’s research guide

Compare the record with the physical property

Compare the permit description, approximate dates and approved scope with what is visible: additions, enclosed patios, converted garages, new bedrooms, decks, retaining walls, solar equipment, detached structures or changed commercial activity. A mismatch is a reason to ask for more records, not proof of illegal work. A permit may cover only part of a project, while a later alteration may have its own file.

Step 5: Treat a missing online record as an open question

Why an empty result is inconclusive

Online portals may omit older paper files, records indexed under a prior address, permits held by another agency, documents removed for privacy or security reasons, and records that have not been digitized. Nashville’s official page states: “Metro Codes does not maintain a list of all building permits issued.” That warning means a portal cannot be treated as a complete historical inventory. See the Metro Nashville Codes records information.

Retention periods are local rather than universal. King County states that permit history before 1980 may require a records request; treat that as a King County-specific boundary, not a nationwide rule. King County’s permit guide

Ask the records custodian the right questions

When the search is empty or incomplete, contact the agency listed as the records custodian and ask:

  • Are older records stored in paper, microfilm, an archive or a separate index?
  • Should the search use a former address, legal description, subdivision lot, parent parcel or prior owner?
  • Are building, trade, planning, occupancy and enforcement records held by different departments?
  • What date range is searchable online, and what retention rule applies to earlier files?
  • Are approved plans, inspection cards, certificates or enforcement files available through another request process?
  • What fees, identity requirements, redactions and response times apply?

Submit a focused public-records request

Give the agency enough information to find the file without asking for an undefined history. Include:

  1. Property address, unit and parcel or APN.
  2. Former addresses, parcel numbers or legal descriptions, if known.
  3. Approximate construction or occupancy dates.
  4. Permit, case or certificate numbers, if available.
  5. Specific records requested: applications, issued permits, inspection reports, final approvals, certificates of occupancy, approved plans, zoning cases or code-enforcement files.
  6. Your preferred delivery format and contact information for clarification.

Ask the agency to state if no responsive record exists, if a file is held by another custodian or if a fee estimate is required before copying. Keep the request, confirmation, response, produced documents and any explanation of retention. Scottsdale directs users to a public-records request when its online options do not locate records; Nashville notes that some records are not automatically posted and may require a request. Scottsdale records and requests · Nashville public-records information

Expect different rules for plans

Plans can have separate access, copyright, privacy or security restrictions even when a permit number is public. Ask whether you can inspect plans in person, receive approved sheets only, or obtain them through a distinct request. Do not assume that a permit search includes the full plan set.

Step 6: Reconcile discrepancies before relying on the result

When the property looks different from the records

Prepare a short discrepancy list: the visible feature or use, the record you found, the date and scope shown, and the question that remains. Ask the building department whether another permit, revision, inspection card or closeout document exists. Ask planning staff whether the current use is allowed under the present zoning, protected as a lawful nonconforming use, subject to a prior approval or dependent on a conditional-use decision.

When the proposed project is the issue

Describe the proposal before work begins, including dimensions, use, occupancy, number of units, site changes and known constraints. Request the department’s application path and the approvals it expects. A zoning map is not a building permit, and a building permit does not replace a land-use approval when both are required.

When the decision has financial or legal consequences

For a purchase, refinancing, major renovation, change of use or dispute, consider a local land-use attorney, architect, surveyor or qualified zoning consultant. Give that professional the parcel information, agency responses and downloaded records. Their role is to interpret the applicable code and facts; a general online search cannot provide legal clearance.

How local portals differ

Before comparing two properties or two cities, compare the systems themselves. The meaningful questions are coverage and evidence, not whether one interface looks newer.

Comparison point Questions to ask Examples documented by local agencies
Responsible jurisdiction Is the parcel inside a city, unincorporated county area or special service area? Which agency handles each permit type? King County distinguishes county permits from work administered by other agencies; Seattle separates city records from county parcel information.
Accepted identifiers Can you search by normalized address, parcel/APN, map-and-parcel number and permit number? Nashville describes address, permit-number and map-and-parcel searches; Scottsdale describes address or parcel-number property searches.
Record types Does the system show zoning, applications, issued permits, inspections, certificates, plans and enforcement cases, or only a subset? Scottsdale lists permits, certificates of occupancy and inspection lookup; other jurisdictions may split these into separate systems.
Historical coverage What year does the online index begin, and are older files archived or request-only? King County says pre-1980 history may require a records request; this is not a universal cutoff.
Status detail Can you see issue, expiration, inspection signoff, final approval and open-case information? Nashville and Scottsdale describe permit and inspection-status information, but the available fields remain jurisdiction-specific.
Plans and attachments Are approved plans downloadable, viewable only in person or available through a separate request? Seattle notes that some approved construction plans require a separate request.
Update and completeness Does the agency warn that the portal is not a complete permit list or that data is updated periodically? Nashville expressly says it does not maintain a list of all building permits issued.
Request path and cost Is a public-records request, fee, identity check or staff-assisted search required? Scottsdale, Nashville and King County each describe request-based routes when online records are insufficient.

A practical worksheet for a property file

Create one folder or spreadsheet and enter each item once. This makes the result auditable for an owner, contractor, buyer or professional adviser.

  1. Parcel identity: address, unit, parcel/APN, legal description, map link and date verified.
  2. Authorities: city planning, city building, county assessor, county building and any separate trade, septic, fire or environmental agencies.
  3. Zoning: district, overlays, map date, ordinance section, permitted-use result and unresolved questions.
  4. Permits: permit number, type, scope, applicant, issue date, expiration, current status and linked documents.
  5. Inspections: inspection dates, results, corrections, final signoff and certificate or occupancy record.
  6. Exceptions: missing files, prior addresses, parcel changes, open cases, conflicting descriptions or records held by another agency.
  7. Follow-up: staff contact, request number, fee, response date and documents received.

Save the original PDFs or screenshots with the retrieval date, because online records and map layers can change. The agencies’ current portals, ordinances, retention rules and fees control for the property you are investigating; local interfaces and coverage may change over time.

When to stop searching and request a formal answer

Use a formal agency process when the zoning label is ambiguous, a boundary or overlay changes the result, the proposed use is conditional, the existing use may be nonconforming, records conflict, or the project’s cost makes an assumption risky. State the exact question, identify the parcel and describe the facts that matter. Ask what application, verification letter, determination or appeal route applies and whether the answer will be issued in writing.

The reliable sequence is therefore: verify the parcel, identify every responsible agency, read the zoning standards, search permits using multiple identifiers, confirm inspections and closeout, request missing records, and obtain a formal interpretation when the stakes justify it.
